The facilitator started the training session by objective of the M&E training explaining the meaning
of varies terminology used in Monitoring and Evaluation. In this session, those words were more highlighted
that used during development intervention especially during implementation of ANDS and national priority
programs(NPPs). More focus were given on the aspect of difference between terminology such as goal and
objective, policy and strategy, monitoring and evaluation, inspection and supervision etc.The concept were clear
through many examples and accustomed with their appropriate usage.

7. Day two Training:
1. MONITORING AND EVALUATION CONCEPT
The facilitator started the training session by objective of training explaining the picture and concept of
Monitoring and Evaluation. He highlighted the important features of monitoring which included the
concept and the scope of M&E as following:
When you hear that in Afghanistan very high levels of Infant Mortality Rate at 129/1000 live births,
Under 5 Mortality Rate at 191/1000 live births. The Maternal Mortality Ratio is estimated at 1600 for
every100, 000 live births, the highest in the world except Sierra Leone. Life expectancy at birth is 47
years for Afghan men and 45 years for women
Have you ever wondered how this calculation is derived?
These types of statistics and other similar information result from “monitoring and evaluation” or
“M&E” efforts.
                                                                                                     4|Page

                                Monitoring and Evaluation

                                      The Result Chain Explained

Efficiency - Have resources been used in the best possible way? Why or Why Not?

Impact - To what extent has the program or project contributed towards its longer-term goals? Why
or Why Not? Have there been any unanticipated positive or negative consequences of the project? Why
did they arise?

Sustainability - Will there be continued positive impacts as a result of the program or project once it
has finished?

Relevance - Was/is the program or project a good idea given the situation to improve? Was the logic
of the intervention logic correct? Why or Why Not?

Effectiveness - Have the planned results been achieved? Why or Why Not.
It was explained that this were the most important questions to ask in any evaluation, and summarizes
what entails an evaluation.

The Facilitator also highlighted the purpose of Monitoring and Evaluation and involve the combination
of some the following:

                                                                                                5|Page

The Maternal Mortality Ratio is estimated at 1600 for every100, 000 live births, the highest in the world except Sierra Leone. • 5. The second day of the training involved a review of the Project Cycle; M&E in the Project Cycle and Developing an M&E plan. The sessions were conducted in a very participatory manner. The facilitator provided an overview of the project cycle, the logical framework and the link between M&E and the logical framework. The facilitator then made a review of evaluation and explained that there are five important elements of the evaluation as shown in the figure below: Monitoring and Evaluation The Result Chain Explained Efficiency - Have resources been used in the best possible way? Why or Why Not? Impact - To what extent has the program or project contributed towards its longer-term goals? Why or Why Not? Have there been any unanticipated positive or negative consequences of the project? Why did they arise? Sustainability - Will there be continued positive impacts as a result of the program or project once it has finished? Relevance - Was/is the program or project a good idea given the situation to improve? Was the logic of the intervention logic correct? Why or Why Not? Effectiveness - Have the planned results been achieved? Why or Why Not. It was explained that this were the most important questions to ask in any evaluation, and summarizes what entails an evaluation. The Facilitator also highlighted the purpose of Monitoring and Evaluation and involve the combination of some the following: 5|Page Evaluation Report of M&E Training Oct 14, 2012
  • 6. 8. Why Monitor Activities  Day-to-day follow up of activities during implementation to measure progress and identify deviations  Routine follow up to ensure activities are proceeding as planned and are on schedule  Routine assessment of activities and results  Answers the question, “what are we doing?” 10. Why evaluate activities  Determines program effectiveness  Shows impact  Strengthens financial responsibility and accountability  Promotes a learning culture focused on service improvement  Promotes replication of successful interventions.  Answers the question, “what have we achieved and what impact have we made”  Evaluation commonly aims to determine the relevance, efficiency, effectiveness, impact and sustainability of a programme or project  To track the outcomes and impacts of programs or projects at the larger population level 6|Page Evaluation Report of M&E Training Oct 14, 2012
