Individual agents have three variables, Wi/Ci/Li. When go to offices, i-th agent can earn Wi. When commercial facilities, i-th agent can consume Ci and enjoy leisure time for Li.
I-th Agent’s Wi Ci Li are defined by normal distribution at the simulation’s first step
Each average is set based on articles published by Ministry of Statistic Japan. Standard Deviation is assumed these uniform random number.
If number of steps to commercial facilities are
long, Ci, Li are halved
short, Ci, Li are doubled

One is strength based maintenance, it is conventional maintenance scheme previous researches focused.
First, government agent make repair candidate list. Repair candidate list is consist of bridges these strength value is less than variable strength threshold.
Second, government agent does repair bridges in repair candidate list from lowest strength value. And continue repair within budget limitation.
Another is strength + economic value based maintenance, it is new maintenance scheme proposed in this research.
First, government agent make repair candidate list. Repair candidate list is consist of bridges these strength value is less than strength threshold. It is the same point.
Second, it is new point. Government agent exclude bridges from repair candidate list if the bridge have lower Economic value than Economic limit.
Economic limit is defined that average economic value of unbroken bridges multiplied by economic threshold, variable Eth(0-1).
And repair bridges in repair candidates list from highest economic value. and continue repair within budget limitation.
