Delhi budget 2020 21 An Analysis
1. DELHI BUDGET 2020-21 MISSED THE OPPORTUNITY
Yesterday Delhi Govt presented the budget for 2020-21 with fanfare under the cloud of Corona threat.
IT REALLY MISSED THE PRECIOUS OPPORTUNITY TO PREPARE DELHI FOR COMING THREATS.
Total Budget for 20-21 announced at 65000 crores. If it will be true, answer is NO. The
statements says that Budget estimates for 2019-20 was 60000 crores however REVISED
BUDGET ESTIMATES as per budget document is 54800 only i.e. 8.66% less. What will happen
to 2020-21 estimate ?
Another interesting fact Govt says that the Outstanding Debts in 2015-16 was 33304 Crores
whereas in 2018-19 it is 32732 crores. In five years Govt able to reduce Debt by 572 crores
only which clearly indicates that Budget is very largely financed by borrowings which is
contrary to CM claims of self-generation and savings.
Budget for 2020-21 bifurcation of 65000 crores is as under
Establishment budget 35500 cr
For Schemes, Project 29500 cr SO ONLY 45.38% of budget is actually spent of various
schemes, project and programmes , rest is spent on Govt Machinery
More interestingly of the total budget only 26% is capital expenditure on creation of assets.
THIS Presents a grim picture for development project outlays. GOVT MUST REDUCE COST OF
ITS ESTABLISHMENT.
We will focus only on Four vital sectors Health, Water& Sanitation, Electricity and Roads in
the proposed budget.
WATER and SANITATION: Total outlay 8.78% . Outcome budget says schemes 59% on track.
By far A TALL CLAIM.Though subsidy scheme for 20000 kl is continued by 467 crores subsidy
to 6lakh consumers yet the budget lack the vision, planning and support to the 24 hour clean
water to all residents. NOTHING PROVIDED in the budget. Govt claims record water
production of 928 MGD till December- IS IT SUFFICIENT FOR 24 HOUR SUPPLY. BUDGET HAS
NO OUTLAY FOR THIS.
Govt. claim to have replaced 2481 KM of old & defective pipeline in budget. It appears to be
tall claim as the major part of City have old and rusted pipelines and water quality is poor and
the supply time is 1 to 2 hours per day only. HOW THESE GOING TO CHANE- BUDGET IS SILENT
ELECTRICITY: Total outlay 2977 crores i.e. 4.58% . Govt proposed to retain the existing subsidy
schemes with 2820 cr. Outlay for app 50.66 lakh consumers out of total 59.94 lakh consumers
In delhi. AT & C loss in 2018-19 8.33% against 9.62% in 2017-18 whereas national average is
20%. DESPITE this Govt has to give subsidy instead of reducing the tariff charges itself.
ROADS: Outcome budget says that PWD is only 39% indicators are on track. A dismal record
from every parameter. The installation of CCTV is claimed 1.25 lakh installed as against 1.4
2. lakh target. HOW MANY COLONIES still not having- VERY LARGE NUMBER. In many colonies
only namesake are installed. Surprisingly budget is SILENT ON ROADS NETWORK in City and
plan to relay the damaged roads.
HEALTH: Total outlay 13.93% and as per outcome budget 77% indicators on track. Today this
sector is most critical but THE BUDGET OUTLAY IS MEAGURE TO THE CHALLENGES FACED BY
US TODAY OF COVID 19. Total outlay of Rs.7704 crores of which capital budget is only 1149
crores i.e. 14.91% of the outlay will be spent of Capital assets like Infrastructures, equipment
etc and rest is revenue expenses on establishment.
More interestingly the Hospital Bed per 1000 persons is 2.94 in 2019 up from 2.65 in 2014. A
eyewash increase in National capital. It talks of poor state of medical infrastructure in Delhi.
Further Govt. proposed total Rs 53 Crores for making Quarantine facilities in Delhi and a outlay
of 365 crores for Mohalla clinics and polyclinics in20-21.
The Budget is silent on creation of critical equipment facilities in Delhi which are required
at war footing in Delhi. In fact due to emergency like conditions in Delhi, this outlay must
have been at least DOUBLED for 2020-21. Clear cut policy and implementation programme
is need of hour in health facilities in Delhi. We all are very well aware the condition of Govt
Hospitals in Delhi.
