This document outlines FAO's support for national adaptation plans (NAPs) under the UNFCCC. It discusses the evolution of the NAP process and FAO's current work, including its role in the UNDP-UNEP Global Support Programme. The programme aims to integrate climate risks and opportunities into national planning and budgeting processes. It will provide $700,000 over 4 years to each participating country to strengthen capacities and mainstream adaptation. The document presents examples of FAO's work with countries to develop NAP roadmaps and align sectoral plans with national priorities. It closes by discussing knowledge sharing and opportunities for collaboration across organizations.

7. The National Adaptation Plan Global
Support Programme (NAP-GSP)
assists countries to bring greater
focus and attention to medium and
long-term climate change adaptation
planning as well as budgeting. It is a
UNDP-UNEP programme, financed by
the LDCF.
FAO as member in the NAP-GSP
Launched: 14 June 2013
with financing from the
Least Developed Country
Fund (LDCF).
Partner agencies:
UNDP, UNEP, WHO, FAO,
IFAD, UNITAR, GEF,
UNFCCC, GWP, GIZ ,
PROVIA, and UNISDR
8. MAW-CSA FMM
• Support Ministry of Ag to become part of the National Adaptation Plan
Core Team/ sub-sector FP
• Participate in the launched NAP Process nationally
• Support training of sector representatives (in LEG training workshop)
• FAO national consultant

change adaptation in the agriculture sectors
• Strengthen planning and budgeting to integrate climate change
adaptation activities.
• Learning by doing through ongoing CCA demonstration projects
and case studies that can improve adaptive capacity of farmers
• Capacity building throughout each component to improve
strengthen evidence-base for policy and decision-making

13. Priorities in country workplans
• Strengthen capacities to link climate policy and public finance
• Mainstream climate change adaptation and disaster risk
reduction into agriculture sector plans, policies, budgets (both
national and provincial)
• Improve impact monitoring frameworks
• Understand climate benefits of adaptation options and their
planning/budgeting implications
• Improve evidence base for adaptation plans for the
agricultural sector
• Improve evidence base for agricultural sector inputs into
National Climate Change strategy/policy

Notes de l'éditeur
The Integrating Agriculture in NAPs Programme will support partner countries to identify and integrate climate adaptation measures for the agricultural sector into relevant national planning and budgeting processes. It will be a multi-year initiative funded by the German Government that responds to country driven needs. This integration will help to enhance:
- institutional capacities and processes for operationalizing climate response strategies in the sector.
- access to international climate finance sources such as GEF and Green Climate Fund.
- more strategic allocations of national budgets earmarked for adaptation investments.
SHARP Tool: The Self-evaluation and Holistic Assessment of climate Resilience of farmers and Pastoralists (SHARP) tool addresses the need to better understand and incorporate the situations, concerns and interests of family farmers and pastoralists relating to climate resilience.
- countries will need to upload and share their process, their eventual documents and best lesson through the NAP Central portal.
- countries mostly are starting their NAP process through the different sectors to provide the necessary VA, adaptation screening for their sectors to fit in within the national development planning process.
- lots of interest for the NAP GSP and support mechanisms, in particular on capacity building for cost-benefit analysis as well as FAO's MOSAIC/AMICAF approach.
Capacity development – country’s experts will carry out assessments with their own data, using MOASICC (Modelling System for Agricultural Impacts of Climate Change)
In process:
Identification of technical partners in the countries
Data collection
Stock-taking of existing data, information, and similar studies
Server procurement and set-up
Technical workshops in May
Training workshops (IT, climate downscaling) in June/July
