Each working group was charged with coming up with goals, targets and indicators that were ambitious, yet achievable. Measurable.Each group set its own programme of work, holding face-to-face meetings, teleconferences, online consultations etc as appropriate. They all had in common the fact that they aimed to make the consultation as broad as possible, and to include opinions from all parts of the world.Each working group developed a paper for consultation.
