Innovation system paradigm has received growing interests among academic communities and
policy practitioners at least in the last two decades. This approach provides philosophical as
well as pragmatical basis fundamental to accelerating the enhancement of competitiveness and
social cohesion which in turn as the pillars of wealth/prosperity creation. Advancement in the
innovation system has been widely recognized as the increasingly differentiating basis for
