1. Use URIs as names for things.
2. Use HTTP URIs so people can look up those things.
3. When someone looks up a URI, provide useful
information, using the standards (RDF, SPARQL).
4. Include links to other URIs, so they can discover more

Added in 2009 I'm in the camp that says RDF data model can have many expressions e.g. Atom+GRDDL ... and that rdf/xml isn't a per-requisite...but that is probably a minority opinion.
BHL is a consortium of 14 US/UK partner libraries that have aggregated over 105,000 volumes and 40 million pages of taxonomic literature. Most content is fully open access, but a small portion is NC due to permissions from rights holders. In the past four years, the BHL concept has spread to 6 other regional or national nodes (BHL Africa just formed last week in Cape Town so doesn't have a logo yet!)
