This document discusses critical infrastructure protection and the vulnerabilities of essential goods and services that are complex, interconnected systems. It notes threats from malicious actors and the high costs of failures in critical systems. It recommends strengthening regulatory authorities, improving network design security, and having industry and public-private partnerships to better prepare critical infrastructure through preparedness, detection, response, mitigation and international cooperation in order to address vulnerabilities and poor coordination that currently leave Europe unprepared.
