The SC, which upheld the Mining Act of 1995 in 2004, has yet to issue a decision after holding few rounds of oral argument this year. While waiting for the Court's guidance, President Benigno Aquino III issued Executive Order 147 last week creating the Philippine Extractive Industries Transparency Initiative (PH-EITI) to make the mining sector more transparent and accountable.
