2. About Integrated Regional Support Program IRSP is a multi-sector development organization working on integrated approach to bring sustainable development in the region. IRSP was evolved from Pak-German IRDP and went through evolutionary process of its organizational development. Promoting Civil Society participation in water and sanitation governance in Pakistan Target Area: District Mardan Targeted Population: 200,000 population of Mardan from 2 TMAs Objective: To build the capacities of Civil Society Organizations (CSOs) in Pakistan to promote democratic governance, citizen-led reforms and institutional strengthening by undertaking poverty focused and equitable interventions in the Water, Sanitation and Hygiene (WASH) sector

Target Groups Target Groups: 15 CSOs with an estimated 525 staff and board members, approximately 100 staff members of 2 Tehsil Municipal Administrations (TMAs), 30 women groups in rural communities and refugee camps, 300 hygiene promoters, 30 water and sanitation management committees and approximately 30 school hygiene clubs. Final Beneficiaries: 200,000 inhabitants of 30 rural communities including refugees living in refugee camps, and 10,000 indirect beneficiaries from neighbouring communities

Expected Results of the Project Result 1: Improved capacity of CSOs to engage with government leading to more involvement of citizens in wider development processes Result 2: Improved capacity of local government (LG) to respond to citizen’s demand through a Right Based Approach (RBA) and deliver appropriate services Result 3: Increased access to appropriate water, environmental sanitation and hygiene promotion services in 30 communities in the Khyber Pakhtunkhwa of Pakistan including refugee camps. Result 4: Improved institutional systems and processes for promoting equitable and inclusive governance in the Water and Sanitation sector.
7. Project Activities Improved capacity of CSOs to engage with government leading to more involvement of citizens in wider development processes A capacity needs assessment/gap analysis for 15 CSOs. Support an institutional development and organisational development plan for CSOs 3-day capacity building workshop for the CSO on RBA and E&I. 3-day capacity building workshop for CSO on participatory planning, M&E and financial management 3-day capacity building workshop for CSO on community mobilisation, awareness creation and Participatory Rural Appraisal (PRA) tools 3-day training workshop(s) on CE tools: budget tracking and analysis, community scorecards, town hall meetings and decision-making processes.
8. Training on the use of advocacy tool kit Training and exposure of IRSP and WA staff on appropriate skill gaps Support CSO coordination forum meetings involving CSO in various development initiatives Facilitate annual meetings of NGOs in the sector to influence policy and address existing gaps. Support community scorecard exercises in the 30 beneficiary communities by disaggregated groups as part of the citizen’s engagement process. Train each community in budget tracking and analysis, project monitoring and rooted advocacy. Implement CA. Establish and train community based management committee

Improved capacity of LG to respond to citizen’s demand through a RBA and deliver appropriate services Conduct a capacity needs assessment for LG Support LG in mapping of social infrastructure for effective planning and resource allocation 2 days training workshop for local government on pro-poor project planning and implementation, budget efficiency and M&E Organisation of annual community town hall meetings as platform for engagement between community and LG authorities. Organise 3 enlightenment programmes for government and workshops for government agencies and policy makers/influencers on meeting the needs of excluded groups including refugees in relation to WASH Support government to pilot component sharing in selected lanes of 2 TMAs as part of prioritizing sanitation
10. Increased access to appropriate water, environmental sanitation and hygiene promotion services in 30 communities in the Khyber Pakhtunkhwa of Pakistan including 4 refugee camps Awareness creation, community selection and baseline survey Conduct a participatory feasibility study of appropriate water and sanitation technologies Construction of 30 new boreholes with hand pumps Rehabilitation of 10 existing old boreholes/schemes Building of 200 household latrines and 20 communal latrines as demonstration Building of 20 school latrines with separate blocks for girls and boys

Identification and training of 300 community based hygiene promoters Establishment and training of school hygiene clubs Organise annual interschool exchange visits and school hygiene competition Formation and training of women groups in refugee camps and rural communities Organise exchange visits and 'Speak Out' session for refugee and rural communities women groups Establishment and training of 30 water and sanitation management committees Carryout water quality testing of all newly established and existing (sampled) water points Implement CLTS schemes in all project communities
12. Improved institutional systems and processes for promoting equitable and inclusive governance in the WATSAN sector Identify and conduct research on relevant development issues for policy influencing Carryout budget advocacy and monitoring in at district and provincial level as central for good governance Organise 2 days workshop for all relevant stakeholders on mainstreaming gender, E&I in all policies and procedures
13. Raise awareness of and build the capacity of socially excluded groups to participate in WASH policy development and decision making Support media engagement in institutionalising good governance and launch campaigns on relevant sector issues Document and disseminate learning from the action Develop a clear approach for pro-poor targeting
