The document proposes creating a working group within Pistoia to standardize terminology and data formats. The working group would first create a list of existing standards and define their coverage. It would then gather user requirements from Pistoia members and use these to prioritize areas for standardization. The working group would perform a gap analysis to anchor requirements to standards and develop criteria to evaluate and drive the development of standards.

- used by Pistoia’s members internally, and
- to influence adoption by vendors/suppliers

How to implement this?
- Create a Pistoia WG (extending the scope of VSI?), with all interested parties

What are the first steps/tasks for this WG?

1. Contribute to the creation/maintenance of a list of standards
- What is out there: terminologies, file format, minimal requirements
- Define their coverage

2. Gather concrete user requirements
- Collect ‘case studies’, real needs from the diverse Pistoia’s members
- Use them to drive priority areas,
=> e.g. this (break out) group’s members have already expressed an interest in
contributing to the VSI synonyms dictionary (see Harland et al paper, DDT)

3. Anchor the requirements to standards
- Gap analysis, area of overlaps and coverage etc….

4. Develop criteria to evaluate standards and drive their developments
- Metrics
- Architecture criteria: versioning, backward compatibility,
extendibility, coverage etc…
- General criteria: size of the community, it stability, structure and funds, tool
support, involvement of regulators (mainly in clinical but not/less in biological
domains), documentation, ease of adoption etc…
- Develop and assign KPIs
- Manifesto
- Agile development of standards, including best practices for the development,
governance, rules of engagements etc.

Jim Warren National Institute for Health Innovation, University of Auckland (Friday, 3.00, General 3) Provides background and overview of a Health IT Evaluation Framework that has been developed to support the National Health IT Plan and New Zealand health innovation generally. The framework recommends a pragmatic approach that includes use of both quantitative data (particularly data based on the transactional logs of operational IT systems), and qualitative data systematically gathered through stakeholder interviews. An Action Research orientation is recommended where the evaluators actively seek to understand barriers and find pointers to potential solutions. The investigation protocol is recommended to be iterative and flexible, and to involve dissemination of intermediate findings for feedback and broad dissemination of final results. Moreover, evaluation should be integrated with implementation, rather than a standalone post implementation activity. No single type of measurement should dominate the evaluation, which should employ a measurement framework including work and communication patterns, organisational culture, safety, effectiveness, system integrity and usability, as well as vendor factors, project management, participant experience and governance.

The issue of open-source models in the cost-effectiveness and disease-level (collaborative) models has been brewing for many years. There has been a marked growth in open science, and funding bodies and publishers increasingly require that research data be made available. As mentioned in our previous Issue Panel, “cost-effectiveness models synthesise a wide range of evidence to facilitate extrapolation over time and from intermediate to final decision endpoints. These models are often statistically sophisticated and require assumptions that are not directly testable. This can lead to decision-makers “discounting” the results of cost-effectiveness analyses, particularly if the developer is seen as partial.” Open-source models, then, would encourage greater transparency in pharmacoeconomic modeling and the reuse and updating of the best/most useful models; they are essential if cost-effectiveness analyses are to be widely accepted to reduce bias, increase transparency, improve model access, and allow for faster access to critical knowledge. The ISPOR-SMDM guidelines and the EUnetHTA joint action projects, are supportive of these views on collaboration, transparency, confidentiality, processes and consistency offered by the availability of open-source models to improve decision-making around health care and reimbursement. With openness and sharing, however, come issues of copyright and access and a need to define how model sharing can be achieved in a fair and equitable manner. There is, therefore, a need to develop an ongoing dialog on openness, especially where the research may be considered precompetitive and not worthy of IP investment. The pros and cons of open source models and the proposed mission of the Open Source Model SIG to curate an ongoing dialog regarding issues around creating, disseminating, sharing, evaluating, and updating open source cost-effectiveness and comparative effectiveness models will be debated amongst SIG members. With the explosion of interest in both enhanced knowledge management and open science, the past few years have seen considerable discussion about making scientific data “FAIR” — findable, accessible, interoperable, and reusable. The problem is that most scientific datasets are not FAIR. When left to their own devices, scientists do an absolutely terrible job creating the metadata that describe the experimental datasets that make their way in online repositories. The lack of standardization makes it extremely difficult for other investigators to locate relevant datasets, to re-analyse them, and to integrate those datasets with other data. The Center for Expanded Data Annotation and Retrieval (CEDAR) has the goal of enhancing the authoring of experimental metadata to make online datasets more useful to the scientific community. The CEDAR work bench for metadata management will be presented in this webinar. CEDAR illustrates the importance of semantic technology to driving open science. It also demonstrates a means for simplifying access to scientific data sets and enhancing the reuse of the data to drive new discoveries.
