2. •Quality of development and civilization is
measured by the quality of the education which
has been provided to the citizens by the state.
•“The developed world or First World” has attained
the status because of the excellent education
and academic environment which they have
provided to their citizens.
•“Developing states” or “Third World States” are
suffering from many social, political and
economic problems because of the deprived
education facilities provided to their citizens.
3. • United Nations has set Millennium
Development Goals (MDG) 2015.
• By 2015, countries are required to strive hard
for the attainment of eight fundamental
issues .
• Top priority is given to achieve universal
primary education level in the respective
countries after poverty reduction.
4. • Throughout Pakistan’s sixty five years history,
education sector allocation in percentage
has never crossed single digit figure
unfortunately.
• Pakistan has the lowest literacy rate in the
region that is 65 % as per official stats.
• Pakistan is going to miss the goals of
achieving hundred percent literacy targets
by 2015 unfortunately.
5. • So in this paper, our focus has remained to bring forth
the efforts by the political parties of Pakistan regarding
the education reforms in Pakistan with special reference
to the upcoming general elections of 2013.
• Education, basic right of every citizen of the state, has
always remained least priority for our political elite.
• As elections 2013 are on the threshold, all leading
political parties have jumped into the arena with their
elections manifestos. Ranging from foreign policies to
local bodies, all aspects of the state are on their
manifestos but our prime focus here is to examine that
how much weightage is given to education sector by
these political parties.
7. • Party will declare education emergency.
• Law to penalize parents for not sending their
children to schools.
• Private institutes to work in partnership with
government.
• System as per which student requires
choosing career after 12th
grade.
• Reforms in seminary system
• One religious school system throughout the
country.
• Budget increase form 2% to 11%.
9. • Education emergency will be declared and literacy
rate will be increased to the optimum.
• unanimous education system in country in 2013
Manifesto.
• teachers pay structures will thoroughly be revised
and special incentives will also be introduced.
• Like earlier, Danish Schools network will be spread all
across the country in next regime and its standards
will be tantamount to leading school chains in
Pakistan but their fees structure will be kept at
minimum possible level.
• Merit laptops will also be distributed in students in
order to encourage them to excel in their studies
and play their role in betterment of the state.
10. • Merit scholarships will be awarded and more funds
will be allocated for computer labs to be built in
government schools.
• State of the art scientific universities will be built in
every province and major cities.
• Besides formal education, religious seminary system
will also be upgraded and their course will be
thoroughly revised as per the requirement.
• In national fiscal budget, around 4% will be reserved
for the education.
• Higher Education Commission will be given as much
autonomy as it is required and vocational training
will also be promoted.
12. • PTI has claimed that it will clean sweep the
elections 2013 with heavy majority because of their
vision of new Pakistan which consists of new social
and economic reforms agenda.
• Multiclass education system is one of the root
causes of destruction of education structure in
Pakistan which consequently casing discrimination
in the society
17. • PML-Q has claimed that it has given considerable
importance to education in their previous
government tenure of 2002-07 which was indeed
worth praising.
• As per their new manifesto, education is central to
building a modern developed society.
• Parha Likha Punjab, Maar Nahi Pyaar are
considered very appropriate steps by the then
Punjab Government regarding children basic rights.
• Their slogan states that “if you want free books an
scholarships to continue then vote for PMLQ an
stamp Bicycle.”
• They are still determined to extend their previous
programs of scholarships and free education from
class one to matriculation, free books and monthly
stipend for children.

• Special “Teachers Day” will be celebrated every
year.
• Establishment of enhanced vocational technical
training institutes.
• Full autonomy for HEC
• Retirement age for teachers will be 65 years.
• Establishment of public libraries, research centers
and availability of up to date reference materials
for higher education students in universities.
20. • The spending on Education would be
enhanced to 4.5 per cent of GDP over the five
years of government and this step would raise
the adult literacy rate from the current 54 per
cent to 85 per cent.
• In the same way, the spending on health would
be raised to 5 per cent of total budget and a
national insurance plan would also be
developed.
• The population growth would be decreased
from 2 per cent to 1.6 percent by 2018 through
awareness, education and mandatory services.
Under poverty alleviation measures, an amount
of Rs 2000 per month would be paid to each
beneficiary instead of Rs 1000.
22. “Come to Learn and Go to Earn”
•Fundamental education reforms agenda revolves
around the establishment of general libraries all
around the country.
•One curriculum policy will also be implemented in
order to bring harmony and uniformity among the
young generation.
•Dual education system will also be abolished.
•Madrassa reforms are also on their agenda and it is
proposed to bring substantial changes in this regard
and Madrassa will be uplifted and be brought in
conformity with the mainstream education.
23. • Education sector will be allocated 5% of
the budget.
• All the provinces will be directed to utilize
20% of their revenue budget on the
education expenses.
• Proposed mediums of instruction will be
English and Urdu both.
• Curriculum will be cleared from Hate
speech and undue glorification of wars.
• Syllabus modification according to the
modern needs.
