The NRW State Program in Germany aimed to prevent homelessness and secure permanent housing through innovative local projects. Over 11 years, it funded 127 projects across the state with a budget of over 21 million euros. The program's goals were to improve services for the homeless, develop new models and access to housing. It supported outreach services, homelessness prevention, and helping those in housing crisis to access housing. The program was established in response to rising homelessness in the state in the 1990s and aimed to address gaps in services through cooperation. An evaluation found it helped reduce the flow into homelessness and supported knowledge sharing.
