The target audience includes officials and employees of regional governments and local
self-government bodies, businesses, leaders and activists of youth and socially-
oriented NGOs, pedagogues and parents, students, and members of the press.
Our social projects benefit people with disabilities, orphans and children deprived
of parental care, as well as young people representing various risk groups.
The NewEurasiaFoundationusesvariousformsof trainingand productivecommunication
among participants: workshops, seminars, panel discussions, conferences, camps,
contests, study tours, and forums. These formats enable the Foundation to introduce
effective techniques and best practices in social adaptation of citizens and protection
of their interests, development of local communities, strengthening of civil society
institutions, and prevention of conflicts.

6. Social adaptation
of orphans
and children
deprived
of parental care

Since its very inception the New Eurasia
Foundation has been making a special effort
addressing the problems of social orphanhood,
prevention and elimination of child neglect
and homelessness among children, social
adaptation of orphanage and boarding school
graduates.
The project approach used by the Foundation
is based on developing long-term effective
partnerships between relevant bodies
of government and non-commercial organizations
and providing specialists working in social
adaptation of orphans and prevention
of orphanhood and child neglect on a daily basis
with a variety of social coaching techniques that
have proven their effectiveness.

Social adaptation of orphanage and boarding school graduates
by providing them with relevant knowledge and skills
The project is implemented in partnership with the Department of Family and Youth
Policy of the Moscow city government. The New Eurasia Foundation facilitates
the process of social adaptation of orphanage and boarding school graduates
by providing them with social communication skills, as well as independent goal-
setting and goal-achievement skills. To that end the FNE partners and specialists
have adapted and provided orphanage specialists with a set of specifically
designed methods and techniques, including psychological and skill development
training sessions, and involved orphanage residents and graduates in social
project management.

8. An effective system of prevention
and elimination of child neglect and social
orphanhood
The New Eurasia Foundation implemented this
project in partnership with the government of the city
of Cherepovets, Vologda region, and “Severstal”.
The project helped develop a municipal system
that proved effective in preventing social
orphanhood and minimizing child neglect, as well
as in providing support to families and children
in challenging circumstances. This system is based
on a partnership between governmental structures,
NGOs, and socially responsible businesses.

«I took part in all the training sessions and meetings that the New Eurasia Foundation held for

The project aims to introduce the social entrepreneurship
technology to young people with disabilities as a tool they can

the socio-economic life of their community. The project helps
its participants to determine if they want to engage in social
entrepreneurship and formulate their business ideas, if they do.

12. Professional socialization of young people with disabilities
Social integration of young people with disabilities from the Krasnodar region
achieved by implementing professional training programs for young people with
disabilities and qualifications improvement programs – for social workers, as well
as by incorporating these programs into curricula of local institutions of higher
learning and regular operations of local NGOs.
Engaging young people with disabilities in the development and
implementation of social projects
The project helped train the leaders of children’s and youth organizations from
Moscow, Anapa, Yoshkar-Ola, Nizhniy Novgorod, Sochi, Moscow region, and
Yamalo-Nenets Autonomous District in project management skills required for
implementation of socially meaningful projects in collaboration with children
and young people with disabilities. The project helped design and successfully
implement the “School of mutual humanity” training program. On the one hand,
“School of mutual humanity”, a week-long training program, supplies its participants
with basic knowledge and skills in psychology, pedagogy, therapeutic pedagogy,
and medicine to help them develop an understanding of the problems dealt
with by people with disabilities on a daily basis. On the other hand, by acquiring
relevant communication and social project management skills young people with
disabilities become confident that they can help other people despite their own
physical limitations.

as innovative methods of supporting citizens’
social initiatives is one of the New Eurasia
Foundation’s priority activity areas.

The project aims to test a technology designed to support social entrepreneurship
projects aiming to support the development of local communities. The project will
seek to create a social investment scheme applicable in the Russian conditions,
put together a pool of social investors, and establish a Social Investment Fund.

support mechanism.
Social integration of young people with disabilities via social
entrepreneurship
The project aims to introduce the social entrepreneurship technology to young
people with disabilities as a tool they can use to facilitate their own social adaptation
and integration into the socio-economic life of their community. The project helps
its participants to determine if they want to engage in social entrepreneurship
and formulate their business ideas, if they do.
The project aims to help address social problems of local communities in an effective
and efficient manner and create a propitious and comfortable living environment.
The project helps implement private business support mechanisms specifically
designed to address some of the most pressing social problems of Russian
territories.

proven effective in addressing various social problems,

in Northern Caucasus supporting
its socio-economic development, helping

Models of collaboration between the governments and civil society
institutions in prevention of conflicts in Northern Caucasus
The project helps identify effective models of collaboration between the
governments and civil society institutions, such as NGOs, institutions of higher
learning, social development centers, community school resource centers, etc. in
the field of prevention and mitigation of conflicts. The project will help increase the
number of initiatives implemented by civil society institutions in collaboration with
governments with the view to prevent and mitigate conflicts, as well as expand the
media coverage of this work in the region.

between the governments and civil society institutions
in Northern Caucasus” 2012-2013
Public campaigns addressing migration-related problems
The project entailed a series of panel discussions and seminars on collaboration
between mass media, businesses, and NGOs in regulating migration-related
problems. These project events were held in Moscow, Vladikavkaz, Nalchik,
Makhachkala, and Rostov-on-Don and they managed to bring together journalists
and entrepreneurs from all over the Southern Federal District.

18. A model for prevention of conflicts among youth
The project aims to prevent conflicts among youth by bringing together young people
of different nationalities and ethnic groups and engaging them in collaborative
project activities. The project helped design a model of social collaboration and
partnership facilitated by universities and youth NGOs.
Community school resource center in Northern Caucasus
The project helped establish a community school resource center on the basis of
the Qualifications Improvement Institute for Education Specialists under the State
University of Kabardino-Balkaria named after Kh. M. Berbekov. The resource
center provides assistance to all secondary schools interested in becoming the
socio-cultural centers of their respective communities. It also helps schools to
visibly improve the quality of social adaptation and competence of their students.
At present, the newly established community school resource center is actively
cooperating with secondary schools and qualifications improvement institutes for
education specialists from the republics of Kabardino-Balkaria, Karachaevo-

19. Training interdepartmental teams to act as regional services
providing socio-psychological support to migrants
The project helped create a comprehensive model of provision of socio-
psychological support to local populations, migrants, and refugees in post-
conflict regions of Russia. It also helped design a series of training programs for
social workers and psychologists enabling them to provide socio-psychological
adaptation services to local populations, migrants, and refugees in post-conflict
regions. The project also helped design recommendations for legislative and
executive power bodies, NGO representatives, researchers, and mass media on
social integration and adaptation of migrants in local communities.

Social Development Centers designed to reduce social tension
in Northern Caucasus
The project helped create Centers for Social Cohesion on the basis of non-
commercial organizations operating in the Republics of Dagestan, Kabardino-
Balkaria, and Karachaevo-Cherkessia, as well as the Krasnodar and Stavropol
regions. They provide comprehensive support to vulnerable groups of citizens,
encourage mutual penetration of cultures, and help eliminate the consequences
of social inequality and exclusion in various spheres of the socio-economic life
of society. The Centers facilitate the multilateral dialogue between various social
groups and help reduce social tension in Northern Caucasus. The project also
helped design the website www.conflictu.net to enhance the capacity of all the
project stakeholders, facilitate interregional collaboration, and prevent conflicts.

Facilitating the process of voluntary repatriation
of RF citizens from abroad
The project aimed to create conditions required for comprehensive solution of the demographic
and migration-related problems of the Krasnoyarsk region by ensuring effective implementation
of the governmental program designed to facilitate voluntary repatriation from abroad.
The project helped expand collaboration between regional bodies of power and
nongovernmental organizations in the solution of socio-economic problems of the Krasnoyarsk
region, including streamlining the process of incoming labor migration.
The project helped establish a Center for comprehensive support of migrants and returnees,
launch a telephone “hotline” for migrants and repatriates hosted by one of the local NGOs,
train representatives of local self-government bodies from the Krasnoyarsk region, publish
information materials designed to assist returning repatriates, and put together a database
of non-commercial organizations representing the interests of RF citizens residing in the CIS
member-states involved in the project. In addition, the project helped adapt and introduce
some of the best European practices in the operations of Russian NGOs catering to the needs
of migrants and repatriates in the Krasnoyarsk region.

The project aimed to prevent illegal migration to RF by improving the conditions and
opportunities for legalization of migrants. The project consisted of a series of activities
designed to further the political dialogue between EU and the countries involved in the
project with the view to improve the quality and quantity of social support available to
migrants before they leave home and upon their arrival in their destination countries. In
addition, the project entailed a training program designed to improve relevant competencies
of government officials and NGO representatives in social adaptation of migrants.

The project helped design and deploy methods of social adaptation of children
and youth from migrant families through education. The project also enabled the
target group members to plan their professional lives.

A model of effective social protection and adaptation
of migrants from the CIS member-states in Russia
The project aimed to design a model of effective social protection and adaptation
of migrants from the CIS member-states in three pilot regions of the Russian
Federation: Sverdlovsk, Volgograd, and Stavropol. The project activities were
implemented within three areas thereby creating a comprehensive system of social
support and legalization of migrants, coordinating the efforts of all participants of
the process of legalization of migrants, and stimulating international cooperation in
solution of migration-related problems. By establishing interdepartmental centers
for comprehensive support of migrants and refugees, putting together a database
of labour migrants, employment opportunities, and employers interested in hiring
foreign workers, the New Eurasia Foundation helped reduce social tension in a
number of Russian territories. These centers make sure that, before they even cross
the border, migrants know where they are headed and on what terms and conditions
and what sort of rules and procedures they must abide by upon arriving in Russia.
Employers, in turn, get access to requisite information about prospective workers
and understand the sequence of things they need to do in order to be able to employ
foreign workers legally.

25. A technology of comprehensive monitoring of migration processes
The project helped design a technology of comprehensive monitoring of migration
processes in Russia and the CIS member-states. A network of local NGOs was
put together to coordinate the monitoring process in compliance with an especially
designed methodology. The monitoring results and observations were used to create
databases and information banks and design proposals and recommendations on
implementing the governmental policy designed to streamline migration processes.

Migration-related problems as seen through the eyes of children
The contest was held in order to promote tolerance within Russian society and
facilitate social integration of children from migrant families in local communities
by stimulating their creative, artistic, and social engagement. The contest’s
63 participants represented by children and adolescents aged 8–18 years old
submitted over 200 photographs. They were young Russians, as well as those who
had come from Kazakhstan, Tajikistan, Georgia, and Azerbaijan. The project also
included workshops for young photographers in six regions and workshops for the
contest winners. The contest winners received prizes provided by the 14 contest
sponsors represented by Russian enterprises, embassies of foreign states, and
representative offices of foreign companies in Russia.

tries, the USA, and Israel; the Foundation organized almost 20 international con-

The New Eurasia Foundation especially focuses on organizing international study

2012. The forum was co-organized by the US Union of Professionals against
Cruel Treatment of Children and the National Foundation for Protection
of Children from Cruel Treatment. The forum participants shared their opinions,
experiences, and best practices in organizing international partnerships
for protection of childhood, in general, and orphans, in particular.
• “Experience of the municipal government of Madrid in social adaptation
of orphans”, Spain, June 2011. The participants of this study tour
represented by directors of Moscow orphanages and boarding school
principals learned about the system and experiences in social adaptation
of orphans at the Madrid social adaptation centers, workshops, and service
enterprises that employ young people representing various risk groups.
• International study tour to Austria for representatives of municipal
governments of the Krasnoyarsk region, May 2010. The participants
of the project “Designing an effective system required to manage
the process of voluntary relocation of repatriates to the Krasnoyarsk region”

The study tour was organized by the New Eurasia Foundation
in partnership with Interkulturelles Zentrum, Austria. The study
tour participants represented by NGO leaders from the Stavropol
and Krasnodar regions, as well as the republics of Kabardino-
Balkaria, Dagestan, and Karachaevo-Cherkessia acquired theoretical
and practical knowledge in transforming conflicts into dialogues,
the history of conflicts as accounted for by various ethnic cultures,

to reduce social tension in Northern
Caucasus
The project helped create Centers for Social Cohesion
on the basis of non-commercial organizations
operating in the Republics of Dagestan, Kabardino-
Balkaria, and Karachaevo-Cherkessia, as well as
the Krasnodar and Stavropol regions. They provide
comprehensive support to vulnerable groups of
citizens, encourage mutual penetration of cultures,
and help eliminate the consequences of social
inequality and exclusion in various spheres of the
socio-economic life of society.

A model for prevention of conflicts among youth
The project aims to prevent conflicts among youth by bringing together young
people of different nationalities and ethnic groups and engaging them in
collaborative project activities. The project helped design a model of social
collaboration and partnership facilitated by universities and youth NGOs.
Social adaptation of children and adolescents from migrant
families through education
The project helped design and deploy methods of social adaptation of children
and youth from migrant families through education. The project also enabled
the target group members to plan their professional lives.

33. A model of effective social protection and adaptation
of migrants from the CIS member-states in Russia
The project aimed to design a model of effective social protection and adaptation
of migrants from the CIS member-states in three pilot regions of the Russian
Federation: Sverdlovsk, Volgograd, and Stavropol. The project activities
were implemented within three areas thereby creating a comprehensive
system of social support and legalization of migrants, coordinating the efforts
of all participants of the process of legalization of migrants, and stimulating
international cooperation in solution of migration-related problems. By
establishing interdepartmental centers for comprehensive support of migrants
and refugees, putting together a database of labour migrants, employment
opportunities, and employers interested in hiring foreign workers, the New
Eurasia Foundation helped reduce social tension in a number of Russian
territories. These centers make sure that, before they even cross the border,
migrants know where they are headed and on what terms and conditions and
what sort of rules and procedures they must abide by upon arriving in Russia.
Employers, in turn, get access to requisite information about prospective
workers and understand the sequence of things they need to do in order to be
able to employ foreign workers legally.

Training interdepartmental teams
to act as regional services providing
socio-psychological support to migrants
The project helped create a comprehensive model
of provision of socio-psychological support to
local populations, migrants, and refugees in post-
conflict regions of Russia. It also helped design
a series of training programs for social workers
and psychologists enabling them to provide
socio-psychological adaptation services to local
populations, migrants, and refugees in post-
conflict regions. The project also helped design
recommendations for legislative and executive power
bodies, NGO activists, researchers, and mass media
on social integration and adaptation of migrants in
local communities.
Migration-related problems as seen through the eyes of children
The contest was held in order to promote tolerance within Russian society and
facilitate social integration of children from migrant families in local communities
by stimulating their creative, artistic, and social engagement. The contest’s 63
participants represented by children and adolescents aged 8 - 18 years old
submitted over 200 photographs. They were young Russians, as well as those
who had come from Kazakhstan, Tajikistan, Georgia, and Azerbaijan. The project
also included workshops for young photographers in six regions and workshops
for the contest winners. The contest winners received prizes provided by the
14 contest sponsors represented by Russian enterprises, embassies of foreign
states, and representative offices of foreign companies in Russia.

FNE methods are used to design and implement
youth projects and programs that help improve
social competencies and enhance social
engagement of their participants, including
a broad circle of social partners representing
public sector organizations and private
businesses.
The New Eurasia Foundation has a great deal
of experience in implementing projects in the field
of supporting youth initiatives. Over the years
of operation FNE has accumulated a portfolio
of methods designed for the benefit of professional
practitioners, such as instructors, governmental
youth policy developers and administrators,
and corporate public relations specialists, as well as
youth activists and leaders of youth organizations.

Professional socialization of young people with disabilities
Social integration of young people with disabilities from the Krasnodar region
achieved by implementing professional training programs for young people with
disabilities and qualifications improvement programs – for social workers, as
well as by incorporating these programs into curricula of local institutions of
higher learning and regular operations of local NGOs. The project is sponsored

36. Social project management methods and international
collaboration among youth organizations
The New Eurasia Foundation’s involvement in the “YOUTH-net CIS” project
provided youth organization leaders and activists with practical social
project management skills. The project was implemented in collaboration
with youth project operators from Belarus, Ukraine, Poland, and Austria.
Engaging young people with disabilities in the development
and implementation of social projects
The project helped train the leaders of children’s and youth organizations
from Moscow, Anapa, Yoshkar-Ola, Nizhniy Novgorod, Sochi, Moscow
region, and Yamalo-Nenets Autonomous District in project management
skills required for implementation of socially meaningful projects in
collaboration with children and young people with disabilities.
School-based volunteer initiatives for the benefit
of local communities
Since 2005, the New Eurasia Foundation has been promoting the community
school model entailing collaboration between secondary schools and their
respective local communities, utilization of local community resources in
the process of education, popularization of volunteerism among secondary
school students, and engagement of parents and other members of local
communities in everyday lives of secondary schools.
Improving qualifications of youth policy professionals
The project helped create a network of qualifications improvement centers
for youth policy professionals operating on the basis of institutions of higher
learning in nine Russian regions. More than 500 youth policy specialists
underwent training at the aforementioned qualifications improvement
centers. Their newly acquired knowledge and skills enabled them to bring
together large numbers of young people for the purpose of implementing
more than 100 socially meaningful projects.

“Qualification improvement courses for youth policy specialists
and practitioners are now available in Vladimir. According to the
Committee for Youth Policy, the program includes theoretical
and practical training sessions, discussions, workshops, and
internships. The training is made available as part of the New
Eurasia Foundation’s project “Active youth – to local communities!”
implemented with participation of the regional Committee for
Youth Policy in collaboration with the Vladimir subsidiary of the
Russian Public Administration Academy under the RF President”.

37. European local community development technologies
for Russian youth organizations
The project helped provide representatives of Russian youth organizations
with European technologies used to address social issues and promote the
development of local communities. The project participants included youth policy
specialists and youth organization activists from the Moscow, Vladimir, Saratov,
and Pskov regions, as well as the cities of Tomsk and Kaliningrad. The project was
implemented in partnership with Interkulturelles Zentrum (Austria), an operator of
large-scale European youth programs.

Promoting cross-sectoral collaboration in regional youth policies
The project provided advisory and methodological support to Russian regional
governments willing to design and implement their youth policies in consideration
of regional socio-economic peculiarities and with active engagement of all regional
social forces. The project participants included the governments of the Vladimir,
Kaliningrad, Pskov, Saratov, Tambov, and Tomsk regions.
Methods of working with families to prevent homelessness among
children
The project helped improve professional qualifications of social workers specializing
in working with families to prevent homelessness among children, as well as
organize collaboration among various municipal departments and services working
with homeless children in the city of Cherepovets. In 2007, the project was made
into a municipal program successfully implemented to this day under personal
supervision of the Cherepovets City Mayor and the CEO of Severstal Group.
