National Informatics Centre had established a subject repository in May 2005. It is meant for Medical and Allied Sciences and named as OpenMED@NIC . It has MeSH® based subject categorization and this makes it one of its own kind. Taking OpenMED@NIC as a case – this paper discusses key issues in establishing and maintaining an open access repository. Librarians and information science professionals can play active role in providing access and exposure to quality research and academic content generated in their institutions. Mature and standard open sources softwares are now available for setting up repositories. Libraries can install one of these on existing institutional or library servers to setup repositories. However to ensure better access and faster response time dedicated hardware and reliable connectivity would be required. Librarians and information science professional can play important role in exposing intellectual content produced by their organizations. They can take of various roles like – generating awareness among staff, researchers and students about benefits of self arching in institutional or subject repositories; training them in uploading their articles and other documents in such repositories; acting as meta-data editors and repositories managers. Establishing a repository, administrating and inviting authors to deposit their articles and other works in it is golden opportunity available to librarians and information science professionals. This opportunity should be grabbed with open hands.

Open access (OA) to scholarly literature recently hit a major milestone: Half of all research articles published become open access, either immediately or after an embargo period. Are the articles you read among them? What about the articles you write? Are the journals to which you submit open-access friendly? What about the journals for which you peer review? Are there any reasons why the public should not have access to the results of taxpayer-funded research? In this slideshow, Jill Cirasella (Associate Librarian for Public Services and Scholarly Communication, Graduate Center, CUNY) explains the motivation for OA, describes the details of OA, and differentiates between publishing in open access journals (“gold” OA) and self-archiving works in OA repositories (“green” OA). She also dispels persistent myths about OA and examines some of the challenges to OA.

Open-access is a model for publishing scholarly, peer-reviewed journals on the Internet that relies on sources of funding other than subscription fees. Some publishers and editors have exploited the author-pays model of open-access, publishing for their own profit. Submissions are encouraged through widely distributed e-mails on behalf of a growing number of journals that may accept many or all submissions and subject them to little, if any, peer review or editorial oversight. Bogus con- ference invitations are distributed in a similar fashion. The results of these less than ethical practices might include loss of faculty member time and money, inappropriate article inclusions in curriculum vitae, and costs to the college or funding source. Keywords: peer review, open access, scientific publishing, scientific conferences INTRODUCTION The advent of the Internet age and digitization of data resulted in many changes, one of which was the concept of peer-reviewed, open-access (OA) publishing with free availabilitytoanyonewithInternetservices.Thistransition increased when the National Institutes of Health (NIH) began requiring that any manuscript resulting from its funding be made publicly available via PubMed. The num- ber of high-quality scientific research manuscripts pub- lished via OA continues to increase. Unfortunately, there has also been an increase in attempts to exploit the OA concept for profit by requiring authors to pay for publica- tion up front and performing none of the peer review ad- vertised. These groups market their “services” through e-mails to scientists and faculty members, offering recipi- entstheopportunitytopublisharticlesin anewonlinepeer- reviewed journal, to serve as a reviewer or editor of a new journal, or to speak or host a roundtable discussionat a con- ference, which may be described as “global” or “interna- tional.” The objective of this article is to describe some of these practices and ways to avoid them. DEVELOPMENT OF OPEN ACCESS PUBLISHING The publishing paradigm has changed from print- only subscriptions to digitally available and free scientific publications. Nature was first published in 1869, Science in 1880, and subsequently scientific journal publishing has increased to the point of a new paper being published every 20 seconds.1 In 2000, the future of scientific pub- lishing was changed by the debut of PubMed Central and the Public Library of Science (PLoS). The next year, thousands of scientists called for a boycott of journals that would not allow free access on PubMed within 6 months. In 2002, for-profit Biomed Central began charging authors $500 to publish. In 2003, PLoS Biology was launched, charging authors.

Academic libraries are increasingly investing in new efforts to support their research and teaching faculty in the activities they care about most. Learn why becoming a publisher can help meet the most fundamental needs of your research community and at the same time can help transform today’s inflationary cost model for serials. We will explore not only why to become a publisher but exactly how to achieve it, step by step, including careful selection of publishing partners, choosing the right platform for manuscript submission and editorial workflow management, one-time processes to launch a new journal, conducting peer reviews, maintaining academic quality, and measuring impact. We’ll also cover the broader range of publishing activities where libraries can have an impact, including open access monographs, general institutional repositories and subject-based author self-archiving repositories. Abstract: The Open Access movement is transforming scholarly communication. In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
