Distracted Driving Information
Clearinghouse
The FCC's Distracted Driving Information Clearinghouse provides links to information about
firms and organizations conducting consumer education and outreach activities, providing
technology approaches intended to reduce the dangers of distracted driving, and working to
dissuade people from texting while driving.
If you would like information about your organization included in the Clearinghouse, please

Consumer Education & Outreach
AT&T [2] is a premier communications holding company. Its subsidiaries and affiliates –

and around the world. AT&T is a provider of wireless, Wi-Fi, high speed Internet, voice
and cloud-based services, and the 4G network. AT&T also offers wireless coverage
worldwide. AT&T offers advanced TV services under the AT&T U-verse® and AT&T |
DIRECTV brands. In August of 2012, AT&T re-launched it's distracted driving campaign
"It Can Wait" to inform consumers about the dangers of texting while driving. AT&T's
National "No Text On Board" Pledge Day is September 19, 2012. For additional

AAA [3] is a not-for-profit federation of motor clubs serving more than 51 million
members in the United States and Canada. Since its founding in 1902, AAA has been
active in the promotion and improvement of traffic safety. With the support of its
research Foundation, AAA has studied and worked to educate the public about the
risks associated with distracted driving for more than a decade. AAA advocates on
behalf of its 51 million members, and among other issues works to pass effective laws
to address distracted driving. AAA supports comprehensive distracted driving laws, as
well as bans on all wireless device use by teen drivers. In 2009, AAA launched a
national campaign to ban text messaging while driving for all drivers in all 50 states.
Alliance of Automobile Manufacturers [4] supports a ban on text messaging or calling

using a hand-held device while driving, unless used with a hands-free device. Alliance
members have long recognized the risks of distracted driving. That's why automakers
voluntarily developed and implemented design guidelines for integrated vehicle
information systems. (Alliance Driver Focus Guidelines [5]). The Alliance supports; an
approach that addresses the issue while preserving opportunities to enhance safety,
appropriate laws with high-visibility enforcement, consumer education and continued
research that promotes the further understanding of driver behavior. Many current and
new vehicle safety technologies and enhancements use wireless communications as a
backbone.
Allstate and The Allstate Foundation [6] are taking a comprehensive approach to raise
public awareness about the dangers of distracted driving and mobilize teens, families
and community leaders to change their risky driving behaviors. Allstate's X the TXT
program is one of the first national movements to eliminate texting behind the wheel.
Join Meredith Viera, Jordin Sparks, David Archuleta and 80,000 others and pledge to
X the TXT [7]. Allstate is also advocating for federal legislation to eliminate distractions

for more information. Efforts around National Youth Traffic Safety Month this May
empower teens to speak out against the dangers of distracted driving in advance of the

CTIA [10] and the National Safety Council both encourage parents to talk to kids about
the dangers of texting while driving. They have teamed up to provide a 30-second video
on what could happen if your teen is texting while driving. Please talk to your kids before
it's too late.
The Driver Education Foundation of America [11] is a national, non-profit organization
that helps to transform the lives of young individuals through driver education and safety.
DEFA and TxTStopper™ have collaborated to create a comprehensive, 90-minute
driver safety education course for teenage and young drivers between the ages of 16
and 21. The course, dubbed QTT - Quit Talking & Texting – integrates the
TxTStopper™ and a combination of aggressive educational and behavioral
modification strategies to create long-term/permanent changes in driving habits and
actions among teen drivers.
Focus Driven [12] supports victims of cell phone distracted driving and families of
victims. They increase public awareness of the dangers of cell phone distracted driving
by putting a human face on the disastrous impact of this behavior, in order to promote
corresponding public policies, programs and personal responsibility.
Governors Highway Safety Association [13] provides state by state laws rules and
regulations on texting and driving and gives links to State Highway Safety websites.
GHSA has also created a catalog of State Highway Safety Offices public service
announcements on distracted driving.
Founded by a mother whose daughter was killed by a drunk driver, Mothers Against
Drunk Driving [14]® (MADD) is the nation's largest nonprofit working to protect families
from drunk driving and underage drinking. With the help of those who want a safer
future, MADD's Campaign to Eliminate Drunk Driving® will end this danger on
America's roads. PowerTalk 21® is the national day for parents to talk with their kids
about alcohol, using the proven strategies of Power of Parents™ to reduce the risk of
underage drinking. And as one of the largest victim services organizations in the U.S.,
MADD also supports drunk and drugged driving victims and survivors at no charge,
serving one person every eight minutes through local MADD victim advocates and at 1-

Mobile Communication Technologies, LLC [15] began developing solutions for

distracted driving in 2005. This technology addresses several key issues with adopting
distracted driving technologies, including excessive battery drainage and other
passenger issues involving circumventing the system. Mobile Communication
Technologies use mechanisms already present on the mobile device to help prevent
distracted driving activities. It also allows the mobile device to be fully functional when
riding in a car or using public transportation. This technology is compatible with most
portable electronics including, but not limited to, cell phones and tablets. For more

National Highway Traffic Safety Administration (NHTSA) [16] has developed a three-tier
approach to helping teen drivers become safer behind the wheel. These three tiers
involve parents talking to their kids about driver safety; spelling out the rules; and setting
behavior standards.
National Organizations for Youth Safety (NOYS) [17] is a coalition of national
organizations, business and industry leaders, and federal partners that focus on youth
health and safety. NOYS sponsors the annual National Youth Traffic Safety Month each
May during prom, graduation, and the beginning of the summer driving season. NOYS
sponsors contest and awards to support youth-led peer to peer education, enforcement
support, and advocacy efforts to address youth traffic safety. One contest sponsors 20
youth high school teams to Act Out Loud [18] for youth traffic safety. The 2010 theme of
National Youth Traffic Safety Month is teen distracted driving prevention programs and
projects. Through funding from the National Highway Traffic Safety Administration, The
Allstate Foundation, and the National Road Safety Foundation, NOYS awards over
$200,000 in prizes and awards for youth.
National Safety Council [19] provides information to both parents and kids about
modifying risky behavior while driving. This will help reduce the risk of a fatal accident.
The National Safety Council's Distracted Driving clearinghouse [20] includes a recent
webinar on reducing distracted driving crashes, educational materials, videos, and
recent research, including NSC's State of the Nation report [21].
RADD [22], the Entertainment Industry's Voice for Road Safety, is an internationally
recognized non-profit organization that empowers celebrities and media partners to
create positive attitudes about road safety. RADD has PSAs and testimonials from
actors, athletes and recording artists.
TextKills [23]® is a donation-supported outreach program that regularly partners with law
enforcement, fire/safety authorities, schools, other non-profits, community outreach
programs, and corporate safety officers in an effort to educate and increase public
awareness concerning the dangers of cell phone use while driving or when used to bully
and harass (text-bullying). Dedicated to educating consumers about the deadly issue of
distracted driving, the Text Kills® Tour Bus traverses the country, showcasing a number
of innovative distracted driving simulations, while collecting signatures on its sides from
people pledging not to text and drive.

10n2 Technologies [24] has developed software that solves the distracted driving
problem by disabling a driver's mobile/cell phone capabilities while the user is in a

moving vehicle. The technology developed by 10n2 can differentiate between driver and
passenger, thus allowing passengers to continue using their phone. The software
cannot be manipulated or disabled by the end user without the knowledge of the
administrator. It is distributed out via a Cloud Based Administration server which allows
companies/consumers to manage the various optional features available. Emergency

Access2Communications [25] is an Ohio based manufacturer of automotive electronics
and accessories. In 2012, Access2Communications launched its TextBuster® device.
TextBuster® prevents the driver from accessing all text, email or internet functions while
driving only. TextBuster® does not block incoming or outgoing phone calls. The
TextBuster® sends a blocking signal via Bluetooth to the vehicle driver's phone. The
application has optional GPS tracking features. A watchdog app monitors unauthorized
removals. The TextBuster is a device that installs into the vehicle along with an
application that downloads to the users phone. A watchdog application monitors the
main app from being tampered with or removed and will notify the parent or guardian if
any attempts are made.
Applikompt [26] has been developing and investing in telematics technology to mitigate
the risks associated with driver distraction since 1985. Our mission has been to
develop a system that monitors driver characteristics, portables and cell phones, and
driving environment in real time and use this information to learn and predict driver
responses in order to create the safest driving experience possible. The result is iQ-
Gateway™, a US and EU patented comprehensive system that allows the driver to
navigate automobile and peripheral technologies without compromising attention to
driving and safety. Engineered to "Guarantee Eyes On The Road and Hands On The
Wheel" when driving and using technology, the system monitors phones, computers and
the automobile, and modifies their functionalities to meet driver skills, regulatory
requirement and safety conditions.
AT&T has developed AT&T "DriveMode", designed to help you curb the urge to text
and drive by allowing you to temporarily disable some of the features of your mobile
device so you stay focused on the road. When the app is turned on, notification sounds
for incoming texts, emails and phone calls are silenced and those who are trying to
reach you will receive an auto reply message letting them know you're on the road and
will get back to them when it's safe. When your phone is in DriveMode, text messages
and emails cannot be sent or received; however, you do have the flexibility to make and
receive calls to/from up to five (5) people. Plus you're always able to call 911. It can be
downloaded from Blackberry App World [27] and from Google Play [28] for Android.
cellcontrol [29] has one mission…To be the trusted global provider of products and
services enabling responsible safe use and operation of mobile communication
devices by drivers. Our flagship product cellcontrol delivers on that mission…cellcontrol
is plug-and-protect, safe cell texting, safe cell talking and safe cell phone use
enforcement when a vehicle is accurately detected to be in motion. In short, cellcontrol
will not allow a teenage driver or employee to send or read a text message, cell phone
call, email or push-to-talk while the vehicle is moving, but will ALWAYS have emergency
communications.
Dial2Do [30] hands-free assistant is the leading hands-free service that lets you get
things done while you drive. Dial2Do's innovative solution reads your incoming emails
and text messages aloud to you and allows you to respond by just speaking. Keeping
your eyes on the road and your hands on the wheel, you can listen and respond to texts
and emails, just by using your voice.
DriveSafe.ly [32] is a revolutionary mobile application which reads incoming text

messages and e-mails out loud to the user. This significantly reduces distracted driving
by allowing a driver to maintain his or her awareness on the road and not their mobile
device. DriveSafe.ly launched on Sept 23, 2009, delivers the best and only hands-free
application available on the market today. Over 1 million people have used DriveSafe.ly
which has been featured on Fox Business News, WCBS Radio, Forbes, CNBC and
more. Our application has read over 44 million text and e-mails out loud, thus reducing
millions of potential driving incidents in a short period of time. DriveSafe.ly is powered

Iconosys, Inc. [35] - Developer of what is referred to as DriveReply™ technology and
SMS Replier™. Triggered by GPS and other technologies and based on the
company's proprietary DriveReply™ technology, SMS Replier™ captures, manages,
silences, and responds to the caller or texter while enabling the driver/user to focus on
the road. SMS Replier™ sends an auto-reply instructing the inbound caller or texter that
the driver is occupied by driving and will return their call or text when they reach a safe
destination. DriveReply™ (the core sms, gps, and power management system) comes
in most of Iconosys safety products, including DriveReply™ App, SMS Replier™, and
Collision Watch™. Specializing in providing truly hands-free, distraction-free solutions
to both commercial and non-commercial drivers, Iconosys technologies are well-suited
to accompany an organization's or individual's current distracted driving initiatives, can
be integrated into current technological solutions, and can provide customers with a set
of tools that help to fight the risks associated with distracted driving.
Illume Software, Inc. [36] is led by experienced mobile telecom, internet and media
veterans and boasts an advisory board of prominent business, political, financial and
technology leaders. Today, Illume is working on mobile solutions to real lifestyle
problems. iZUP, a responsible solution to cell phone-related distracted driving, is the
first of many products.
Intelligent Transportation Society of America (ITS America) [37] was established in 1991
as a not-for-profit organization to foster the use of advanced technologies in surface
transportation systems. We are the leading advocate for technologies that improve the
safety, security and efficiency of the nation's surface transportation system. Our
members include private corporations, public agencies, and academic institutions
involved in the research, development and design of Intelligent Transportation Systems
(ITS) technologies to enhance safety, increase mobility, and sustain the environment.
ITS America strongly advocates the critical role technology plays in improving vehicle
safety on our roadways, recognizing the need for extensive and careful integration into
the driving environment to avoid potential driver distraction.
Location Labs' [38] Safe Driving product for smart phones automatically detects when a
user is driving and sets the phone into a "Driving Mode," disabling most texting and
calling features to the handset while the car is in motion, ultimately decreasing the
possibility of unsafe, distracted driving. In the event of an emergency or if the user is a
passenger in a car, Safe Driving allows the user to override "Driving Mode." Parents
can choose to be notified by text message or e-mail when the override occurs and can
view phone usage during the override from a Web interface. Location Labs is the
parent company of Safely [39] which recently teamed with Sprint to create Sprint Drive
First [40] an application which automatically activates when the phone is in motion and
prevents texts, calls, and other unsafe distractions. It is available on Sprint Android
phones for $2 per month. Location Labs' has also teamed up with T-Mobile for a similar
application called Drive Smart Plus [41] which is available for $4.99 a month for all lines
on the account.
MobileLutions [42] offers two applications, MobiLoc and MobiLocPlus. MobiLoc is a

free version where texting is blocked when the vehicle carrying the phone goes over 7
mph for 20 seconds. After an idle or stop period of 20 seconds, the texting application
will be allowed to be accessed. During the time the phone is in motion, all texts will
continue to be received in the background and will be fully accessible once the phone is
stopped. MobiLocPlus is a paid version that blocks texting, email, Facebook, Twitter,
Browsing and Instant Messaging. A Passenger feature is also in the paid version that
will allow you to unlock the phone for a set amount of time if you are a passenger in the
vehicle.
Orion Innovations [43] has created the Signal-Safe Cell Phone Traffic Manager. Signal-
Safe Driver Cell Phone Monitor provides enforceable monitoring of driver cell phone
use as it applies to all cellphones operated in the driver station of all vehicles at all
times during mobile operation, without affecting non-driver passengers. Calls can be
both placed and received without limit in the event of an emergency and no
subscription, proprietary hardware, download, GPS service or activation fee is ever
required. We offer unmatched reliability, capability and flexibility with a nearly endless
variety of applications and end-user options.
PhonEnforcer [45] turns off the cell phone when the user is driving. This simple, effective,
low cost phone application is the solution to ending cell phone distracted driving.
PhonEnforcer sends notifications to safety managers that assure the application is
working and that detect any attempt to disable. Available options include allowing
hands free use. Phone use as a non-driver is permitted. Enterprise solutions can be
customized.
The SafeTexting Campaign [47] participates in safety related and other community
events, where we provide distracted driving literature and talk to parents, teens and
adults about the dangers of texting while driving. The SafeTexting Campaign has gone
beyond just education and a pledge. We have developed a downloadable application
that uses GPS technology to prevent texting while driving. The application also has
settings to further lock the phone down preventing incoming and outgoing calls. The
settings can be adjusted to suit individual needs. This application is the key to
modifying the individual's behavior.
State Farm Insurance Company [48] has released an Android widget aimed at
combating the problem of distracted driving. The "On the Move" widget allows Android
smartphone users to compose and preload customized messages that can be sent as
automated responses to incoming text messages. With the service, instead of reading
and responding to text messages while driving or otherwise occupied, smartphone
users can activate the service and let the widget respond for them. The service is free
to anyone with an Android smartphone as part of State Farm's updated Pocket Agent®
[49] for Android™ application.
Textecution™ [51] is a user-friendly application that completely disables texting while
driving. Textecution is designed for parents to install on their teenage driver's phone so
they know their child is safer behind the wheel of the vehicle. If the user removes
Textecution from the phone, it notifies the parent by text and sends a free download to
replace the deleted version.

txtBlocker [54]TM prevents mobile phone distractions by giving parents and employers
the ability to stop texting and driving and limit where, when and how mobile phones are
used. txtBlockerTM uses proprietary algorithms and handset telemetry to ensure smart
limits are observed. Parents and employers can be certain that mobile phones will not
be used to text, e-mail or surf the web while driving or at locations where it just isn't safe.
Vlingo [55] combines fast and accurate voice to text technology with the intelligence to
listen to what you say, and quickly connect you with people, businesses and activities
so that you can get things done while on the go. The InCar feature, available on all
Vlingo-supported devices allows you to send and receive messages, make calls, and
get directions while keeping two hands on the wheel, and two eyes on the road. InCar
requires 2.2 and a Bluetooth or wired headset in order to function as designed. Android
users get additional convenience with the Vlingo Widget, which allows users to Tap &
Speak directly from their phone's homes screen to provide fast and easy access to
everything Vlingo provides.
WebSafety's [56] CellSafety 2.0 uses the phone's location services and if "No Texting
and Driving" is enabled, the phone won't allow texting from a moving vehicle. The
"Speed Alert" option sends an alert to parents instantly if the phone is moving faster
than a parent-defined limit. Location services can put a drain on the battery, so parents
can choose to check speed and location more or less often. When the phone is in a
moving car, any attempt to send a text gets a "Blocked by CellSafety" screen. By
touching the "I am a passenger" button the child can send an alert requesting
permission to text. On receiving the alert the parent sends back a text that unlocks the
phone for texting.

Meetings & Events
Federal Communications Commission (FCC) held the FCC Staff Workshop on
Distracted Driving on November 20, 2009. Workshop panels [58] explored technologies
that could play a role in reducing the risk of distracted driving, as well as consumer
incentives for reducing distracted driving.
U.S Department of Transportation (DOT) [16] held the Distracted Driving Summit on
September 30 – October 1, 2009 that addressed the dangers of text-messaging and
other distractions behind the wheel. Senior transportation officials, elected officials,
safety advocates, law enforcement representatives, and academics discussed ideas
about how to combat distracted driving.
State Laws & Information
U.S. Transportation Secretary Ray LaHood unveiled a Sample Legislation to Prohibit
Texting While Driving [59] to be used as a starting point for states crafting new laws to
prohibit texting while behind-the-wheel.

Consumer Education & Outreach AT&T [2] is a premier communications holding company. AAA [3] is a not-for-profit federation of motor clubs serving more than 51 million members in the United States and Canada. Since its founding in 1902, AAA has been active in the promotion and improvement of traffic safety. With the support of its research Foundation, AAA has studied and worked to educate the public about the risks associated with distracted driving for more than a decade. AAA advocates on behalf of its 51 million members, and among other issues works to pass effective laws to address distracted driving. AAA supports comprehensive distracted driving laws, as well as bans on all wireless device use by teen drivers. In 2009, AAA launched a national campaign to ban text messaging while driving for all drivers in all 50 states. Alliance of Automobile Manufacturers [4] supports a ban on text messaging or calling

Alliance members have long recognized the risks of distracted driving. That's why automakers voluntarily developed and implemented design guidelines for integrated vehicle information systems. (Alliance Driver Focus Guidelines [5]). The Alliance supports; an approach that addresses the issue while preserving opportunities to enhance safety, appropriate laws with high-visibility enforcement, consumer education and continued research that promotes the further understanding of driver behavior. Many current and new vehicle safety technologies and enhancements use wireless communications as a backbone. Allstate and The Allstate Foundation [6] are taking a comprehensive approach to raise public awareness about the dangers of distracted driving and mobilize teens, families and community leaders to change their risky driving behaviors. Allstate's X the TXT program is one of the first national movements to eliminate texting behind the wheel. Join Meredith Viera, Jordin Sparks, David Archuleta and 80,000 others and pledge to X the TXT [7]. Allstate is also advocating for federal legislation to eliminate distractions behind the wheel by supporting the STANDUP Act. Visit www.SafeRoads4Teens.org [8] for more information. Efforts around National Youth Traffic Safety Month this May empower teens to speak out against the dangers of distracted driving in advance of the deadly summer driving months. See how these teens are making a difference at www.ActOutLoud.org [9]. CTIA [10] and the National Safety Council both encourage parents to talk to kids about the dangers of texting while driving. They have teamed up to provide a 30-second video on what could happen if your teen is texting while driving. Please talk to your kids before it's too late. The Driver Education Foundation of America [11] is a national, non-profit organization that helps to transform the lives of young individuals through driver education and safety. DEFA and TxTStopper™ have collaborated to create a comprehensive, 90-minute driver safety education course for teenage and young drivers between the ages of 16 and 21. The course, dubbed QTT - Quit Talking & Texting – integrates the TxTStopper™ and a combination of aggressive educational and behavioral modification strategies to create long-term/permanent changes in driving habits and actions among teen drivers. Focus Driven [12] supports victims of cell phone distracted driving and families of victims. They increase public awareness of the dangers of cell phone distracted driving by putting a human face on the disastrous impact of this behavior, in order to promote corresponding public policies, programs and personal responsibility. Governors Highway Safety Association [13] provides state by state laws rules and regulations on texting and driving and gives links to State Highway Safety websites. GHSA has also created a catalog of State Highway Safety Offices public service announcements on distracted driving. Founded by a mother whose daughter was killed by a drunk driver, Mothers Against Drunk Driving [14]® (MADD) is the nation's largest nonprofit working to protect families from drunk driving and underage drinking. With the help of those who want a safer future, MADD's Campaign to Eliminate Drunk Driving® will end this danger on America's roads. PowerTalk 21® is the national day for parents to talk with their kids about alcohol, using the proven strategies of Power of Parents™ to reduce the risk of underage drinking. And as one of the largest victim services organizations in the U.S., MADD also supports drunk and drugged driving victims and survivors at no charge, serving one person every eight minutes through local MADD victim advocates and at 1- 877-MADD-HELP. This technology addresses several key issues with adopting distracted driving technologies, including excessive battery drainage and other passenger issues involving circumventing the system. Mobile Communication Technologies use mechanisms already present on the mobile device to help prevent distracted driving activities. It also allows the mobile device to be fully functional when riding in a car or using public transportation. This technology is compatible with most portable electronics including, but not limited to, cell phones and tablets. For more information, visit www.stoptexting.com [15]. National Highway Traffic Safety Administration (NHTSA) [16] has developed a three-tier approach to helping teen drivers become safer behind the wheel. These three tiers involve parents talking to their kids about driver safety; spelling out the rules; and setting behavior standards. National Organizations for Youth Safety (NOYS) [17] is a coalition of national organizations, business and industry leaders, and federal partners that focus on youth health and safety. NOYS sponsors the annual National Youth Traffic Safety Month each May during prom, graduation, and the beginning of the summer driving season. NOYS sponsors contest and awards to support youth-led peer to peer education, enforcement support, and advocacy efforts to address youth traffic safety. One contest sponsors 20 youth high school teams to Act Out Loud [18] for youth traffic safety. The 2010 theme of National Youth Traffic Safety Month is teen distracted driving prevention programs and projects. Through funding from the National Highway Traffic Safety Administration, The Allstate Foundation, and the National Road Safety Foundation, NOYS awards over $200,000 in prizes and awards for youth. National Safety Council [19] provides information to both parents and kids about modifying risky behavior while driving. This will help reduce the risk of a fatal accident. The National Safety Council's Distracted Driving clearinghouse [20] includes a recent webinar on reducing distracted driving crashes, educational materials, videos, and recent research, including NSC's State of the Nation report [21]. RADD [22], the Entertainment Industry's Voice for Road Safety, is an internationally recognized non-profit organization that empowers celebrities and media partners to create positive attitudes about road safety. RADD has PSAs and testimonials from actors, athletes and recording artists. TextKills [23]® is a donation-supported outreach program that regularly partners with law enforcement, fire/safety authorities, schools, other non-profits, community outreach programs, and corporate safety officers in an effort to educate and increase public awareness concerning the dangers of cell phone use while driving or when used to bully and harass (text-bullying). Dedicated to educating consumers about the deadly issue of distracted driving, the Text Kills® Tour Bus traverses the country, showcasing a number of innovative distracted driving simulations, while collecting signatures on its sides from people pledging not to text and drive. The technology developed by 10n2 can differentiate between driver and passenger, thus allowing passengers to continue using their phone.
