Pakistan’s Education
Education is the path to success !
Description of the Childcare
 Early Childhood Care and
Education (ECCE) in Pakistan is
defined as formal and informal as
well as public or private day care
services for children
 Religion plays a big role in
Childcare Centres
 Children are taught Islam
teachings and how to read the
Quran
 Islamic education is emphasized at
an early age in Pakistan. It is
estimated that more than 80% of
children aged 4-10 get Islamic
education
Childcare
 Open 5 days a week
 8 am to 6 pm (Full Day)
 8 am to 1pm (Half Day)
 Children aged 0-5 (Age
above 5 goes to class 1)
 Not more than five infants
are found in the whole
childcare centre
 Parents provide food/snack
for their child
 ECE gets around 25000-
40000 Rupees ($297-$476)
or more depending on the
childcare centre
 ECE assistant 13000 Rupees
($154)
 Parents are involved
through field trips,
workshops, birthday parties
and other materials
 12000-15000 Rupees ($142-
$178) per child
Childcare Lacking
- Meeting the Learning Needs of All National Plan of
Action
- Lack of realization and awareness about the importance
of the benefits of ECE
- Absence of well-defined policy, laws and rules
Financial allocation to ECE is negligible, especially in
relation to the needs of the children
- Lack of coordination among the various government
departments related to early childhood care
In Pakistan, early childhood education
suffers from a series of problems
Provinces, district communities and schools lack
the capacity to plan, implement and monitor
ECE programmes
Lack of location
Not many daycares
Not qualified ECE/ instead they have nannies/
living close to each other so family members
babysit.
Too expensive
Not strict policies (Days Nurseries Act)
Health is not a major issue there (consistent
hand washing routine)
Parents pay a lot for their child to be at the
daycare so the daycare should have snack
program
Before 1970s, Early
Childhood Education had been
well organized
Katchi, Pre-primary classes
were organized in formal
primary schools
1980s, this practice was
discontinued
In 1996, Child care foundation, a non-profit, non-governmental
organization, was set up with public-private partnership
In 2001/02 , amount of
Rs. 56.94 million was
released for Early
Childhood Education by
the Federal Government
In 2003/04, there
were 44.1% girls and
55.9% boys, enrolled
in Katchi or pre-
primary classes
 At present, Daycare
centers are found only
in Karachi, Lahore,
and Islamabad
Underlying
Philosophy
OF
Childcare
Each childcare centre has
its own philosophy
Most Childcare Centers
focus on Montessori
education method.
They focus on five
developmental domains

Accessibility/Availability
 Not much accessibility or
availability
 Daycares in Pakistan are
very costly
 Due to the lower amount of
Child Care Centers in
Pakistan, there aren’t many
teachers available yet who
have specialized in Early
Childhood Education.
 However, in Canada
there is subsidy
 Similar to Canada,
Pakistan’s Childcare
centers are government
funded
Pakistani Childcare Center Room Setting
Training of the ECE(s)
 In private
schools, the ECE
teachers are usually
qualified and well-
trained in relevant
methods
Other staff include non-teaching staff such as the
Ayas (maids), hired for assistance with young
children
Type of Staff Training Requirements
Higher secondary education certificate
Plus one-year teaching certificate
The provinces usually adopt the same criteria
except where suitable staff is not available and
relaxation of criteria is exercised
