The Digital Economy and Society Index (DESI) 1/2
DESI is the Index of EU since 2015. Instead of Absolute Values and Ranking we
monitor Let Evolution of a Country
We monitor 2 values
• Growth Rate
If Growth Rate is close to 1, then we maintained our status. Above 1 will increase our
ranking.
• Capacity Rate (Country)
The Capacity Rate defines the capacity of evolution taking into account the mean of
Country’s evolution.
𝐺𝑟𝑜𝑤𝑡ℎ 𝑅𝑎𝑡𝑒 =
𝐸𝑣𝑜𝑙𝑢𝑡𝑖𝑜𝑛 𝐸𝐿
𝐸𝑣𝑜𝑙𝑢𝑡𝑖𝑜𝑛 𝐸𝑈
𝐶𝑎𝑝𝑎𝑐𝑖𝑡𝑦 𝑅𝑎𝑡𝑒 = 𝑀𝑒𝑎𝑛(𝐸𝑣𝑜𝑙𝑢𝑡𝑖𝑜𝑛 𝐶𝑜𝑢𝑛𝑡𝑟𝑦)
𝐸𝑣𝑜𝑙𝑢𝑡𝑖𝑜𝑛 𝐶𝑜𝑢𝑛𝑡𝑟𝑦 = 𝐶𝑜𝑢𝑛𝑡𝑟𝑦𝑦𝑒𝑎𝑟 − 𝐶𝑜𝑢𝑛𝑡𝑟𝑦 𝑦𝑒𝑎𝑟−1

The Digital Economy and Society Index (DESI) 2/2
Data Source of DESI Values: EU Commission. https://ec.europa.eu/digital-single-market/en/desi Accessed 10.07.2020
• Growth Rate was exceptional for EL in Human Capital, while maintaining almost
the same Growth Rate as EU for Use of Internet and Digital Public Services.
• The Evolution for EL was above the EU Capacity in 4 Dimensions.
EL lacks in Integration of Digital Technology (Evolution, Capacity, Growth Rate)
and Human Capital (Capacity)
