  1. Ass.Wr. Wb. Perkenalkan nama saya, Iwan Hasan, Communication for Development Specialist untuk UNICEF Indonesia. Saya bekerja di UNICEF dan setiap hari berhubungan erat dengan media, mencoba mencari solusi terbaik untuk memenangkan perang melawan flu burung.
  2. Mengapa UNICEF ambil peran dalam pengendalian flu burung dan kesiapsiagaan pandemi flu? Karena ingin menyelamatkan anak-anak seperti gadis mungil dari Garut ini. Riau baru saja mencatat kasus flu burung yang menewaskan anak berusia 4 tahun. Itualh mengapa kami mendukung kegiatan ini dan saya berada disini. Untuk bersama mendiskusikan cara terbaik memenangkan perang terhadap flu burung.
  3. Saya akan membicarakan tema Peran Media dalam Pengendalian Flu Burung dan Kesiapsiagaan Pandemi Influenza. Peran penting ini dibagi menjadi dua: pentingnya media bagi petugas kesehatan yang menangani langsung kasus dan pentingnya peran pemberitaan flu burung bagi media itu sendiri.

Sebuah kajian dari para peneliti ilmu komunikasi di sebuah perguruan tinggi di AS menunjukkan bahwa fakta terkini tentang gejala, penularan, dan kematian akan mencerdaskan pembaca, pendengar, dan pemirsa media. Implikasinya: Para petugas kesehatan diharapkan memberikan fakta yang jujur, transparan, akurat, dan terkini kepada jurnalis. Media diharapkan mempelajari fakta dan data yang diberikan tersebut guna mengkaji keakuratan dan kekinian data tersebut.
  5. Hal ini sesuai dengan prinsip-prinsip Komunikasi Pascakasus (Ooutbreak Communications). Cepat, berarti para dokter atau juru bicara Rumah Sakit dan atau Dinas Kesehatan setempat harus cepat memberikan informasi kepada media setelah kasus diduga telah terjadi. Untuk media, juga diharapkan memberitakan secepat mungkin kemungkinan kasus setelah mendapat verifikasi berita (hal ini membantu pemerintah, karena pemerintah juga menggunakan metode rumor tracking dan media monitoring). Jujur, artinya para juru bicara terpilih menceritakan kondisi terkini yang mereka dapat verifikasi, termasuk jujur bahwa konfirmasi dari Litbangkes Kemenkes kemungkinan baru didapat dalam beberapa hari ke depan, atau jujur menyatakan bahwa sumber infeksi tidak diketemukan dan berarti resiko penularan makin tinggi. Media juga harus jujur menyatakan bahwa kalau kasus terduga (suspek) ya terduga, belum pasti flu burung dan bisa dinyatakan negatif. Transparan, mengharuskan para juru bicara memperlihatkan kemampuan dan sarana yang mereka miliki, akui kelebihan dan kekurangan mereka. Termasuk dalam hal keterbatasan sarana meneliti perilaku virus. Bagi media, transparan ialah menyatakan posisi mereka terhadap kasus flu burung. Nyatakan kalau memang redaksi media menempatkan flu burung sebagai prioritas pemberitaan, sehingga masyarakat tahu kemana mereka harus mencari berita tentang penyakit tersebut. Terkini, juru bicara kesehatan wajib menyiarkan perkembangan terkini, misalnya laporan hasil konfirmasi kasus yang didapat dari Litbangkes, tanpa mengulur waktu. Sedangkan media, wajib memberitakan info terkini meski bukan bad news dan tidak sexy. Misalnya, kewajiban melaporkan bahwa kasus terduga ternyata negatif. Libatkan masyrakat. Juru bicara kesehatan diharapkan menyampoaikan pesan-pesan dimana masyarakat dapat melindungi diri mereka dari virus flu burung, misalnya dengan menegaskan pentingnya Tanggap Flu Burung: Cuci tangan, masak dengan matang semua produk unggas, laporkan kalau ada unggas sakit/mati, segera periksa ke dokter apabila kena gejala flu berat. Jauhi pesan yang bersifat patron-client, seperti : Pemerintah akan pastikan tidak ada lagi flu burung.
  6. Fakta di Indonesia. Ada peningkatan pengetahuan tentang flu burung. Namun…belum disertai dengan perubahan perilaku yang diperlukan. Misalnya: penyesuaian cara memelihara, mentransportasikan unggas dan cara merespon flu.
  7. Aspirasi masyarakat: mereka butuh semua jalur komunikasi kesehatan dihidupkan. Penyuluhan langsung rumah ke rumah adalah idaman mereka, sedangkan sosialisasi via rapat warga dan pertemuan di puskesmas harus dikemas dengan menarik, menghibur, dan jauh dari membosankan dan menceramahi. Media tidak jadi idaman karena mereka butuh akses (harus beli koran, dengar siaran radio pada jam tertenti, dan menonton berita kesehatan pada jam tertentu pula).
  8. Pesan bagi juru bicara kesehatan: sering-seringlah buat jumpa pers. Pesan bagi media: laporkan berulang kali berita kesehatan. Perubahan perilaku terjadi dalam periode tertentu.
  9. Pemberitaan media mendorong perubahan perilaku, meski belum se-ideal yang dibutuhkan untuk menghentikan penyebaran flu burung
  10. Komitmen dan perhatian media = perhatian masyarakat
  11. Good news is good news. Tidak pernah salah memberitakan kemajuan, pencapaian, karena bisa menumbuhkan semangat bersama.
