Implementation of the Regional Certification Mechanism(RCM) in
DRC
update, alignment with other schemes, challenges and lessons learned

2. The regional certification is implemented in
the legal framework of DRC through two
ministerial decrees ( decree 057 and 058)
– Mandatory mineral certification (CTC and RCM) for
the 3TG in DRC
– Implemented trough the Ministry of Mines and its
agencies with BGR Cooperation since 2011
– ICGLR/DRC certificates to be issued by CEEC (the
national certification agency)

3. Certification –DR Congo
Milestones 2011-2013
In 2011:
• Development of the certification System
• Two manuals (3T&G) produced, and
included in DRC legislation since june
2011 per Ministerial Decree
• First Baseline audit completed in
September (Nyabibwe Pilot mine site)

• Harmonization and alignment with the
RCM (Kigali Meeting)
• RCM and OECD DD Guidance included in
the DRC legislation trough ministerial

• 3rd Party Audits of Mine sites in Katanga,
North-Kivu and South-Kivu

5. Certification - DRC
Milestones 2013
• Compliance 3rd Party Audits for the
Nyabibwe (South-Kivu) and Mai Baridi
(Katanga) mine sites. The 2 Mine sites
receive their CTC Compliance certificate
• DRC launches the ICGLR/RDC Certificate
(July 2013)
• First DRC ICGLR DRC certificates to be
issued by CEEC within the next weeks

6. Mine Inspection
1. Joint Mine qualification Missions
•
Under the lead of Monusco with the participation of
Government, industry and Civil Society
• Inspection of more than 80 Mine sites in
Maniema , South and North-Kivu completed
• Inspection of 25 mine sites in
Katanga(11/2013)
• Standards and criteria for Mine site
Qualification in accordance to OECD/UN DD
and the ICGLR RINR

9. Alignment
The national certification in DRC is fully harmonized with
the RCM and OECD Guidance. Standards include the
CTC criterias as ICGLR progress criterias
Traceability on two pilot mine sites is
according to the Itsci Scheme. In our pilot
mine site in Bibatama ongoing pilot of
Geotranceability
- Mapping activities in coordination with
IPIS-CAMI

10. Implementation Challenges and lessons
learned
• Security in some places especially in
North and South Kivu
• Accessibility of mine sites especially in
remote places
• Expansion of qualification missions
needed to include also the Pr. Orientale
(Gold) and Katanga
• Support of Monusco neede to secure
access to mines

11. Recommandations
• More financing and support from industry and
donors is needed (joint qualification missions in
DRC actually funded by MONUSCO, BGR and
USAID)
• Mapping and mine sites inventory funded by
Promines (World Bank/DFID) and BGR
• Regional Certification shall also address issues
beyond conflicts (progress criteria) e.g.
legalisation, formalisation, livelihood, etc
