To transform Yucaipa’s Uptown into a pedestrian-
oriented shopping district, a 2-lane Boulevard
configuration with roundabout intersections was
proposed and a field trip to Bird Rock Community,
south of La Jolla was undertaken.
Originally, much like Yucaipa Blvd., La Jolla Blvd.
was a 4-lane arterial traversing a commercial district,
yielding an unfriendly pedestrian environment and
producing limited economic vitality.

After Bird Rock installed the roundabouts,
landscape medians, sidewalks, and additional
parking and landscaping, the pedestrians returned
along with economic vitality.

Council members, some Planning Commission
members, staff, various committee members,
and the public at large attended the Bird Rock
Community field trip.
The roundabouts were observed and
generally found to be operating effectively
and efficiently. Vehicles, trucks, and buses
of all sizes navigated the single lane
roundabouts with no difficulty.

area is available for cyclists and waiting

Forces pedestrians to face on-coming traffic for safer
crossing. Roundabout configuration also results in
the pedestrian crossing a single lane at a time.

Backing into an angled parking space provides a
number of safety features:
 Pulling into traffic is safer than backing into traffic.
 Trunk and rear vehicle loading occurs at the sidewalk.
 The open door serves as a natural barrier keeping
children from darting into the street.

The streetscape project will be primarily funded by
Redevelopment Agency revenue. Only property
taxes collected from parcels within the
Redevelopment Project Area are used for the Uptown
project. Homeowners outside the project area do not
contribute to Redevelopment Agency funds.

Specific PlanSpecific Plan
The streetscape project is one step
of a multi-step process toward the
revitalization of Uptown Yucaipa.
Currently, the City is in the process
of updating the Uptown Business
District Specific Plan, originally
adopted in 1995.
The plan provides the long-term
design and development strategy for
the Uptown. Major components of
the Specific Plan include land use
and design, where promotion of a
“downtown” mixed-use character is
one of the primary objectives.
Issues to be addressed in the Specific Plan amendment include the following:
Parking – options such as reduced parking requirements, public and/or joint use
parking lots, and in-lieu-fee provisions will be considered.
Architectural Standards –
determine the need to further
establish a consistent
architecture for Uptown
buildings.
Development Standards –
potentially amend the existing
development standards to
better yield the desired
building form outcome.
Land Use – evaluate and
possibly modify the list of
allowed land uses as
provided by the Development
Code; review the residential
density limits.
Additional InformationAdditional Information
Construction:
The streetscape project is anticipated to start construction in Spring, 2011, and
is likely to take approximately 6 months to complete.
The construction will include removal of the entire street, curb and gutter, and
sidewalk.
Preliminary construction phasing plan would propose removing and
constructing one half of the street, one block at a time. The intent is to keep
two lanes of traffic open on Yucaipa Boulevard during the construction period.
Construction meetings will be held with Uptown business and property owners
at regular intervals prior to, and during construction.

Currently, the City is in the process of updating the Uptown Business District Specific Plan, originally adopted in 1995. The plan provides the long-term design and development strategy for the Uptown. Major components of the Specific Plan include land use and design, where promotion of a “downtown” mixed-use character is one of the primary objectives.

Issues to be addressed in the Specific Plan amendment include the following: Parking – options such as reduced parking requirements, public and/or joint use parking lots, and in-lieu-fee provisions will be considered. Architectural Standards – determine the need to further establish a consistent architecture for Uptown buildings. Development Standards – potentially amend the existing development standards to better yield the desired building form outcome. Land Use – evaluate and possibly modify the list of allowed land uses as provided by the Development Code; review the residential density limits.

Additional InformationAdditional Information Construction: The streetscape project is anticipated to start construction in Spring, 2011, and is likely to take approximately 6 months to complete. The construction will include removal of the entire street, curb and gutter, and sidewalk. Preliminary construction phasing plan would propose removing and constructing one half of the street, one block at a time. The intent is to keep two lanes of traffic open on Yucaipa Boulevard during the construction period. Construction meetings will be held with Uptown business and property owners at regular intervals prior to, and during construction.
