Pilot PO Optimization
Technical principles:
 The DL dedicated physical channel (DL DPCH) is divided into the dedicated physical data channel (DPDCH) and the dedicated physical
control channel (DPCCH).
 The power offsets (POs) of pilot domain are independently configured on the DPCCH and can be optimized.
 The default transmit power of the current DL DPCH pilot domain is set to 3 dB based on the transmit power of the data domain.
 For a low-rate DL DPCH, such value is a bit high. Especially when no data is transmitted on the DL DPCH of HSDPA UEs, a high Pilot PO
will result in transmit power waste.
 We can optimized to 1db to reduce the power consumption;
