2. Homicides and shootings have spiked in Chicago and other cities during 2021. The Chicago SunTimes hosts information showing the 15 most violence community areas The headline on that page is shown below. Visit the page at https://graphics.suntimes.com/priority-communities/ On this site you will find profiles of the 15 Chicago community areas that “account for about 50% of the gun violence in the city” (quote from website). The Tutor/Mentor Connection/Institute, LLC (1993-present) started collecting information about volunteer-based tutor and/or mentor programs that operated during non-school hours and plotting this information in maps, beginning in 1993. Our goal was that leaders would use this information to determine if there were enough programs in specific neighborhoods, and ways they could support existing programs, while helping new ones form where needed. 4. How Many Youth in Poverty? On each map, the top number is the number of youth between age 6 and 17 living below the poverty level. The second number is the percent of total youth in that age group who live in that community area. Thus, North Lawndale has about 7,000 total youth between age 6 and 17. 4178 61% On the following pages you will see the data and map provided by the Chicago SunTimes. Next to it will be a map of the same area, created using a map showing the Tutor/Mentor Connection list of programs. The blue box on each map shows the number of high-poverty youth in the area. 5. The green icons on the map at the right are organizations in Chicago that provide some form of volunteer-based tutor and/or mentor services. Click on the icon to see name and website. Visit the site to see how they describe their services. There is no rating system that evaluates the quality of tutor/mentor programs. This graphic lists elements you might look for when you view a program's website. See it in PDF at - http://tinyurl.com/TMI-ShoppersGuide The T/MC survey launched in 1994 asked for a) type of program; and b) age group served. Thus, the search page built in 2004 (but no longer active) enabled people to fine tune their analysis, to determine the number of programs of each type, available to each age group. Using the two maps you can determine how many low income kids are in a community area and the number of organizations who offer tutor/mentor support. Looking at the program's website you can get a sense of how many kids they serve (but not from every website). Thus if there are three organizations serving 60 kids each, or 180 total, in an area with 4,178 kids, you can assume that more programs are needed. 6. Using the maps provided, a team of people can begin to determine what non-school programs are in a community area, how many kids they serve and what age group is reached. Using the information about the number of youth in the area and estimating how many kids are in each program, a “needs index” could be created to show how many more programs are needed, just to reach 25% of the kids in a community area. The planning team can then begin to develop actions that draw attention and operating resources, DIRECTLY, to each program within the community area while at the same time doing the research needed to start more programs where needed. As you review youth programs ask, “What are you doing that helps kids through school and into future jobs and careers?” And, “What can you do to help them?” The Tutor/Mentor Connection/Institute, LLC survey only identifies non-school or school-based organizations that offer some form of volunteer-based tutoring and/or mentoring. It asked programs to show what age group they served; elementary school, middle school, or high school. Thus, there are other types of youth serving programs in Chicago that do not show on our maps. The T/MI directory shows no tutor and/or mentor programs, but there may be youth in community based programs like Big Brothers Big Sisters, or in other types of youth development. However, this is an area where many more programs, serving elementary school, middle school, and high school levels, are needed. Within each community area are many faith groups, such as Windsor Park Lutheran Church, who organize youth support activities. These groups could take the lead in the type of neighborhood analysis and program development activities suggested in this presentation. Father Michael Pfleger has been a visible leader, but had not seemed to influence the growth of more programs serving elementary school, middle school, and high school levels, are needed. 31. Population decline in Chicago since 1990s. When the T/MC began creating maps following negative news in the mid 1990s, the number of k-12 youth living in Englewood was almost double what it is now in 2021. However, the violence and the need to well-organized, mentor-rich non- school programs is the same now as it was then. However, there never has been a leadership team using T/MC maps and resources working to fill the entire community area with a wide range of youth serving programs. The New Life Centers and the YMCA have youth programs but, based on the number of youth in the area, other tutor and/or mentor programs should be made available in different parts of the neighborhood. North Avenue and Chicago Avenue also provide access routes to potential volunteer-based programs in Humboldt Park.
