                                                Operational Framework

 In order to improve operations, an organization
should define, document, and communicate its
                   policies, standards, processes, procedures,
training, and tools to those that use them.

 Collectively, these operational elements and their
relationships can be referred to as an quot;Operational
Frameworkquot; that prescribes, governs, or guides
                   product development and service delivery.

                                            The Operational Framework – 3/5

                  Policies
 Organizational policies dictate the rules that govern operations.
 A policy statement usually is used to enforce the use of
                       organizational processes.
 A policy statement, therefore, constrains organizational processes
by identifying required or acceptable processes, or ways of doing
                       work.

                  Standards
 Standards are the operational definitions of final or interim
                      organizational work products.
 Standards constrain organizational processes by setting acceptance
criteria on the output of those processes.
                                                              Marko Wolf-Pany, P.Eng.

                                            The Operational Framework – 4/5

                  Processes (What)
 A process is what happens in the organization to build products and/or
                          deliver services.
 Processes are constrained by organizational policies and standards in that
they must specify ways to develop products and/or deliver services that
conform to organizational standards, in accordance with organizational
                          policies.
                  Procedures (How)
 Procedures are the step-by-step instructions for implementing a process or
                                              step-by-
                          a portion of a process.
 Procedural information focuses on how to perform a certain task identified in
                          the process.
 Processes are, therefore, implemented by specific procedures.

                  Training
 Training addresses the knowledge and skills required to
execute a process or use a procedure.
 Training is used to support the use of processes and

                  Tools
 Tools needed to implement a procedure.

  • 3. Vancouver Community College ID 3102 Provincial Instructor Diploma Program Instructional Techniques Operational Framework  In order to improve operations, an organization should define, document, and communicate its policies, standards, processes, procedures, training, and tools to those that use them.  Collectively, these operational elements and their relationships can be referred to as an quot;Operational Frameworkquot; that prescribes, governs, or guides product development and service delivery. Marko Wolf-Pany, P.Eng. Wolf- Vancouver Community College - PIDP ID 3102 4 Friday, October 31, 2008 The Operational Framework – 2/5 Marko Wolf-Pany, P.Eng. • 4. Vancouver Community College ID 3102 Provincial Instructor Diploma Program Instructional Techniques The Operational Framework – 3/5  Policies  Organizational policies dictate the rules that govern operations.  A policy statement usually is used to enforce the use of organizational processes.  A policy statement, therefore, constrains organizational processes by identifying required or acceptable processes, or ways of doing work.  Standards  Standards are the operational definitions of final or interim organizational work products.  Standards constrain organizational processes by setting acceptance criteria on the output of those processes. Marko Wolf-Pany, P.Eng. Wolf- Vancouver Community College - PIDP ID 3102 6 Friday, October 31, 2008 The Operational Framework – 4/5  Processes (What)  A process is what happens in the organization to build products and/or deliver services.  Processes are constrained by organizational policies and standards in that they must specify ways to develop products and/or deliver services that conform to organizational standards, in accordance with organizational policies.  Procedures (How)  Procedures are the step-by-step instructions for implementing a process or step-by- a portion of a process.  Procedural information focuses on how to perform a certain task identified in the process.  Processes are, therefore, implemented by specific procedures.
