  1. 1. Why talk about Perform To Serve? To inform leaders that member’s evaluation has a long term effect on Sailor’s retention Sailors have at least 3 cycles (Zone A, B, C) where his career are possibly change through conversion that will affect command’s operation Misinformation can cause a Sailor’s separation or improper retention that disrupts Navywide retention. PTS is performance based program that uses stacking algorithm or math computations specific to Sailor performance indicators.
  2. FleetRIDE is Fleet Rating Identification Engine. It is the like the software that runs the PTS. It provides the comprehensive assessment of Sailors and their eligibility & qualification. Algorithm set of instructions based on: NEC Fleet RIDE Score PFA SEAOS
  3. Highest Pay Grade Senior pay grades rank highest. Selected-Not Yet Advanced Frocked Sailors rank higher than those not yet picked for advancement. Average Ranking of 5 Most Recent EVALs Must be “Promotable” and recommended for advancement on the last two EVALs. Critical Navy Enlisted Classification (NEC) Critical NECs rank higher than non-critical NECs. Fleet RIDE/Rank Score Score indicates potential success in the rating requested. Physical Fitness Assessment (PFA) Results You must be physically fit! Proximity to SEAOS Sailors closer to EAOS rank higher. Monthly results are available from your Command Career Counselor. Every Sailor who submits a Fleet RIDE/PTS application on time is guaranteed to receive six looks (one per month).

CAC and CAC-enabled computer is required for access to many Navy Career Tools.   5. Use applications identified in the Sailor Career Toolbox to develop and manage your career. Use professional development applications to support and enhance your competitive efforts for advancement and retention. Monitor your personnel records regularly. It is your responsibility to verify that Navy records document all your career achievements. Be proactive and take all necessary actions to verify that your personnel data is current, accurate and complete. Doing so will ensure your career achievements are available when reviewed for advancement, selection for retention or special programs, or assignment to desired jobs.   6. Mandatory Training DoD Information Assurance Awareness V9: FY 2011 Department of Defense required IA Awareness training. Trafficking in Persons Basic Awareness Training: Combating Trafficking in Persons (1) reviews U.S. Government policies on Trafficking in Persons; (2) examines phenomenon of trafficking; (3) describes ways to identify persons who are trafficked; and (4) describes the legal provisions and their consequences for involvement with trafficking. Personally Identifiable Information (PII): Basic information regarding the safeguarding of personally identifiable information (PII). Designed to increase awareness for all DON personnel, including contractors. FOR DON SERVICE MEMBERS: Per NAVADMIN 098/10 changes to FY10 and FY11 General Military Training have been directed. GMT lessons will no longer be offered on NeL to satisfy the annual requirement. If you have taken this course within the current fiscal year beginning 1 October 2009, your completion will NOT satisfy your yearly training requirement. This training will be conducted at each command in an instructor-led setting. Materials for the instructor-led session can be downloaded from the NKO Personal Development GMT page. If you have enrollments for any FY10 Mandatory GMT, you may want to delete that enrollment and await instruction for when your command will conduct the required training session. Diversity for All-Hands Training: This course is an introduction to diversity as defined by the Chief of Naval Operations, emphasizing diversity is a strategic imperative and crucial to the readiness of the Navy.

The United Services Military Apprenticeship Program (USMAP) is a formal military training program that provides active duty Coast Guard, Marine Corps, and Navy service members the opportunity to improve their job skills and to complete their civilian apprenticeship requirements while they are on active duty. The U.S. Department of Labor (DOL) provides the nationally recognized "Certificate of Completion" upon program completion. SIMPLE QUALIFICATIONS     •   be active duty/FTS, Coast Guard, Marine Corps, or Navy and, •  be designated in a Rating/MOS and, •  have sufficient time to complete the program while on active duty and, •  possess a high school diploma or GED and, •  the selected trade must be your primary job at your command. EASY COMPLETION USMAP requires no off-duty hours and can grant up to one half of the required on-the-job training hours for military experience. You may also get credit for previous apprenticeships. GOOD BENEFITS USMAP enhances your job skills and shows your motivation for more challenging military assignments. Having a DOL Certificate of Completion is a definite advantage in getting better civilian jobs since employers know the value of apprenticeships.   9. Sailor/Marine Online Academic Advisor ( SMOLAA ) The Navy College Program has added a "Virtual Counseling" tool to the Sailor/Marine American Council on Education Registry Transcript (SMART). This degree-shopping feature allows Sailors and Marines to watch their SMART credits transfer into a degree program offered by accredited colleges. With the Navy's emphasis on enhancing promotion with academic achievement, more service members than ever before are using their military experience to earn college credits toward a degree. To access the Sailor/Marine Online Academic Advisor (SMOLAA) and watch your SMART credits fall into a degree program, log into SMART .
  10. Description The ESR is an online version of your service record and replaces the paper service record used in the past. CAC and CAC-enabled computer required. If necessary, establish your ESR account using the ESR QuickStart located on the NKO Navy Career Tools page (see below). In the Internet environment, log in to ESR via Navy Standard Integrated Personnel System (NSIPS) at https://nsips.nmci.navy.mil. (NSIPS is the portal to your ESR). Click Logon. Sailors on surface ships with a NSIPS server installed, may go to http://nsipswebafloat. Click ESR Self-Service Access. (No CAC required afloat.) Find Supporting Information Online Go to NKO at https://www.nko.navy.mil. On the CAREER MANAGEMENT tab, click Navy Career Tools. Go to NPC at http://www.npc.navy.mil. Click Career Info > Records Management > Military Personnel Records > Electronic Service Record. See NAVADMIN 043/09, “Mandatory Use of the Navy Standard Integrated Personnel System (NSIPS) Electronic Service Record (ESR)”. Find Assistance or Help Contact Personnel Officer, Command PASS Coordinator (CPC), and/or Command Career Counselor (CCC). Description The ETJ provides a view of career information documented in Navy personnel databases, such as training and education (including Navy eLearning, NECs and college courses), qualifications and certifications, career history, advancement status, and awards.   12. Review ETJ pages to verify data accurately reflects your personal and professional achievements. Take all necessary actions to ensure your ETJ is current, accurate and complete. Click Problems With Your Data? (at the bottom of ETJ pages) for resources and points of contact that will help you correct discrepancies in the information displayed. IMPORTANT: Periodically, afloat Sailors should compare their afloat ETJ with the Internet version to ensure the two accounts are synchronized and all data is present in their Internet-based ETJ.
  13. Description The OMPF consists of documents that reflect your fitness for service, performance of duties, and entitlements. These documents affect or influence your career and benefits, and include information about your accession, training, education, performance, discipline, decorations and awards, assignments, duties, casualty status, and separation/retirement from the Navy. OMPF - My Record (previously known as Web Enabled Record Review (WERR)) provides the ability to download and print service-record documents for personal and professional use. These are the same documents reviewed by selection board members when considering candidates for advancement and special programs. CAC and CAC-enabled computer required.   14. At least six months prior to any Selection Board, you should review your OMPF, either through OMPF - My Record or by ordering a CD. Verify your military personnel file is accurate and complete. Take all necessary actions to ensure OMPF is current, accurate and complete. Ensure OMPF does not include documents that belong to someone else. Use correction procedures provided at NPC > Career Info > Records Management > Military Personnel Records > Corrections and Submissions.   19. Review personnel data. 18 months prior to your Projected Rotation Date (PRD), review information displayed on the CMS/ID Sailor Info tab. (Prospective commands will see this information when reviewing your job application, and Detailers will use this information to determine whether or not you are detailed to the job you desire.) Take all necessary actions to ensure your personnel and career data is current, accurate and complete. Review and update your Duty Preferences. Use your CCC, chain of command, and mentors for career advice prior to submitting job applications. Submit PTS applications 15 months prior to PRD and/or EAOS to receive first look at 12 months. Active Component Sailors in Zones A, B and C must submit a PTS request, regardless of reenlistment intentions. Your CCC will provide career information and counseling, then submit your application.
