A programme to transform India into a digitally empowered society and
knowledge economy

What is Digital India?
 Digital India is a Flagship Programme with a vision to prepare India to transform
digitally.
 The focus is on being transformative – to realize IT + IT = IT.
 The motive is to transform the entire ecosystem of public services through the use of
Information technology .
 The focus is on making technology central to enabling change.
 It is It is an Umbrella programme – covering many department.
 It weaves together a large number of ideas and thoughts into a single,
comprehensive vision so that each of them is seen as part of a larger goal.
 Each individual element stands on its own. But is also part of the larger picture.
 It is coordinated by deity, implemented by the entire government – both at the centre
and state.
 These schemes will be restructured and re-focused & will be implemented in a
synchronized manner.
 Many elements are only process improvements with minimal cost.
 The Common branding of programmes as digital India highlights their
transformative impact.

Progress so far..
 Department of Telecommunications Dot a part of Ministry of telecommunications & Information
Technology) is leading in development of this area.
 Ravi Shankar Prasad (Union Telecom Minister) is the role player for this Pillar’s development.
 1,40,000 Optic Fibre Pipe line is installed and 11,50,000 Optic Fibre is installed.
 Devendra Fadnavis (Maharashtra CM) launched the first step in Maharashtra by setting up 5
Gram Panchayats into Digital village in Nagpur district on the occasion of labour day .
 The villages are Khandala ( Taluka-Mouda .) Tarodi (BU) (Taluka- Kamptee), Khasala (Taluka-
Kamptee), Dabha (Taluka- Vihirgaon (Taluka-Nagpur Road)
 The GP will receive a speed of 4 mbps with efficient wi-fi for e-education, e-health, e- agriculture.
 776 GPs are connected till date in Maharashtra & 28,000 GP will be connceted in 3 years.
 Virtual Mobile operating network is set up for sharing Bandwidth and wi-fi spot .
 AP Govt has signed a MOU with CISCO & Launched 15Mbps Broadband at Rs. 149, 100Mbps to
Offices at Rs. 999. It is the 1st state wide broadband project “AP Fiber Net”.
 Target till April -Visakhapatnam, Srikakulam and Vizianagaram & rest of State to be covered end
of July of this year for which innovattion centre is set up in Vishakhapatnam
 All village Panchayats in the country will be connected through fibre optic network by 2018 ,
telecom secretary J S Deepak.

 Spectrum Bid fetched 1,10,000 crores, till date highest investment in India.
 65,000 new towers installed for call drop issues.
 Planning of next Spectrum Bid in Jul/Aug.
 Till date 40 Crores internet users in India in which 60% are mobile internet users.
 Sales in Smart Phones will be more than 50 crores in next 1 year.
 BSNL Operating profit increases to 670 crores.
 As many as 2,500 villages in the State will receive broadband Internet connectivity within the next one
year.
 Internet major Google and state-run RailTel Corp. of India have joined hands to equip 400 railways
station in the country with high speed Wi-Fi networks, making it one of the largest public Wi-Fi projects
in the world.
 RailTel and Google are currently working on the monetisation model.
 Mohini Satpal, who works in a recruitment firm in Mahalaxmi, said she got down at Mumbai Central only
to check out the Wi-Fi. “So far so good,” she said, while logging in to check a video on YouTube. Mohit
Phalak, a chemical engineer, added, “It was quite fast & quick set up could download a 200MB video in
less than a minute.

• The Indian Post Office is headed by Department of Electronics & Information Technology
(deity.)
• Over 1.55 lakhs post office in the country will be computerized with an outlay of Rs. 4,909
crores under IT modernizaion project of department of post.
• 1,30,000 rural Post office has been in phase of computerization which are run by “Gramin
das Sevaks”
• Emphasis is given on Speed Post services, CAG Surveyed across the country & found best
services in 8 States.
• Speed Post revenue increased by 120%
• 21,000 Post offices have been computerised and link with Core Banking Solutions.
• Remaining 25,000 Post office will be Computerised in coming May’16.
• Hand held devices which will be run on Solar energy will be given to Rural Postmen for
delivering services like Banking, Insurance, Money orders .
• Payment bank services will be introduced to customers with an amount limit of 1lac rupees.
• In all 60 companies like World Bank, City Bank, Barclays Bank , Deutsche bank to tie up with
Indian Post office in coming times.
• 100 Crores Aadhar card holders till date.

Pillar 4. e-Governance: Reforming
Government through Technology
 Government Business Process Re-engineering using IT to improve
Transactions.
 Online applications and tracking, interface between departments.
 Form simplification, reduction.
 Use of online repositories e.g. School certificates, voter ID cards,
etc.
 Integration of services and platforms –UIDAI, payment gateway,
mobile platform, EDI.
 Electronic Databases – all databases and information to be
electronic, not manual.
 Public Grievance Redressal - using IT to automate, respond,
analyze data to identify and resolve persistent problems – largely
process improvements.
 To be implemented across government - critical for transformation,

• NeGP comprises of 44 Mission Mode Projects
encompassing 13 central MMPs, 17 state MMPs and 14
integrated MMPs. MMPs are owned and spearheaded by
various line ministries.
• 100 crores Aadhar cards to be linked to multiple services of
government.
• Digital wallet integrated with deity for payments.
• Connectivity with mygov.in for multiple link access to
citizens.

System (IRNSS) launched by GPS tracking
of train.

• Minister of Health and Family Welfare is
integrating with deity for this domain.

• The Ministry of Agriculture and Farmers welfare is
headed by Shri Radha Mohan Singh (Union Minister,
Agriculture).
• Use of Neem coated Urea (NCU) will avoid reduction in
use of fertilizers by 20 tonnes till 2018-19
• PM Launch e-NAM (National Agriculture Market), 200
mandis will be linked in 5 months and 585 by 2018.

• Rural BPOs will fetch 4-5 lacs Jobs in coming years.
• Emphasis on development of ancillary industries (packaging, logistics) and
employment avenues in rural areas – reducing rural migration and
enhancing the revenue generation opportunities of CSCs.
• 3500 rupees to promote CSC in rural areas.
• Launch of csid portal for tracking payment of VLE’s.
• The IT sector is likely to create around 2.7 lakh jobs , while nearly 1.5 lakh
jobs can come in e-commerce. (Ritupurnima chakraborty, President-

• The organized sector in India is set to create one billion new jobs in 2016.

• With the government’s Digital India manpower demand is bound to

Pillar 7. Electronics Manufacturing
Target NET ZERO IMPORTS by 2020
 Target NET ZERO imports is a striking demonstration of intent.
 Ambitious goal which requires coordinated action on many fronts.
 Economies of scale, eliminate cost disadvantages.
 Existing Structures inadequate to handle this goal. Need strengthening.
 Focused areas – Big Ticket Items.
 FABS, fab-less design, set top boxes, vsats, mobiles, consumer & medical.
 Electronics, smart energy meters, smart cards, micro-ATMs
 Incubators, clusters & Skill development.
 There are many ongoing programs which will be fine-tuned
Progress so far..
• India’s FDI Shoots up to USD 37.53 bn with services leading the pack.
• India and the United States have signed a Joint Declaration of Intent for
cooperation in the field of Information & Communications Technology and
Electronics (ICTE).
• Samsung to manufacture 10,00,000 mobiles per year.
• Ministry of Micro, Small and Medium Enterprises (MSME) and Samsung
Electronics have signed an MOU to set up the MSME-Samsung Technical
School, with an aim to establish a total of 10 such schools for conducting
joint training programmes across the country.
• Financial support from central & state government is given in 22 identified
areas.
• Defense ministry has listed 23 major projects from the UAVs, bombs
underwater systems and tank engines.
• Boeing , Google , Amazon to invest in Telengana: Rama Rao

• Biometric attendance for central government offices in Delhi
from 150 organization have already been registered.
• 1000 biometrics attendance are in the mode of installations.
• Mobile platform is available for SMS based weather services.
• Engagement of government ministries, departments,
ministers and officials through social media like tweeter, face
book, instagram etc.

What is Digital India?  Digital India is a Flagship Programme with a vision to prepare India to transform digitally.  The focus is on being transformative – to realize IT + IT = IT.  The motive is to transform the entire ecosystem of public services through the use of Information technology .  The focus is on making technology central to enabling change.  It is It is an Umbrella programme – covering many department.  It weaves together a large number of ideas and thoughts into a single, comprehensive vision so that each of them is seen as part of a larger goal.  Each individual element stands on its own. But is also part of the larger picture.  It is coordinated by deity, implemented by the entire government – both at the centre and state.  These schemes will be restructured and re-focused & will be implemented in a synchronized manner.  Many elements are only process improvements with minimal cost.  The Common branding of programmes as digital India highlights their transformative impact.

Progress so far..  Department of Telecommunications Dot a part of Ministry of telecommunications & Information Technology) is leading in development of this area.  Ravi Shankar Prasad (Union Telecom Minister) is the role player for this Pillar’s development.  1,40,000 Optic Fibre Pipe line is installed and 11,50,000 Optic Fibre is installed.  Devendra Fadnavis (Maharashtra CM) launched the first step in Maharashtra by setting up 5 Gram Panchayats into Digital village in Nagpur district on the occasion of labour day .  The villages are Khandala ( Taluka-Mouda .) Tarodi (BU) (Taluka- Kamptee), Khasala (Taluka- Kamptee), Dabha (Taluka- Vihirgaon (Taluka-Nagpur Road)  The GP will receive a speed of 4 mbps with efficient wi-fi for e-education, e-health, e- agriculture.  776 GPs are connected till date in Maharashtra & 28,000 GP will be connceted in 3 years.  Virtual Mobile operating network is set up for sharing Bandwidth and wi-fi spot .  AP Govt has signed a MOU with CISCO & Launched 15Mbps Broadband at Rs. 149, 100Mbps to Offices at Rs. 999. It is the 1st state wide broadband project “AP Fiber Net”.  Target till April -Visakhapatnam, Srikakulam and Vizianagaram & rest of State to be covered end of July of this year for which innovattion centre is set up in Vishakhapatnam  All village Panchayats in the country will be connected through fibre optic network by 2018 , telecom secretary J S Deepak.  Source- Press Trust of India, 22 Mar 2016.  Source- Indian Express, 02 Apr 2016.

Progress so far..  Spectrum Bid fetched 1,10,000 crores, till date highest investment in India.  65,000 new towers installed for call drop issues.  Planning of next Spectrum Bid in Jul/Aug.  Till date 40 Crores internet users in India in which 60% are mobile internet users.  Sales in Smart Phones will be more than 50 crores in next 1 year.  BSNL Operating profit increases to 670 crores.  As many as 2,500 villages in the State will receive broadband Internet connectivity within the next one year.  Internet major Google and state-run RailTel Corp. of India have joined hands to equip 400 railways station in the country with high speed Wi-Fi networks, making it one of the largest public Wi-Fi projects in the world.  RailTel and Google are currently working on the monetisation model.  Mohini Satpal, who works in a recruitment firm in Mahalaxmi, said she got down at Mumbai Central only to check out the Wi-Fi. “So far so good,” she said, while logging in to check a video on YouTube. Public Internet Access Programme – National Rural Internet Mission • CSCs – • made viable, multifunctional • end-points • for service delivery •Coverage: 2,50,000 villages (now 130,000) •Timeline: 3 Years - March 2017 •Cost: Rs 4750 Cr •Nodal Agency: DeitY Ongoing Programme Reach of Govt. services to all GPs Post Offices to become Multi-Service Centres •Coverage: 1,55,000 Post Offices •Timeline: 2 Years •Nodal Agency: D/o Posts This should be long term vision for POs

Progress so far • The Indian Post Office is headed by Department of Electronics & Information Technology (deity.) • Over 1.55 lakhs post office in the country will be computerized with an outlay of Rs. 4,909 crores under IT modernizaion project of department of post. • 1,30,000 rural Post office has been in phase of computerization which are run by “Gramin das Sevaks” • Emphasis is given on Speed Post services, CAG Surveyed across the country & found best services in 8 States. • Speed Post revenue increased by 120% • 21,000 Post offices have been computerised and link with Core Banking Solutions. • Remaining 25,000 Post office will be Computerised in coming May’16. • Hand held devices which will be run on Solar energy will be given to Rural Postmen for delivering services like Banking, Insurance, Money orders . • Payment bank services will be introduced to customers with an amount limit of 1lac rupees. • In all 60 companies like World Bank, City Bank, Barclays Bank , Deutsche bank to tie up with Indian Post office in coming times. • 100 Crores Aadhar card holders till date. • App for Post Office Banking is India Post • Source- Economic Survey 2016,

Pillar 4. e-Governance: Reforming Government through Technology  Government Business Process Re-engineering using IT to improve Transactions.  Online applications and tracking, interface between departments.  Form simplification, reduction.  Use of online repositories e.g. School certificates, voter ID cards, etc.  Integration of services and platforms –UIDAI, payment gateway, mobile platform, EDI.  Electronic Databases – all databases and information to be electronic, not manual.  Public Grievance Redressal - using IT to automate, respond, analyze data to identify and resolve persistent problems – largely process improvements.  To be implemented across government - critical for transformation,
  • 12. Progress so far.. • NeGP comprises of 44 Mission Mode Projects encompassing 13 central MMPs, 17 state MMPs and 14 integrated MMPs. MMPs are owned and spearheaded by various line ministries. • 100 crores Aadhar cards to be linked to multiple services of government. • Digital wallet integrated with deity for payments. • Connectivity with mygov.in for multiple link access to citizens.

Pillar 5. eKranti - Electronic Delivery of Services  Technology for education – e- education  All schools connected with broadband.  Free wi-fi in all schools (250,000).  Digital literacy program.  MOOCs – develop pilot massive online.  Open courses.  Technology for planning-  GIS based decision making.  National GIS Mission Mode Project.  Technology for health – e- healthcare.  Online medical consultation.  Online medical records.  Online medicine supply.  Pan-India exchange for patient information.  Pilots – 2015; full coverage in 3 years.  Technology for farmers-  Real time price information.  Online ordering of inputs.  Online cash, loan, relief payment with mobile Banking
  • 14. • Technology for education – e-education. • National scholarship portal is integrated with deity. • India’s first MOOCS Platform SWAYAM to be launched shortly. • Narsingpur becomes 2nd village in Telanagana to achieve 100% digital literacy under NDLM scheme. • Technology for planning- • Indian Regional Navigation Satellite System (IRNSS) launched by GPS tracking of train. • Technology for health – e-healthcare. • Minister of Health and Family Welfare is integrating with deity for this domain. • Apps for healthcare & promoting family planning- ANMOL • Technology for farmers- • The Ministry of Agriculture and Farmers welfare is headed by Shri Radha Mohan Singh (Union Minister, Agriculture). • Use of Neem coated Urea (NCU) will avoid reduction in use of fertilizers by 20 tonnes till 2018-19 • PM Launch e-NAM (National Agriculture Market), 200 mandis will be linked in 5 months and 585 by 2018. • Apps for real time price & selling- Agri Market. • App s for crop insurance information – Crop insurance.

Progress so far • 48,000 seats selected into digitally weak city for rural BPOs. • Rural BPOs will fetch 4-5 lacs Jobs in coming years. • Emphasis on development of ancillary industries (packaging, logistics) and employment avenues in rural areas – reducing rural migration and enhancing the revenue generation opportunities of CSCs. • 3500 rupees to promote CSC in rural areas. • Launch of csid portal for tracking payment of VLE’s. • The IT sector is likely to create around 2.7 lakh jobs , while nearly 1.5 lakh jobs can come in e-commerce. Electronics Manufacturing Target NET ZERO IMPORTS by 2020  Target NET ZERO imports is a striking demonstration of intent.  Ambitious goal which requires coordinated action on many fronts.  Economies of scale, eliminate cost disadvantages.  Existing Structures inadequate to handle this goal. Need strengthening.  Focused areas – Big Ticket Items.  FABS, fab-less design, set top boxes, vsats, mobiles, consumer & medical.  Electronics, smart energy meters, smart cards, micro-ATMs  Incubators, clusters & Skill development.  There are many ongoing programs which will be fine-tuned

Progress so far.. • India’s FDI Shoots up to USD 37.53 bn with services leading the pack. • India and the United States have signed a Joint Declaration of Intent for cooperation in the field of Information & Communications Technology and Electronics (ICTE). • Samsung to manufacture 10,00,000 mobiles per year. • Ministry of Micro, Small and Medium Enterprises (MSME) and Samsung Electronics have signed an MOU to set up the MSME-Samsung Technical School, with an aim to establish a total of 10 such schools for conducting joint training programmes across the country. • Financial support from central & state government is given in 22 identified areas. • Defense ministry has listed 23 major projects from the UAVs, bombs underwater systems and tank engines. • Boeing , Google , Amazon to invest in Telengana: Rama Rao

Progress so far…. • Biometric attendance for central government offices in Delhi from 150 organization have already been registered. • 1000 biometrics attendance are in the mode of installations. • Mobile platform is available for SMS based weather services. • Engagement of government ministries, departments, ministers and officials through social media like tweeter, face book, instagram etc.
  • 21. Pillar 9. Information for All  Online Hosting of Information & documents.  Citizens have open, easy access to information.  Open data platform.  Government pro-actively engages through social media and web.  2-way communication between citizens and government  Online messaging to citizens on special occasions/programs. Largely utilise existing infrastructure–limited additional resources needed.

Progress so far… • Digital locker facility for online securing documents. • Incredible india app to assist information by international and domestic tourist for seeking information. • m-epf app for employers and pensioners. • MADAD app for grievances/queries related to visa and passport. • Over 2 crore decided case files in Punjab and Haryana High Courts digitized
