Lone wolf extremists are difficult to detect and prevent from committing acts of violence because they operate alone, without connections to known terrorist groups. To more effectively counter lone wolf attacks, law enforcement agencies need improved methods of identifying individuals who are radicalizing on their own and monitoring their online activities for signs of planned violence. Proper protections of civil liberties must also be in place.
