USA – Identifying the USA as the highest priority for developing professional links acknowledges the fact that the most demanding UK expeditionary operations are only likely to be conducted if US forces are engaged. We are currently developing a closer relationship with the US JFSC, Norfolk. We hope to have 3 UK Students on the Joint Advanced Warfighting School (JAWS) cse in 06.   7. This slide illustrates key elements from the Characteristics: analysis, intellectual freedom, forward looking At the same time it shows how we must not focus too heavily in a particular area, this is education looking forward a number of years and a balanced approach is critical
  8. This slides shows the process in diagrammatic form. Starting in the top left hand corner: Analysis of the Future Strategic Context leads to Concepts and Future Capability understanding, through analysis, assessment and validation. This work generates the doctrine, which is based on current capabilities (in other words – the means we have to enact the doctrine – our forces). The doctrine is the Way in which we will deliver defence and our defence objectives are the “ends”.

Para poder evaluar la eficiencia (buen uso de los recursos necesarios--Acting or producing effectively with a minimum of waste, expense, or unnecessary effort) y eficacia (lograr el objetivo sine medir los recurso empleados-- Effectiveness means the capability of, or success in, achieving a given goal. Contrary to efficiency, the focus of effectiveness is the achievement as such, not the resources spent, so not anything that is effective has to be efficient, but anything that is efficient also has to be effective) en el uso de los instrumentos institucionales e individuos responsables. Por que? Ningun ministerio/agencia puede enfrentar y solucionar, por si solo, los problemas que enfrentan los estados modernos. Los problemas modernos son complejos y para enfrentarse a ellos se requiere el uso de todos los recursos disponibles al estado.
