OGC SCOPE
▼ Define the different methods available and it is implication.
▼ To Evaluate & Explore the market for the best suitable leak detection system for gas pipelines .
▼ To Develop evaluation , selection & qualification criteria for gas leak technology.
▼ To perform a desktop study , to Mimic and demonstrate the selected leak detection technology for
OGC members
▼ To provide detailed requirements for installation (hardware’s and software) and engineering to achieve
the performance for each leak detection technology’s for existing and new pipelines.
▼ To Evaluate existing OGC network setup (SCADA , DCS , RTU and time sync) to determine the
readiness to occupy the leak detection technology there after to propose a solution to enhance the
network setup.
▼ To develop engineering specification for selection & installation of leak detection technology’s for
current and newly installed pipelines
▼ Consultant shall provide all qualified skilled/unskilled personnel to carry out the entire job, and all other
necessary materials and facilities required to complete the study.

methods and equipment is part of the basic design phase in

Project Focus
• Review QRA report to understand basis identified in that
report for the need for the Leak Detection system (as
mentioned in the RFP)
• Identify pipeline corridors to be included in the scope of
work, including compressor stations (if applicable)
• Obtain information on existing instrumentation (e.g.: flow
and pressure sensors, and gas detection) installed
• Establish Leak Detection thresholds (thresholds maybe
different for different corridors)
• Review pipeline routings, pipeline access and other
factors that may influence Leak Detection System
technology selection
• Conduct technology screening and present a short list of
technologies and a list of the pipeline corridors to be
assessed in detail in the feasibility study.

PROJECT EXECUTION STEPS
Phase 1: Feasibility Study Kick-Off and Coordination
• Coordinate the iFluids Feasibility Study Team and review Client provided technical data regarding the
existing pipeline as well as planned expansion of the pipeline, to ensure that adequate information is
available to provide basis for the Feasibility Study, expedited coordination with the Client.
• Develop a set of criteria to consistently evaluate, compare, assess and down-select to a preferred option
for the available off-the-shelf leak detection systems and technologies for use during the Feasibility Study.
• Prepare a desktop evaluation for software compatibility with existing software used by OGC to control
pipeline operations. Desktop evaluation will be capable to be used for demonstration of evaluated systems
to OGC members.
• Develop a detailed set of requirements for the potential installation and implementation of each viable
technology software or associated hardware for comparison and down selection purposes.
• Evaluate the existing OGC network setup (SCADA, DCS, RTU and time-sync) to determine the System’s
readiness to accept the leak detection technology and propose required engineering and/or physical
changes to the pipeline system and controls that may be required to implement the leak detection system.
• Conduct Feasibility Study Team review meetings immediately following the completion of each step above
to ensure observations, recorded data, technical review evidence is collected and documented by the
Team, and consensus is reached on the results of the Feasibility Study and down-selection/recommended
solution process.
PROJECT EXECUTION STEPS
Phase 2: Develop Draft Report and Draft Presentation
• Upon completion of the leak detection feasibility study and review, and consolidation of collected
data, the iFluids assessment team will complete a Draft Leak Detection Feasibility Study Report. The
draft report will be disseminated to the Client’s requested recipients as a PDF file for review and
comments.
• iFluids will develop the engineering specifications for selection and installation of OGC’s preferred
leak detection technology for both existing and future expansion of pipelines. This specification will
be prepared based on the selected technology in Phase 3. This document will act as the guideline for
issuing tender document, vendor selection and installation of the system.
• iFluids will participate in a presentation of the findings and attend a review meeting with client and
OGC members to discuss the findings and recommendation of the draft report to finalize the
proposed changes to be incorporated in the final report.
• A single set of non-conflicting Client comments will be collected on a comment collection form (a
blank form will accompany the report).
PROJECT EXECUTION STEPS
Phase 3: Develop Final Report and Final Presentation
• Within 10 working days of receipt of all written comments from the Client on the comment collection
form, the test team will prepare and deliver one Hard Copy Final Report and one electronic version in
editable form and electronically mail it to the Client’s requested distribution list. A file showing
resolution of all Client comments received will be provided to the Client.
• iFluids will prepare a PowerPoint presentation and participate in a final presentation of the result as
per the study with client and OGC members to discuss the action to be taken and the way forward.
Phase 4: Optional Scope
• iFluids will carry out the actual Testing on OGC pipelines (within 50 to Max 100km only) to evaluate the OGC
selected gas leak detection technology based on outcomes proposed from the scope mentioned above
PROJECT SCHEDULE
• A Detailed Project Schedule along with Project Execution Methodology will be submitted within Five(5)
days on receipt of PO or on date of Kick-Off meeting, whichever is earlier
• Consultant will commence Phase 1 activities immediately upon receipt of a signed proposal and the
Project Initiation Fee Payment.
• The Feasibility Study is planned to be conducted and completed within Five (5) weeks of the date both
conditions above are met.
• It is assumed that the elements of the scope of work will be executed consecutively as a part of a single
test series and set-up will only occur once.
DELIVERABLES
iFluids will provide the following Deliverables:
• 1. Detailed Feasibility Study Report (Drafted in accordance with international standards, Oman local
standard and in line with the OGC scope of work & Technical Clarification raised) in PDF format.
• 2. A PowerPoint Presentation for distribution to OGC management demonstrating the results of the Leak
Detection Feasibility Study.
• 3. Submission of Final Report documenting the Leak Detection Feasibility Study results (Only soft copies in
"Editable format“ is considered).
SITE VISITS, PRESENTATION & MEETINGS
• Only Two(2) visits have been considered during any phase of the project.
• Kick-Off Meeting followed by Data Collection, Site Visit & related activities Etc for a maximum of
Ten(10) days
• Final Presentation Two(2) days on confirmation of submitted draft Feasibility Study
• Any additional, presentation and meetings are to be conducted using WebEx or Skype meeting
resources.
• Our technical team will be operating from the India/Singapore office for this project. Project
management will be carried out from our Oman/India office.

OGC SCOPE ▼ Define the different methods available and it is implication. ▼ To Evaluate & Explore the market for the best suitable leak detection system for gas pipelines . ▼ To Develop evaluation , selection & qualification criteria for gas leak technology. ▼ To perform a desktop study , to Mimic and demonstrate the selected leak detection technology for OGC members ▼ To provide detailed requirements for installation (hardware’s and software) and engineering to achieve the performance for each leak detection technology’s for existing and new pipelines. ▼ To Evaluate existing OGC network setup (SCADA , DCS , RTU and time sync) to determine the readiness to occupy the leak detection technology there after to propose a solution to enhance the network setup. ▼ To develop engineering specification for selection & installation of leak detection technology’s for current and newly installed pipelines ▼ Consultant shall provide all qualified skilled/unskilled personnel to carry out the entire job, and all other necessary materials and facilities required to complete the study. ▼ Provide cost effective solution.

  • 8. • Review QRA report to understand basis identified in that report for the need for the Leak Detection system (as mentioned in the RFP) • Identify pipeline corridors to be included in the scope of work, including compressor stations (if applicable) • Obtain information on existing instrumentation (e.g.: flow and pressure sensors, and gas detection) installed • Establish Leak Detection thresholds (thresholds maybe different for different corridors) • Review pipeline routings, pipeline access and other factors that may influence Leak Detection System technology selection • Conduct technology screening and present a short list of technologies and a list of the pipeline corridors to be assessed in detail in the feasibility study. PROJECT EXECUTION STEPS Phase 1: Feasibility Study Kick-Off and Coordination • Coordinate the iFluids Feasibility Study Team and review Client provided technical data regarding the existing pipeline as well as planned expansion of the pipeline, to ensure that adequate information is available to provide basis for the Feasibility Study, expedited coordination with the Client. • Develop a set of criteria to consistently evaluate, compare, assess and down-select to a preferred option for the available off-the-shelf leak detection systems and technologies for use during the Feasibility Study. • Prepare a desktop evaluation for software compatibility with existing software used by OGC to control pipeline operations. Desktop evaluation will be capable to be used for demonstration of evaluated systems to OGC members. • Develop a detailed set of requirements for the potential installation and implementation of each viable technology software or associated hardware for comparison and down selection purposes. • Evaluate the existing OGC network setup (SCADA, DCS, RTU and time-sync) to determine the System’s readiness to accept the leak detection technology and propose required engineering and/or physical changes to the pipeline system and controls that may be required to implement the leak detection system. • Conduct Feasibility Study Team review meetings immediately following the completion of each step above to ensure observations, recorded data, technical review evidence is collected and documented by the Team, and consensus is reached on the results of the Feasibility Study and down-selection/recommended solution process.

PROJECT EXECUTION STEPS Phase 2: Develop Draft Report and Draft Presentation • Upon completion of the leak detection feasibility study and review, and consolidation of collected data, the iFluids assessment team will complete a Draft Leak Detection Feasibility Study Report. The draft report will be disseminated to the Client’s requested recipients as a PDF file for review and comments. • iFluids will develop the engineering specifications for selection and installation of OGC’s preferred leak detection technology for both existing and future expansion of pipelines. This specification will be prepared based on the selected technology in Phase 3. This document will act as the guideline for issuing tender document, vendor selection and installation of the system. • iFluids will participate in a presentation of the findings and attend a review meeting with client and OGC members to discuss the findings and recommendation of the draft report to finalize the proposed changes to be incorporated in the final report. • A single set of non-conflicting Client comments will be collected on a comment collection form (a blank form will accompany the report).

PROJECT EXECUTION STEPS Phase 3: Develop Final Report and Final Presentation • Within 10 working days of receipt of all written comments from the Client on the comment collection form, the test team will prepare and deliver one Hard Copy Final Report and one electronic version in editable form and electronically mail it to the Client’s requested distribution list. A file showing resolution of all Client comments received will be provided to the Client. • iFluids will prepare a PowerPoint presentation and participate in a final presentation of the result as per the study with client and OGC members to discuss the action to be taken and the way forward. Phase 4: Optional Scope • iFluids will carry out the actual Testing on OGC pipelines (within 50 to Max 100km only) to evaluate the OGC selected gas leak detection technology based on outcomes proposed from the scope mentioned above

PROJECT SCHEDULE • A Detailed Project Schedule along with Project Execution Methodology will be submitted within Five(5) days on receipt of PO or on date of Kick-Off meeting, whichever is earlier • Consultant will commence Phase 1 activities immediately upon receipt of a signed proposal and the Project Initiation Fee Payment. • The Feasibility Study is planned to be conducted and completed within Five (5) weeks of the date both conditions above are met. • It is assumed that the elements of the scope of work will be executed consecutively as a part of a single test series and set-up will only occur once. DELIVERABLES iFluids will provide the following Deliverables: • 1. Detailed Feasibility Study Report (Drafted in accordance with international standards, Oman local standard and in line with the OGC scope of work & Technical Clarification raised) in PDF format. • 2. A PowerPoint Presentation for distribution to OGC management demonstrating the results of the Leak Detection Feasibility Study. • 3. Submission of Final Report documenting the Leak Detection Feasibility Study results (Only soft copies in "Editable format“ is considered).

SITE VISITS, PRESENTATION & MEETINGS • Only Two(2) visits have been considered during any phase of the project. • Kick-Off Meeting followed by Data Collection, Site Visit & related activities Etc for a maximum of Ten(10) days • Final Presentation Two(2) days on confirmation of submitted draft Feasibility Study • Any additional, presentation and meetings are to be conducted using WebEx or Skype meeting resources. • Our technical team will be operating from the India/Singapore office for this project. Project management will be carried out from our Oman/India office.
