3. Zero-pollution action plan (May 2021)
Towards zero pollution for air, water and soil.
• Ambition: Air, water and soil pollution is reduced to levels not harmful
to health and natural ecosystems and within planetary boundaries
• 33 actions, including Zero Pollution Monitoring and Outlook Reports

7. Zero Pollution Action Plan – Monitoring and Outlook
• Integrated Monitoring and Outlook framework to be developed as
much as possible on the basis of existing indicators, see details in
SWD(2021) 141 (including proposed indicators in the Annexes)
• First report prepared for end 2022 – second report in 2024
• Shortcomings in terms of thematic (e.g. soil and chemicals) and time
coverage (e.g. frequency of data)
• Closely coordinated and integral part of 8th EAP, SDGs and other
frameworks including pollution-relevant indicators
• Proposed indicators mainly linked to zero pollution targets (not all
are under ‘zero pollution’ heading and some are under development)

4. Proposal for a Decision on A Environment Action
Programme 2030 (October 2020)
• 2050 vision : living well within the planetary boundaries in a
regenerative economy
• Implementing the climate and environmental objectives of the EGD
with engagement of stakeholders at all levels.
• Monitoring framework to assess progress in the EU and MS
10. Monitoring of progress in the 8EAP - legal text
The Commission’s proposal for an 8th EAP foresees:
Regular assessment and reporting
by the Commission, supported by the agencies
on the progress of the Union and the Member States with regard to achieving
its priority objectives
without prejudice to existing monitoring, reporting and governance
frameworks and exercises covering environment and climate policy
Additional EP proposals:
A Commission report on interlinkages between different monitoring tools by
30 June 2022
Setting up a “Beyond-GDP” indicator set by 30 June 2023, on the basis of the
above-mentioned report
A reinforced governance: annual progress reports and recommendations to
Member States
11. Defining the 8EAP monitoring framework
Purpose: Impact/Outcome and link to 2030 target
Focus: Environment and Climate policy,
including pressures
Narrative/key question: In light of the 2050 vision and 2030 targets,
what is the progress towards the 6 priority
objectives as identified in the programme?
Target audience: ENVI ministers & general public (TBD)
Granularity: EU, MS, Regional, Local (where possible)
Reporting: Annual stocktake and more in-depth
assessments mid-programme (2024) and
end-programme (2029)

16. Role of European Statistics for the EGD
1. High quality European statistics are fundamental
2. Improving the quality of existing statistics (timeliness,
comparability, granularity) for both mandatory and voluntary data
collection (e.g. Joint ESTAT-OECD questionnaire)
3. Developing Natural capital/ecosystem accounting at EU level;
Forest accounts ; data on Environmental Harmful Subsidies.
4. Monitoring links environment/social (e.g. environmental inequalities ,
just transition)
5. Better understanding of interlinkages among sectoral statistics and
environmental/social/economic data
6. Cooperation between the European Statistical System with
other data sources (e.g. Copernicus, Citizens Science, Modelling and
research, EU agencies, big data) to better exploit existing data and
limit administrative burden to National Statistical Institutes
