Ofcom has found Liverpool local commercial radio station 'Radio City' in
breach of the Broadcasting Code for a wind-up call included in its breakfast
show last November.
The show’s character 'Peggy', portraying a 90-year old woman, phoned a
butcher shop outside the transmission area and repeatedly asked questions
such as “How much are your bangers, dear?”, “I don’t mind a bit of pork, what
have you got?” and “I’m after a bird for Christmas, dear.” The butcher became
increasingly abusive after telling the caller “We don’t do pork” as the
questioning persisted, even though it became obvious that the call had been
made to a halal butcher.
Given that the item was pre-recorded, Ofcom said it “found no context to justify
the use of this offensive material” and described the station’s decision to use it
as “irresponsible” and “a worrying failure in compliance and production
oversight (especially during a breakfast show which attracts a wide ranging
audience).” Ofcom said it “will consider further regulatory action if a breach of a
similar nature occurs again.”
Station owner EMAP said it “very much regretted any offence the item may
have caused” and had since reminded the presenter that “he must discuss and
clear in advance all content with the programme’s producer.”
