The city of Espoo, Finland has taken several steps to address climate change at the local level. It has implemented energy saving and efficiency measures since the mid-1990s. Espoo has committed to reducing CO2 emissions per capita by 28% by 2020 as part of the Covenant of Mayors and to reducing energy consumption by 9% by 2016 through an energy efficiency agreement. Espoo's current climate action plan for 2012-2014 was developed through a participatory process and coordinates climate and energy issues across departments with political support.
