National Broadband Plans: Strategic planning, Keynesian stimulus or the return of state intervention? Beyond Recession – Visions for Broadband Communications Post 2010 TELECOMMUNICATIONS AND MEDIA FORUM International Institute of Communications Washington, DC December 1, 2009 Dr. Ra ú l L. Katz Adjunct Professor, Division of Finance and Economics Director, Business Strategy Research Columbia Institute of Tele-information
Agenda ,[object Object],[object Object],[object Object],[object Object],[object Object]
In the past two years, several governments have formulated National Broadband Plans Sources: Government announcements COUNTRY BROADBAND FOCUS United States ,[object Object],Australia ,[object Object],Singapore ,[object Object],Germany ,[object Object],Sweden ,[object Object],Colombia ,[object Object],Portugal ,[object Object],Ireland ,[object Object],Canada ,[object Object],Finland ,[object Object],New Zealand ,[object Object]
National Broadband Plans are motivated by three goals Articulate a vision, guiding principles and targets Strategic Planning exercise Keynesian stimulus plan Create jobs and stimulate economic output Government intervention Address market failures or act as a competitive disruptor Fine-tuning of regulatory framework Government grants Government Build, Own & Operate GOALS INTERVENTION MODES PLANNING MODELS NATIONAL BROADBAND PLANNING MODELS
Goals and Models rarely appear in a pure mode COUNTRY STRATEGIC PLANNING EXERCISE KEYNESIAN STIMULUS PLAN GOVERNMENT INTERVENTION United States ,[object Object],Australia ,[object Object],[object Object],Singapore ,[object Object],[object Object],[object Object],Germany ,[object Object],Sweden ,[object Object],[object Object],Brazil ,[object Object],[object Object],Portugal ,[object Object],Ireland ,[object Object],Canada ,[object Object],Finland ,[object Object],New Zealand ,[object Object]
Will a broadband plan that is motivated by more than one of the three goals be internally consistent? Not necessarily Strategic Planning exercise Keynesian stimulus plan Government intervention POTENTIAL ISSUES OF CONSISTENCY IN PLANNING MODELS Regulatory changes conducted in parallel with government intervention could lead to asymmetries and market distortion (unintended consequences) Government intervention could generate jobs in the short term (through construction) but under deliver on innovation and positive externalities in the long run Stimulus plans could lead to unintended (or intentional) changes in the competitive model
Agenda ,[object Object],[object Object],[object Object],[object Object],[object Object]
The National Broadband Plan as a strategic exercise serves to articulate a vision, a set of guiding principles and targets ,[object Object],[object Object],[object Object],[object Object]
Germany’s broadband strategy aims to ensure that 75% of households have access to at least 50Mbps by 2014, with the goal of building an ultra broadband infrastructure by 2020 Federal Government Broadband Strategy (2010-2014) ,[object Object],[object Object],[object Object],[object Object],[object Object],Long Term Broadband Requirements (2020) ,[object Object],[object Object],[object Object],[object Object],[object Object]
Specific measures of Germany’s National Broadband Plan
Agenda ,[object Object],[object Object],[object Object],[object Object],[object Object]
The Keynesian stimulus program aims at creating jobs and stimulating output primarily in the short term CONSTRUCTION EFFECTS POSITIVE EXTERNALITIES EFFECT DESCRIPTION EMPLOYMENT EXAMPLES Direct jobs and output ,[object Object],[object Object],[object Object],[object Object],Indirect jobs and output ,[object Object],[object Object],[object Object],[object Object],Induced jobs and output ,[object Object],[object Object],[object Object],[object Object],EFFECT DESCRIPTION EMPLOYMENT EXAMPLES Productivity ,[object Object],[object Object],[object Object],Innovation ,[object Object],[object Object],[object Object],Value chain recomposition ,[object Object],[object Object],[object Object],[object Object]

We are generating evidence that the economic impact of broadband deployment varies by region CONCEPTUAL T+1 T+2 T+3 T+4 Economic Impact HI LO GDP Employment T+1 T+2 T+3 T+4 Economic Impact HI LO GDP Employment(*) High Broadband Penetration Regions Low Broadband Penetration Regions ,[object Object],[object Object],[object Object],[object Object],Increase in BB penetration Increase in BB penetration (*) Results are at a low significance level
Broadband deployment should be stimulated because of its economic impact ,[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object]
Agenda ,[object Object],[object Object],[object Object],[object Object],[object Object]
The Brazilian Broadband Plan, which comprises government intervention, is structured around four core socio-economic dimensions Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15%
The primary objective is to provide universal broadband access Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15% Deploy 100 MB to advantaged socio-demographics (100 municipalities) Deploy low cost wireless broadband services Provide service to the unserved by building network capilarity Extend the existing infrastructure
The policy tools combine government participation in a state-owned network, tax cuts and platform-based competition Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15% Promote platform-based competition between telcos and cable (92 municipalities) Reduce taxes on telecom services (40%-50%) to leverage elasticity of demand Deploy state-owned network to reduce backhaul costs and promote micro-telcos Generate investment incentives
Several open questions remain to be defined reflecting overlapping ideological and institutional conflicts Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15% Impose duct and infrastructure sharing? How do we get the states to reduce the tax burden? What is the right economic model for government funding? What kind of incentives?
The plan contains high risk of expansion of government intervention Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15% Platform-based competition State-owned backbone: nationwide (22,671 kms.) network comprised of 2/4 pairs of unlit fiber Retailer of last resort State-owned satellite
Two divergent opinions exist within the government as to the ultimate role of the state-owned company ,[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object]
Agenda ,[object Object],[object Object],[object Object],[object Object],[object Object]
Our premise: governments should focus their intervention alleviating the constraints of a financial model on very selected cases ,[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object]
The development of a policy framework to guide government intervention should start by examining an investment model RETAIL ARPU WHOLESALE ARPU RETAIL WHOLESALE MIX CPE COSTS CONSTRUCTION COSTS MARKET SHARE WHOLESALE ACCESS LINKS DEPLOYMENT PLANS HOMES PASSED EQUIPMENT COSTS RETAIL REVENUES WHOLESALE REVENUES OPERATING EXPENSES AMORTIZATION AND TAXES EBITDA EBIT FREE CASH FLOWS BROADBAND MARKET
A sustainable broadband business case presents two structural challenges, and two strategic and operational ones RETAIL ARPU WHOLESALE ARPU CPE COSTS CONSTRUCTION COSTS MARKET SHARE WHOLESALE ACCESS LINKS DEPLOYMENT PLANS HOMES PASSED EQUIPMENT COSTS RETAIL REVENUES WHOLESALE REVENUES OPERATING EXPENSES AMORTIZATION AND TAXES EBITDA EBIT FREE CASH FLOWS BROADBAND MARKET Capex too high relative to operating profits leads to lengthy horizons for a positive NPV Primary demand is too small, so even if 100% share, revenues do not allow for positive NPV RETAIL WHOLESALE MIX Low share impacts revenue streams Inefficient operations affect margins
Government intervention can render a business case sustainable by taking several initiatives RETAIL ARPU WHOLESALE ARPU RETAIL WHOLESALE MIX CPE COSTS CONSTRUCTION COSTS MARKET SHARE WHOLESALE ACCESS LINKS DEPLOYMENT PLANS HOMES PASSED EQUIPMENT COSTS RETAIL REVENUES WHOLESALE REVENUES OPERATING EXPENSES AMORTIZATION AND TAXES EBITDA EBIT FREE CASH FLOWS BROADBAND MARKET Aggregate state demand for critical mass Provide grants to fund capital investment Provide low cost real estate for central facilities Provide subsidies to subscribers Reduce ROW or spectrum access costs
Should Government Be the Risk-Taker of Last Resort? Maybe ,[object Object],[object Object],[object Object],[object Object],[object Object],[object Object],[object Object]
The international experience allows us to determine the areas of opportunity and the risks attached to state intervention IS PROJECT SUSTAINABLE AND PROFITABLE? YES NO IS GOVERNMENT INTERVENING? YES ,[object Object],[object Object],[object Object],[object Object],NO ,[object Object],[object Object]
Should State governments intervene in broadband and wireless deployment? Yes, but facilitating market forces not preempting them ,[object Object],[object Object],[object Object],[object Object]

  • 1. National Broadband Plans: Strategic planning, Keynesian stimulus or the return of state intervention? Beyond Recession – Visions for Broadband Communications Post 2010 TELECOMMUNICATIONS AND MEDIA FORUM International Institute of Communications Washington, DC December 1, 2009 Dr. Ra ú l L. • 4. National Broadband Plans are motivated by three goals Articulate a vision, guiding principles and targets Strategic Planning exercise Keynesian stimulus plan Create jobs and stimulate economic output Government intervention Address market failures or act as a competitive disruptor Fine-tuning of regulatory framework Government grants Government Build, Own & Operate GOALS INTERVENTION MODES PLANNING MODELS NATIONAL BROADBAND PLANNING MODELS
  • 5.

  • 17. The Brazilian Broadband Plan, which comprises government intervention, is structured around four core socio-economic dimensions Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15%
  • 18. The primary objective is to provide universal broadband access Isolated/Rural Urban Higher Income classes A,B Lower Income classes C,D,E 12.5% 0.5% 72% 15% Deploy 100 MB to advantaged socio-demographics (100 municipalities) Deploy low cost wireless broadband services Provide service to the unserved by building network capilarity Extend the existing infrastructure
  • 21.
