Polavaram Ordinance even before swearing-in
--------
Even before swearing-in as the Chief Minister of Andhra
Pradesh, Sri N. Chandrababu Naidu succeeded in pushing the
Government of India and Hon’ble President to promulgate
the Polavaram Ordinance for the transfer of 136 villages,
211 hamlets and seven mandals of Khammam district to the
successor state of Andhra Pradesh to execute the Polavaram
National Project.
FIRST DAY, FIRST FIVE SIGNATURES
--------
Our journey started on June 8, 2014. Soon after the swearing-in
ceremony of the Chief Minister, five files were signed:
Loan waiver: Appointed a committee to work
out the modalities of loan waiver for farmers
and DWCRA groups. We do realize that loan
waiver is a massive burden yet we went ahead
with it because we wanted to bail out farmers.
Our government has repeatedly appealed to the Reserve Bank
of India on loan waiver. In the state’s first agriculture budget,
the state has allocated Rs 5,000 crore for crop loan waiver.
Crop loans: 96.5% of farmers (who have availed a loan of up
to Rs1.5 lakh) will get complete benefit of loan waiver while
the remaining 3.5% (who took loans worth over Rs1.5 lakh) of
farmers will get waiver upto Rs1.5 lakh. With this, our government
has succeeded in granting 100% crop loan waiver to farmers as
promised in the manifesto.

ENERGY SECTOR
--------
Power for ALL: Andhra Pradesh is one of the three states in the
country chosen by the GoI for “Power for All” programme.
• Andhra Pradesh has achieved the “zero- power cuts”
milestone.
• The power deficit in the state has been brought down from
22 million units per day to zero during the first week of
June 2014.
• The state government has extended “Power for All”
programme in that is ensuring 24x7 power supply to all
domestic, commercial and industrial consumers and 9 hours
of uninterrupted power supply for farmers.
• AP DISCOMs have already finalized bids for procurement
of 2,000 MW of power for next year from June 2015 to May
2016. Bids have also been called for procurement of 2,400
MW of power on long-term basis and 500 MW of solar power.
• The Government of India has given in principle approval for
setting up of Ultra Mega Solar Parks with an installed capacity
of 2,500 MW in the districts of Ananthapur, Kurnool and
Kadapa.
• NTPC & NTPC Vidyut Vyapar Nigam Ltd (NVNN) would be
setting up two solar parks of 1,000 MW capacity each.
NTPC will set up a 1,000 MW Solar Park in NP Kunta mandal
of Ananthapur district. GoAP and NTPC have agreed for
setting up of these parks and an MoU between GoAP and
NTPC will be signed shortly.
• Real time Monitoring of around 7,000 feeders is being done
to monitor the power supply position.
• GoAP has given permission to APDISCOMs to implement
Energy Efficiency & Conservation Measures in Domestic
Household Lighting, Municipal Street Lights & Agricultural
Pump-sets in collaboration with Energy Efficiency Services
Ltd (EESL), a Government of India Undertaking.

6. OUR ACHIEVEMENTS
AGRICULTURE SECTOR
--------
Under Polam Pilustondi, the state aims to reach out to 7.6
million farmers. The target for 100 days is at two villages per
day for two days covering 661 mandals in the state and target
accounts to be coverage of 31,632 villages in the State. The
total no. of villages covered for the three weeks from the
commencement of the programme i.e., on August 12, 2014 is
12,983 villages.
• Under Polambadi, the target for 100 days from the
commencement of the programme i.e., on August 12, 2014 is
232 villages. Of these, 176 villages were covered.
• The government of Andhra Pradesh has introduced a
separate Agriculture Budget at Rs. 13,110.39 crore
• The Government of Andhra Pradesh has signed an MoU with
ICRISAT and other institutions for soil health management
through Bhuchetna programme.
• While Horticulture University got an outlay of Rs 30.61 crore
for 2014-15, the state government’s boost for sericulture
stands at Rs 122.92 crore.
• The state government has allocated Rs 3,188 crore for power
subsidy to farmers for the year 2014-15. It is proposed that
every year 10,000 new solar pump sets will be installed in a
phased manner in the next five years.
• To link MGREGA with agriculture, Rs 1,386.30 crore has
been allocated for agriculture and allied activities under
MGNREGA.
• Under National Mission on Sustainable Agriculture (NMSA),
soil mapping and testing will be taken up in every village
of AP to bring down input costs of farmers and increase
agriculture productivity.
Anantapur as Seed Capital: For Anantapur district and other
areas in the State that receive low rainfall, the plan focuses
on drought-proofing through improved water management
and agricultural practices like the use of drip and sprinkler
irrigation. We aim to make Anantapur the seed capital of India.

7. OUR ACHIEVEMENTS
INDUSTRIES AND COMMERCE

• Launched an online Project Management System to track
mega projects. This system will help track the status
of projects and to help resolve issues/bottlenecks in
implementing mega projects.
• Launched a single-window online tracking and monitoring
application for all applications via New Single Window Act
passed in August 2014.
• Sanctioned road connectivity for SEZ units JNPC
Visakhapatnam district under ASIDE scheme with a total
cost of Rs 4.63 crore and the same will be executed by APIIC
• Constituted Task Force for Industry and Infrastructure under
the chairmanship of the Hon’ble Chief Minister to create
a platform where the government and industry can work
together.
• 713 micro and small enterprises were established in the
state with an investment of Rs 610.00 crore and created
employment for 10,000 people.
• 12 Large Industries were established in the state with an
investment of Rs 637 crore and created 2,370 jobs.
• Received investment intentions worth Rs 782.6 crore for 13
Large & Medium Industries with employment potential of
4,000 persons.
• Attracted 12 major investments under Mega category with
Rs 12,280 crore worth investment.
• 200 Industries with an investment of 35,634 crore with
an employment potential of 10,000 were facilitated
under Single Window System for clearances from various
departments.
• Sanctioned incentives for 334 cases worth of Rs 177 crore.
• One proposal for infrastructure assistance under Cluster
development was sent to Government of India.
• Two Mega Food Parks have been sanctioned to AP State.
Srini Food Park, Chittoor already commenced its activities.
(The Godavari Mega Aqua Food Park, Bhimavaram will start
its activities soon. AP Food Processing Society will facilitate
speedy implementation of the Mega Food Park. The Park
is coming up with an investment of Rs 300 crore).
• Government of India has sanctioned (11) new handloom
Clusters under Comprehensive Handloom Development
Scheme with a total outlay of Rs 8.06 crore covering 4,315
weavers.
• One Mega Cluster has been sanctioned by Government of
India under Comprehensive Handloom Development Scheme
with a project outlay of 70.00 crore at Prakasam and
Guntur districts which will cover 25,000 weavers in the two
districts.
• 31 mini Handloom Clusters with an outlay of Rs 60 lakh
each covering 12,967 weaver families and 2 big clusters with
an outlay of Rs. 2 crore each covering 4,000 weavers were
sanctioned.

IT SECTOR

Silicon Corridor: In our efforts to transform AP into silicon
corridor, we have come out with a TRIAD of policies – IT policy,
Electronics policy and Innovation policy.
In combined State of Andhra Pradesh, the share of IT turnover
in Tier II locations, i.e., Visakhapatnam, Kakinada, Vijayawada,
Tirupati is marginal. Consequent to the reorganisation
of the State, it was felt imperative to revisit the existing
policy initiatives and make them more attractive to suit
the current and future requirements of the new State of
Andhra Pradesh. The Hon’ble Chief Minister has approved a
comprehensive Blueprint “Re-Imagining Andhra Pradesh –
role of e-Governance, Electronics and IT” for development of
Electronics & ICT Industry in the state.
The Blue Print laid down the following objectives and targets
for the next five years:
• AP to be top IT and Electronics hub in India in quality and
quantity of e-Services.
• To attract Investments of Rs.12,000 crores in IT and
Rs.30,000 crores in Electronics manufacturing.
• To get a 5% share in national exports of Software.
• To create an additional direct IT employment of 5 lakh and
4 lakh jobs in Electronics sector.
• To create two ITIRs – Visakhapatnam and Tirupati &
Anantapur
• To create 10 IT Hubs
• To set up 20 Electronics Manufacturing Clusters
• To develop Mega Electronic Hub in Visakhapatnam
• To facilitate setting up of Electronic Hardware Park at
Kakinada as announced by GoI
• To enhance logistics in Visakhapatnam -Chennai corridor
• To establish 100 Incubators/Accelerators
• To incubate 5,000 start up companies
• To develop 10 lakh sft of incubation space
• To mobilise Rs 1,000 Crores Venture Capital for Innovation
• To create Innovation Fund of Rs100 crore for entrepreneurs
and businesses.
• To take Gigabit to all Villages
• To produce one Entrepreneur in every family

The blueprint has identified a set of 18 policies and frameworks
to realize the vision and goals stated above. In this regard, 3
Policies are already in place –While the AP IT Policy 2014-2020
was approved by the Council of Ministers on August 1, 2014,
the AP Electronics Policy 2014-2020 and the AP Innovation and
Startup Policy 2014-2020, was approved on September 1, 2014.
Investment Promotion:
• Permission to WIPRO to set up IT SEZ in Visakhapatnam for
creating an additional employment of 6,400 over the next
5 years.
• SAMEER, GoI Research Organisation for strategic purposes,
has been allotted 13 acres of land at Visakhapatnam to
set up the Electro Magnetic Testing Facility and Defence
Research Centre.
• Tech Mahindra Limited has been allotted 6 acres of land at
Visakhapatnam for creating an employment of 5000.
• Support letter issued to M/s. Sri City for setting up of EMC
(Electronic Manufacturing Cluster) at Chittoor.
• To make at least one person e-literate in every household.
e-Governance:
• SRDH functionalised and Aadhar seeding reaching
completion for various social welfare programmes such
as Public Distribution Systems (Ration Cards), Pension
Schemes, Housing Schemes, Gas Connections etc.
• State Enterprise Architecture formulated and approved.
• CORE Dashboard created for variuos departmenta and
programs in the state.
• E-Office implementation for select departments on a pilot
basis initiated.
• State Portal refurbished and district portals launched.
• CIMS (Central Issues Monitoring System) launched and put
to use and Mee Seva services have been stablised.

INFRASTRUCTURE SECTOR

The state government would focus on operationalizing
port-led development and establishing road connectivity to
the hinterlands in the northern and eastern parts of the country,
establishing and upgrading airports/airstrips, constructing
the Vizag-Chennai and Chennai-Bangalore industrial corridors,
positioning AP as a national/international logistics hub,
establishing 4-lane district-to-district road connectivity,
establishing state-wide gas grid and to establish inland
waterways, especially National Waterway (NW-4) from
Kakinada to Puducherry.
The Blue Print laid down the following objectives and targets
for the next five years:
World-class Capital, 3 Mega Cities and 13 Smart Cities:
While the capital will be located centrally around Vijayawada,
we will go for decentralized development of the state with 3
mega cities and 13 smart cities. We may opt for Land Pooling
System that will be worked out by a Cabinet sub-committee.
Airports: The government has allocated Rs 73 crore in the
Budget for development of seaports and airports in AP
including for upgradation and land acquisition. An amount
of Rs 6.58 crore has also been provided in the budget for
expansion of the Tirupati International Airport. Another
Rs 6 crore has been provided for upgradation of non-metro
airports at Kadapa and Ongole and Rs 1 crore for development
of the Rajahmundry airport. Most of the projects will be
implemented through PPP mode.
Rapid and planned urbanisation is necessary for economic
development. To this end, the government has earmarked Rs
3,134 crore for urban development.
Metro-rail project: Two metro rail projects in the state would
be completed within three and a half years. The project has
been assigned to Delhi Metro Rail Corporation (DMRC) and
E. Sreedharan has been appointed as the advisor to the
government of AP on the metro rail projects. Visakhapatnam
and VGTM (Vijayawada-Guntur-Tenali-Mangalagiri) metros
would be completed in three and half years after which DMRC
will take up the Tirupati metro rail project.

SKILL AND KNOWLEDGE HUB

This is one of our government’s seven missions. We
believe that imparting skills to students will make
them employable or suitable for entrepreneurship,
further education and research.
The Blue Print laid down the following objectives and
targets for the next five years:
• In our efforts to improve skills, the National Skill
Development Council has evinced interest in
support our government in our mission.
• Training and skill development programmes will
also be carried out by multi-national corporations
as part of their CSR activities.
• GAIL has expressed its readiness start a Skill
Development Centre in Nagaram with an
investment of Rs. 10 crore.
• GAIL has also offered to set-up and provide
ongoing support for maintenance of toilets in
schools in all villages (as part of its CSR activities)
where the GAIL pipeline
passes (almost 900 Km). It has earmarked Rs. 4
crore for this purpose.

12. FIVE CAMPAIGNS
PEDARIKAM PAI GELUPU
(VICTORY OVER POVERTY)

We have spearheaded initiatives in bringing down poverty
levels through the dynamic participation of women of Self-Help
Groups. Self-help Groups (SHGs) are our biggest strength which
can make inclusive growth possible.
• Sand Policy: The mines and minerals department has
launched its new Sand Policy, which seeks to curtail the
prevalance of sand mafia, by giving the sale and managment
of sand mining to women SHG groups, this also has the
double advantage of providing sustained income to SHG
groups.
• We also aim to have at least one member of a family in an
SHG.
• Every Self-Help Groups should get a fixed income per month.
• SHG women will impart leadership qualities to locals and
make them financially independent.

To increase literacy rate to 100% and bring down the drop-out
rate to zero, we aim to:
• Put every child between 6 and 14 years of age in school.
• Monitor attendance through biometric system and update it
online.
• Ensure nutritious food and a proper diet plan for kids through
mid-day meal scheme
• Give Pratibha Awards to meritorius students in every mandal
and choose them for the CM Fellowship amount of Rs2,000
every month.
• Teach lessons to kids in schools and colleges through video-conference.
• To set up a common school system by establishing cluster
schools with top-class amenities and transport facilities to
attract students from all sections to the state-run primary
schools.
• Revamp the image of government schools and construct
additional classrooms (if required).
• Focus on skill development and extra-curricular activities,
sports, etc.
• Rationalize vacant teachers’ posts by introducing DSC.

13. FIVE CAMPAIGNS
POLAM PILUSTONDI

This campaign aims to integrate technology and agriculture to
make it profitable and sustainable. Through this, we will mitigate
the impact of drought through water conservation, reduce
wastage through efficient post-harvest management, improving
storage, processing and value addition for all major crops. Under
this campaign, we aim to:
• Use soil testing, mapping and using other technologies like
remote sensing, GIS, etc. to bring down input costs and
enhance agriculture productivity.
• As part of this, district officials will visit villages twice a week
and educate farmers on modern technologies which can be
incorporated.
• Providing fertilizers on subsidy to correct the micro-nutrient
deficiency and enhance yield of crops.
• Monitor the condition of (crop) diseases and pests and
effective surveillance.
NEERU CHETTU
(WATER AND TREES)

The Telugu Desam government’s earlier programs like “Neeru-
Meeru”, was launched in mission-mode for rainwater harvesting
and for meeting the challenges of growing water scarcity and
achieving the food and nutritional security.
• Under this scheme, the government aims to make AP a
drought-free state through 100% drip and sprinkler irrigation
in drought-hit areas.
• Identify plantations that will help increase the ground-water
table and recognize medicinal plantations which could
become income-generating sources.
• We intend to save energy, save water, improve ground water-table,
utilize available resources through environmental
protection.

14. FIVE CAMPAIGNS
AAROGYAM PARISUBHRATA (HEALTH AND SANITATION):

Ensuring proper health and sanitation is our government’s
priority. In view of this, our government will convert this adversity
into an opportunity and ensure access to toilets in the new state,
safe water and proper underground sewerage. We aim to:
• Build community toilets, Integrated Sanitary Latrines (ISLs),
toilets in schools (for boys and girls) will be built in every
village.
• Control outbreak of diseases through 100% immunization.
• To ensure access to curative medical services, we will provide
cost-effective public health services to citizens.
• We will create an effective public health network, offer
corporate hospital-like treatment in government hospitals,
revamp, build infrastructure in government hospitals with
latest equipment.
• Make generic medicines accessible and affordable.
• Reduction of Infant and maternal mortality rates, to bring it
on par with Kerala.
• Create awareness on hygienic practices, from washing hands
before meals to the use of long-armed ladles for drinking
water pots.
FIVE GRIDS
GRIDS AND CONNECTIVITY

A gas grid for gas connection (through pipeline) to every
household, a drinking water grid that will provide water for
domestic and industrial uses, a power grid that will enable
24X7 power for industry and households and 9 hours of qualiy,
uninterrupted power supply to farms, a road grid that links every
village or hamlet and finally, a fibre-optic grid that will provide
broadband services to every household.

15. THE FUTURE
Rs 1 LAKH CRORE PITCH TO THE 14TH FINANCE COMMISSION
--------
Presenting the state’s fiscal situation to the 14th Finance
Commission in Tirupati on September 12, the Hon’ble Chief
Minister has made a compelling pitch for a special grant of
Rs1 lakh-crore for the capital city of Andhra Pradesh whose
construction would cost over Rs 4 lakh-crore.
The Chief Minister unveiled a comprehensive vision exercise and
maintained that the government would ensure decentralised
development of the State by balancing key aspects and focusing
on strengths of various regions. He said the government would
put the State on a growth trajectory by boosting industrial and
infrastructure projects with emphasis on social and economic
development.
The Chief Minister explained that the case of Andhra Pradesh
was different and cannot be compared to any other states. He
sought the Finance Commission’s help to tide over the crisis
created by the unscientific division of the state.
The Chief Minister has also asked the Finance Commission to
derive a formula to cover the deficit and sought a higher share in
devolution of taxes from the current 32 per cent to 50 per cent.
TOURISM SECTOR

An amount of Rs 3,105.67 lakh was provided to Tourism under
Plan and an amount of Rs1403.97 lakh under Non-Plan for the
year 2014-15. Major activities include new tourism projects,
tourism promotion activities, participation in state, national and
international fairs/trade shows.

NTR AAROGYASEVA

Replacing Aarogyasri with NTR Aarogyaseva and improving the
quality of healthcare services provided.
• NTR Aarogyaseva to cover 100 more diseases apart from
those under Aargoyasri.
• Make generic medicines available in every mandal and bring
down their prices.
• Ensure patients in government hospitals get corporate
hospital treatment.
• Transform AP into healthcare service provider of the world.
• Every district to have a super-speciality hospital
• Control the outbreak of diseases through 100% immunization.
OTHER SECTORS

Aadhar-linked government programs: All the government
schemes and benefits should be linked to Aadhar.
• Every household to have at least 2 bank accounts.
• Payment of government bills and information on pension
through mobile.
• Withdrawal of pension to be made available through e-seva
or fair price shops.
94% of units in ration card database have been seeded and
about 62 lakh units were de-activated due to death, duplicate
and ineligible etc. 91% of LPG connections have been seeded.

17. THE FUTURE
NTR CANTEENS
--------
It is proposed to set up 35 Anna NTR Canteens in four cities of
Guntur, Visakhapatnam, Anantapur and Tirupathi to provide food
to the poor. This will be implemented from November 2014.
DEEPAM SCHEME
--------
The government has allocated Rs 80 crore in the Budget under
which 3 lakh deepam connections (for rural electrification) were
sanctioned and are being grounded.
RED SANDERS
--------
We were successful in curbing the rampant smuggling and sale
of Red sandalwood in the state. We have issued a GO calling for
global tenders to sell red sanders in the first phase.
We have introduced multiple safeguards in favour of the
prospective buyers of red sanders wood while revising the
auction schedule aimed at enhancing the foreign participation to
get maximum returns.
As many as 140 overseas buyers, including 109 people from
China, besides 275 Indian visitors had so far made a physical
inspection of the red sanders lots located at various depots of
the forest department in the state.
WHITE PAPERS
--------
White papers present an analysis of how last 10 years of corrupt,
weak and inefficient administration led to policy paralysis. This
was also a period when almost all human development indices
have taken a beating. We have published white papers in 8
