The ALS Mobile Teacher
Program
Literacy is a positive factor in
human capacity building. It is an
enabling factor, releasing people’s
capacities, rather than giving deprived
individuals what they do not have. It is
the core engine of human development
and, in this respect, its impact has to
be seen in terms of its benefit to
communities and individuals, rather
than merely in terms of whether
individuals are able to read and write or
sign their names. Literacy expands our
scope to act, while extending our
duties and responsibilities. -
CONFITEA, Hamburg 1999
WHAT IS THE ALS MOBILE
TEACHER PROGRAM?
It is a delivery mode of ALS
programs where “specialized” teachers
called the ALS Mobile Teachers live
among the people in remote barangays
of the country to conduct intensive
community-based training for illiterate
out-of-school youth and adults who are
willing to learn basic literacy skills.
Why ALS Mobile Teacher
Program?
The Department of Education
desires to make education accessible to
out-of-school youth and adults who live
in remote barangays of the country. It is
in this context that the Alternative
Learning System (ALS) Mobile Teacher
Program was conceptualized as a timely
educational intervention program. This is
in line with the concept of bringing
education where the learners are. The
ALS Mobile Teacher Program is an
immediate response to the demand of
millions of target learners for relevant
and accessible alternative learning
system.
The Objectives of the
program are as follows:
Make education accessible to out-of-
school youth and adults;
Raise the level of literacy in the
target areas; and
Improve the quality of life of
individuals and families in remote
and underserved communities
WHO ARE THE ALS
MOBILE TEACHERS
For the full and effective
implementation of the ALS, 600 Mobile
Teachers have been deployed and
assigned to areas where the unreached
and underserved population of the country
are. The ALS Mobile Teachers are
bachelor degree holders and are duly
licensed professional teachers. The ALS
Mobile Teachers perform various duties
and responsibilities that range from
conduct of learning sessions with the
learners, develop literacy and other related
skills based on the ALS
competencies, establish functional
networking and reporting system, conduct
action-research activity and other related
functions.
WHO BENEFIT FROM THE
ALS MOBILE TEACHER
PROGRAM
The target sites and communities for
this Program are those with high illiteracy
rate, big number of out-of-school youth
and adults and identified Strong Republic
Schools (SRS) barangays. The ALS
Mobile Teachers help improve the quality
of their lives and help them become useful
members of their communities by helping
them read, write and compute.
WHEN AND WHERE DO
LEARNNG SESSIONS
HAPPEN?
Learning sessions take place in
the community using ALS learning
modules for at least 3 months or until
such time that the learners have
become literate (for Basic Program) or
has acquired necessary competencies
(for Accreditation and Equivalency
Program) before moving on to another
barangay.
WHAT IS THE ALS-DAP’s
PROGRAM?
It is a delivery mode of ALS
programs where special teachers
conduct intensive community-
based training for illiterate
“DAP’s” or Differently-Abled
Persons youth and adults who are
willing to learn basic literacy skills.
The issue of economic
independence for the differently-
abled persons (ALS-DAP) is
focused on how to survive on a
day-to-day living. Having
impairment keeps DAP's trapped
in the doorway of poverty. For all
these times, all they're asking is a
BREAK.
Why ALS- DAP Program?
The ALS for Differently-abled
Persons Program Goal
“To provide gainful livelihood and
employment opportunities to all
its members and promote
technologies that would allow
greater mobility to Persons with
Disability”
The Objectives of the ALS-
DAP are as follows:
• Provides essential services for
the start-up livelihood and
promote welfare of persons with
disabilities.
• Avoid social discrimination and
social insecurity.
• To live a normal life, is to struggle
against the cycle of poverty.
WHEN AND WHERE DO
LEARNNG SESSIONS
FOR ALS-DAP HAPPEN?
Learning sessions take place in
the community using ALS learning
modules for at least 3 months or until
such time that the learners have
become literate (for Basic Skill
Program) or has acquired necessary
competencies (for Accreditation and
Equivalency Program) before moving
on to another barangay.
