o the remedy to any kind of problem that has not yet been solved by traditional
means (such as RTDI – Research, Technology and Innovation policies)
o simply there to compensate so-called ‚market failures‘ or ‚inefficient public
services‘
o sufficiently conceptualized by the famous claim of ‚making more of less‘ (in
