in October) Have you taken action to help your community prepare? If you did not answer yes to all of those
questions, go to RedCross.org, call your local JBLM Red Cross station at 966-3889 or call your local Mount Rainer
Chapter at 474-0400 to learn more about disaster preparedness. Prepare’ for an iPad. In the spirit of National

WEEKLY FINANCIAL TIPS.
PARENTS: TEACH COLLEGE BOUND KIDS ABOUT MONEY, CREDIT AND SCAMS The Better Business Bureau's top six
money-related topics for parents to discuss are:
1. Checking account - Many college kids will have a checking account with a debit card. Parents should discuss
overdraft fees, keeping checks in a safe place, using secure internet connections to check balances, and liability if
debit card is stolen.
2. Credit cards - College kids are deluged with credit card offers and incentives to sign up on campus. Parents should
discuss late payment and over limit fees, interest rates, impact on their credit reports, liability if card is stolen, using
a safe internet connection to check their balance, email and text spoofing scams from 'bank' about problems with
their card or account and shredding documents with personal information.
3. Credit report - College is the time when young people first begin establishing credit through a credit card or student
loans. They can get a free credit report from each of the three credit bureaus each year at the Annual Credit Report
19. website. It's important for college kids to get a credit report on a regular basis to insure that no credit accounts have
been opened in their name.
4. Identity theft - Identity thieves target young people because they have little to no credit which means they typically
don't have credit blemishes. Plus, it takes young people longer to find out that they have been the victim of identity
theft because they may not check their credit very often. Parents should warn their college bound kids about giving
out personal information, especially their social security number, banking or credit card numbers, birth date and
home address.
5. Friendly fraud - Although there are high tech ways that someone can steal your identity, the most common way that
young people become identity theft victims is through friendly fraud. Friendly fraud occurs with a roommate, family
member or friend uses their debit card or credit card without their authorization or opens up new credit accounts in
their name without their knowledge.
6. Requests from friends - Parents should make sure that their college bound kids know about the ramifications of co-
signing loans or utility accounts for friends, lending money to friends or letting a friend use their credit card.
Getting Help With College Costs For all but the truly wealthy, paying for a four-year education means one of two
things: dipping (deeply) into savings or getting financial aid. More likely than not, parents will rely on both to some
degree, with aid likely to be key part of the package.
The good news is that financial aid is often available. These days, the bulk of aid comes in the form of loans, though
grants remain an important aid source, especially for low-income families. The federal government provides about
seventy percent of the aid. State grants, private student-loan programs and grants from the colleges, universities
and other private sources make up the rest.
Taking full advantage of this resource requires some work by parents and students, as well as careful attention to
financial-aid application deadlines.
1. Scholarships Students should start the scholarship search early, and a good place to start looking is close to home.
Parents' employers may offer grants to children of employees. Local chambers of commerce and community groups
such as Rotary Clubs are also sources to seek out early. There are also many narrowly focused private scholarship
programs - targeted by ethnic background, location or course of study - that may be overlooked by colleges but
could suit a particular student perfectly. Research help includes the traditional source - high school guidance
counselors - and newer online search tools.
2. Financial Aid Applying for major government and private aid programs is a simpler process that takes place in the
student's senior year. At the start of the calendar year, students and parents fill out the Free Application for Federal
Student Aid (FAFSA), a statement of income and assets that the federal government uses to determine the amount a
family is expected to pay (the expected family contribution, or EFC) for the child's education. State grants are also a
growing source of funds, now making up five percent of total student aid. Most of this is need-based, though a fast-
growing portion of it is based now on student achievement, such as high test scores. Grants from the colleges, also
mostly need-based, now make up eighteen percent of the total aid dollars.
3. Student Loans Student loans are divided into two types - subsidized and unsubsidized. Subsidized loans, which can
be either directly from the federal government or from private lenders in one of the federal loan programs, accrue
no interest until the student graduates from college. They are need-based. Unsubsidized loans start accumulating
interest from the start of college, though payments don't start until the student finishes (the unpaid interest is
simply added to the principal). Parents with a good history can take out federal PLUS loans; they must start paying
interest and principal on these when the student starts college. Loans are also available from banks and other
lenders, as well as from state governments.
