Terrorism : A Criminal Justice Approach
The dilemma facing state leaders for the past decades has been whether to respond to terrorism
through a criminal justice approach or a more involved military approach. The criminal justice
approach treats terrorism as a law–and–order problem in which the main burden is placed on the
judiciary and police. In contrast, the military approach treats terrorism as a perilous threat to the
national security of the state, which can only be countered with military force and wartime
procedures. The argument of this paper is that military procedures are not warranted in dealing with
terrorism because the terror threat is not lethal or influential enough to threaten our democracy, and
even if it was, military action has proven itself to be so fraught with problems and costly risks in
past interventions that continued use of such a tactic would not only harm our national security, but

Many of us will embrace our loved ones before leaving our homes to start a hectic workday. As we
hug our children and kiss our spouses goodbye, the thought of losing them, or our lives to acts of

I asked these questions of myself on October 4, 2017 at 2:45 in the afternoon – The first day of this

overseeing the unit that would be responsible for investigating anything deemed "Terrorism" for my

Introduction
Terrorism has a very significant impact in global politics. The impact on global politics is now
more significant than ever before, due to the rise of terrorist organisations such as the Islamic State
and al–Qaeda. Terrorists use attacks to create chaos and fear in society, forcing global political
reactions to control the threat. Fear created through the media is believed to exaggerate the global
threat posed by terrorism. Terrorism is able to dramatically change the scope of global politics
forcing states to reconsider many policies including the immigration, spending and defence.

Terrorism is considered very difficult to define, there is no definitive definition of terrorism with
governments and organisations offering different definitions. While their is not universal definition
for terrorism, the U.S. Department of Defence defines terrorism as 'The unlawful use of violence or
threat of violence to instil fear and coerce governments or societies. Terrorism is often motivated by
religious, political, or other ideological beliefs and committed in the pursuit of goals that are usually
political.'
Modern terrorism poses many threats to governments over the world, the fear of terrorist attacks

Societal views have different definitions of terrorism. Terrorism is mostly associated with murder
and killings by a certain religious group. It would mostly target a certain group of people or
politics. Terrorism started with radical ideas of a certain party and it would slowly grow into an
organization. America is not the only country who had experienced terrorism. There is Northern
Ireland, Africa, China, and other countries as well. There has been one central main point about
