3. ACTS African environmental think-tank on the application of science and technology to development [IGO]. Works in three programme areas-Energy/water security; agriculture food security, biodiversity and natural resource management Has a well established policy training institute Climate change research and implementation-EW security programme.
4. Why is Financing Adaptation critical ? CC impacts [Floods, droughts, famine, tsunami ,migration, health issues etc]—that is affecting over 4 decades of development investments . Efforts and investments on development continue to be impacted upon, the effects on livelihoods approaches by society/Un-MDG’s and challenges……… Targeted and informed financing is critical not only in building community resilience but also forms the basis to supporting livelihood approaches
5. Organizations in Adaptation. History---CC has for a long time been boxed within the Environment ministries in many African nations—which is excellent, though the downside is that they have not proactively engaged with other stakeholders/across ministries in establishing working frameworks in addressing the impact[s]/possible impacts. But---the UNFCCC—Framework and process has accommodated a range of organizations—government agencies, INGOs, NGOs, civil society organizations, CBOs from both South and North….
6. Organizations in Adaptation. Cont. At global---adaptation champions within---IIED,UNDP,UNEP, DfiD,WB etc At regional—ACTS,BCAS,ICCAD [ developing the wider active climate change advocates networks such as CLACC ], activists and lobby organizations such as PACJA ,INGOs , UN Agencies At national-CCWG [ KCCWG], NGO,INGO, Government departments, UN systems At sub-national: CBOs, FBO’s Technical support /partners: SEI, Universities, ICPAK etc
7. Levels and Roles. At global: Fundraising based on knowledge from regional, national and sub-national organization systems/expertise knowledge Regional: Capacity building, policy engagement and influence-use of applicable practices to design strategies such as M/E of funded programmes in countries [Africa/Asia] National: Overseeing the implementation, influencing the mainstreaming of cc within the national climate change policy strategies, coordination of in-country cc activities, sharing national experiences with the wider government departments, regional bodies, finance vehicles including AFB, SGP etc Sub-National: Implementation, sharing experience that feeds to district development platforms-part of governments- Finding ways to systematize this to National level-[finance, planning and various coordinated ministries] . Roles above will include: clarity on allocation of resource, targeted training and continued capacity development, platforms for experience sharing/and learning
8. Entry points for adaptation funds AF-should continue to act as basket for adaptation related funds—financing actual adaptation work. Should support the mainstreaming of adaptation policies within the national governments—of course with the help of the organizations discussed-- AF should develop agreements with the new and existing organizations for disbursement of funds for implementations of activities-training-/also to guide the new grantees-- This must be designed in such a way that the roles are distinct and explanatory to enable clear understanding of how allocations of funds are done for various adaptation activities [lobbying, activism, implementation, advisory], and where new funds can build up to support
9. In conclusion Adaptation remains critical and a cross-cutting theme that cannot be boxed in a specific department/organization/agency, but must be tackled through ‘collective intelligence’ from CC community whose objective remains saving the planet.
