Policies
Organizational policies dictate the rules that govern operations.
A policy statement usually is used to enforce the use of
organizational processes.
A policy statement, therefore, constrains organizational processes
by identifying required or acceptable processes, or ways of doing
work.
Standards
Standards are the operational definitions of final or interim
organizational work products.
Standards constrain organizational processes by setting acceptance
criteria on the output of those processes.

Processes (What)
A process is what happens in the organization to build products and/or
deliver services.
Processes are constrained by organizational policies and standards in that
they must specify ways to develop products and/or deliver services that
conform to organizational standards, in accordance with organizational
policies.
Procedures (How)
Procedures are the step-by-step instructions for implementing a process or
step-by-
a portion of a process.
Procedural information focuses on how to perform a certain task identified in
the process.
Processes are, therefore, implemented by specific procedures.
