SUBJECT: Update to Information Bulletin #398 - Fiscal Year 2014 Preparedness Grant Programs Allocation Announcement
This Information Bulletin (IB) supersedes IB 398, the 2014 Fiscal Year (FY) Preparedness Grant Programs Allocation Announcement, which was released Friday, July 25, 2014. The purpose of this IB is to: a) address the specific changes to IB 398, and; b) provide updated, final allocation tables for the FY 2014 preparedness grant programs.
Changes in this IB:
• The Nonprofit Security Grant Program allocation table listed in IB 398 has been updated to reflect the correct total dollar amount allocated to Missouri, Colorado, and New York.
• The Tribal Homeland Security Grant Program allocation table listed in IB 398 has been updated to reflect the correct total dollar amount for the following entities: Cherokee Nation Emergency Management, Choctaw Nation of Oklahoma, and Citizen Potawatomi Nation.
• The Port Security Grant Program (PSGP) allocation table listed in IB 398 has been updated to reflect the correct names for all PSGP entities. 1

The Grant Programs Directorate (GPD), a component of the Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA), is pleased to announce final FY 2014 grant allocations for the following grant programs:
Homeland Security Grant Program (HSGP)
Emergency Management Performance Grants (EMPG)
Tribal Homeland Security Grant Program (THSGP)
Nonprofit Security Grant Program (NSGP)
Port Security Grant Program (PSGP)
Transit Security Grant Program (TSGP)
Intercity Passenger Rail (IPR)
The total amount of funds allocated for the FY 2014 Preparedness Grant Programs is $1,616,346,000.
FY 2014 Homeland Security Grant Program (HSGP)
The HSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation against risks associated with acts of terrorism and other catastrophic events. The FY 2014 HSGP plays an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. The HSGP is comprised of three related grant programs:
State Homeland Security Program (SHSP)*. SHSP provides $401,346,000 to support the implementation of the NPS to address planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. SHSP also provides funding to implement initiatives that address shortfalls and deficiencies identified in the State Preparedness Report (SPR).
Urban Areas Security Initiative (UASI)*. The UASI program provides $587,000,000 to address the unique planning, organization, equipment, training, and exercise needs of high-threat, high- density urban areas, and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events.
Operation Stonegarden (OPSG). OPSG provides $55,000,000 to enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies in a joint mission to secure the United States’ borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders.

3. * SHSP and UASI Only: Per the Homeland Security Act of 2002 (Public Law 107–296), Title XX, § 2006, as amended by the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law 110-53) (hereafter “9/11 Act”), Title I, §101, August 3, 2007, 121 Stat. 280, 6 U.S.C. § 607, states are required to ensure that at least 25 percent (25%) of the combined HSGP funds allocated under SHSP and UASI are dedicated to law enforcement terrorism prevention activities (LETPA) linked to one or more core capabilities within the National Preparedness Goal (the goal). The LETPA allocation can be from SHSP, UASI, or both.
FY 2014 Emergency Management Performance Grants (EMPG) Program
The EMPG Program provides $350,100,000 to assist state, local, and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. 5121 et seq.). This total funding amount includes $100,000 from the Disaster Relief Fund that FEMA must make available to the Federated States of Micronesia and the Republic of the Marshall Islands pursuant to Article X of the Federal Programs and Services Agreement of the Compact of Free Association Act (Pub. L. No. 108-188). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The intent of the FY 2014 EMPG Program is to provide grant funding to assist state emergency management agencies in the implementation of the NPS by supporting the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation.
FY 2014 Tribal Homeland Security Grant Program (THSGP)
The THSGP provides $10,000,000 to directly eligible tribes to help strengthen the Nation against risks associated with potential terrorist attacks. The intent of the FY 2014 THSGP is to competitively award grant funding to assist eligible tribes in the implementation of the NPS by supporting the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation.
FY 2014 Nonprofit Security Grant Program (NSGP)
The NSGP provides $13,000,000 in funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of a terrorist attack and are located within one of the UASI-eligible urban areas. The intent of the FY 2014 NSGP is to support the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation by competitively awarding grant funding to assist nonprofit organizations in the implementation of the NPS.
FY 2014 Port Security Grant Program (PSGP)
The PSGP provides $100,000,000 for transportation infrastructure security activities to implement Area Maritime Transportation Security Plans (AMSPs) and facility security plans among port authorities, facility operators, and state and local government agencies required to provide port security services. The purpose of the FY 2014 PSGP is to competitively award 3
4. grant funding to support increased port-wide risk management; enhance domain awareness; conduct training and exercises; expand of port recovery and resiliency capabilities; further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IEDs) and other non-conventional weapons. These activities will assist ports in the implementation of the NPS by supporting the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation.
FY 2014 Transit Security Grant Program (TSGP)
The TSGP provides $90,000,000 to the Nation’s high-threat urban areas to enhance security measures for critical transit infrastructure including bus, ferry, and rail systems. The purpose of the FY 2014 TSGP is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure, increase the resilience of transit infrastructure, and protect the traveling public from acts of terrorism. This funding will assist transit agencies in the implementation of the NPS by supporting the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation.
FY 2014 Intercity Passenger Rail – Amtrak (IPR) Program
In FY 2014, the IPR Program provides $10,000,000 to Amtrak to protect critical transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of the Amtrak rail system. The FY 2014 IPR grants funding to assist the Amtrak rail system in the implementation of the NPS by supporting the building, sustainment, and delivery of core capabilities essential to achieving the Goal of a secure and resilient Nation.
