The Brihanmumbai Municipal Corporation
has granted a controversial builder the permis-
siontobuildona"mangroveplot"inOshiwara-
Lokhandwala area despite the land being at the
heartofapendingpublicinterestlitigationanda
chargesheet.
An executive engineer in BMC's building
proposal department, P G Deshpande, report-
edly issued a commencement certificate (CC)
on April 6 to the developer to construct on a
7,741-sq-m land adjacent to Oshiwara Creek.
Lying between Lokhandwala bridge and
Lokhandwala Club, the plot comes under the
Coastal Regulatory Zone-1 category, accord-
ing to local activists, which means that no con-
struction should be allowed on it.
Alarmed by the development, the Oshiwara
Lokhandwala Citizens' Association (OLCA)
sent a legal notice on April 16 to civic chief
Sitaram Kunte and Deshpande. The
association's advocate Gayatri Singh stated in

to construct the proposed building".
"ItissurprisingthatthisCChasbeengranted
in spite of a chargesheet being filed against the
developer subsequent to (an) FIR having been
filedfordestroyingmangroves,whichthedevel-
oper sought to quash and failed," added Singh,
who is also a resident of the area.
Last year, the same developer had allegedly
dumped debris on the same plot and stored con-
struction material there, prompting protests.
Urged by locals, state environment secretary
Valsa Nair Singh had set up an inquiry under the
suburban collector, who filed an FIR against the
builder.At the same time, a PILwas filed in the
case. As a result of this struggle by locals, the
debris was removed from the plot and part of
themangrovessaved.Now,however,localsfear
thattheirfightisbeingsubverted.

BMC had taken action against the builder last
year. We now want municipal commissioner
Sitaram Kunte to intervene and suspend the
concerned officers (who granted permission to
the developer)."

land" from illegal construction. Residents say
the land falls under CRZ-I category according
to Maharshtra Coastal Zone ManagementAu-
thority maps as well as WetlandAtlas, which
was prepared by the Indian Space Research
Organisation.

‘Do you have it in you?’ goes the
tagline the Indian Army uses for its
recruitment drive. They say you walk
in as a boy into the armed forces and
come out as an officer and
gentleman. Just the sort of sentiment
to get you jumping the queue to get
recruited into the army, don’t you
think? The army
is nothing if not innovative. We
didn’t realise just how innovative until
we saw this ad by a local recruiter in
Shillong. The billboard was
emblazoned with photographs of
Priyanka Chopra, Anuskha Sharma,
Preity Zinta, Gul Panag and Celina
Jaitley. The caption was even more
unique. It said: If you want to have
Beautiful and Successful Daughters
JOIN INDIAN ARMY’. The lovely
lasses are all from army families.
Now, this will come as news to
gender specialists and doctors. The
mere entrance into the army’s ranks
is enough to determine the gender of
your child. And not just that, never
mind your genes, you are assured of
a beautiful girl. A bit limiting if you
aspire to have a boy and a good
looking one at that. This casts the
army in a new light. No longer is the
urge to join the army driven by
patriotism, the overpowering
exhilaration of knowing that the nation
can sleep safely as long as you are
guarding the border. No, your primary
duty as a soldier, it would seem, is to
produce a beautiful girl who will go
on to grace the big screen. But
perhaps there is more to this than we
think.
Many leaders from our worthy
neighbour Pakistan are said to be
enamoured of our Bollywood
beauties. So, our army could churn
out an assembly line of lovelies who
would so dazzle our Pakistani
brothers that they will abandon all
thoughts of fighting for such footling
issues as Kashmir. Well, our doughty
Shillong recruiter may be on to
something here. From the barracks
to Bollywood may not be such a leap
of faith actually.

OR FOR YOUThe Delhi gang rape which made an
apathetic nation sit up in shock and horror
happened largely because the police did
not do their duty of checking a bus where
the heinous crime took place while it
roamed about the city with impunity. Now
they have gone one step better. They not
only tried to
hush up the rape of a five-year-old girl
in Delhi but also thought it fit to bash up
women protesters.
If the rapists
are brutes then
the police are
showing that
they are not
much better in
these cases.
The child who
was brutalised
by a man who
lived in the same
building as her
was missing for
days and it was
not the police but
people in the
locality who
found her. The
details of her
abuse are so gruesome as to shake even
the most hardhearted.Yet, the police chose
to act as though this were a matter of no
consequence which could be hushed up
with a little money and when faced with
protest acted as though they were the
injured party which had to defend itself.
As always, there is a clamour for
stronger laws, for implementing the laws
that are already there and for the sacking
of erring police officials. The only thing
different this time around is that given the
extent of outrage over the December gang
rape, at least people like the prime
minister, the Congress president and the
president have wasted no time in
expressing their anguish and have called
for action. The latest case shows that
despite public anger over the December
case and the fate of the accused, there
really is little respect for women and very
little fear of the law. While the police may
have acted promptly in apprehending the
suspect, they have done little to make life
any safer for women all round. The case of
the little girl in Aligarh who was raped,
murdered and thrown in a garbage dump
is proof of this, if any were needed. Once
again, the police not only made insensitive
comments but also manhandled an elderly
woman protester. In an earlier case, the
child victim of rape was thrown behind bars
by the police in an all-women police station.
The gross insensitivity on the part of the
police is one part of the problem. It is now
clear that we cannot wait for them to
function as the true custodians of the law
while children and women are at risk. Civil
society activists too must go beyond
protest and try and organise
neighbourhood watch bodies. This way, at
least there will be some vigilance when it
comes to the safety of women and children.
Of course, ultimately, the responsibility
for people’s safety lies with the State. All
we can hope is that this ghastly crime will
not be hijacked for political mileage and
become yet another pawn in the blame
game. Already there have been
allegations that the opposition is stoking
the protest and trying to blame the
government. None of this is conducive to
ensuring the safety of our children and
women. There is no magic wand which will
make this go away. But certainly what we
need is the certainty and severity of
punishment for rapists and molesters.
And this process begins at the local police
station.

Externally, it looks like
a nightgown, ordinarily
worn by women or teen-
age girls, but the garment
is literally a power packed
GPS and sensor-enabled
device capable of tempo-
rarily incapacitating
assaulters off their feet by
triggering an 3800 kV elec-
tric shock at the press of
button by the wearer.
"It was the pain of ev-
ery women, which trig-
gered the idea. All the
more, it was hatred against
molesters and eve- teasers
which led to this design,"
says Manisha Mohan the
inventor of the "anti-rape
underwear" and what she
calls 'SHE' or Society Har-
nessing Equipment.
Apart from administer-
ing a powerful shock to the
assaulter the garment is
also devised to send an
alert to the police when the
sensors are activated.
Manisha, a student of
Aeronautical Engineering,
along with collaborators
Niladri Basu and Rimpi
Tripathy, students of Instru-
mentation and Control En-
gineering at Chennai's
SRM University got to-
gether to build the device
after the December 2012
horrific gangrape of a 23-
year-old woman in Delhi.
Similarly, two fashion
designing students of NIFT
reworked a concept devel-
oped earlier in 2004 to cre-
ate a 'anti-molestation'
jacket, an innovation for
which patent is awaited
and subsequent commer-
cial sale "hopefully" by
2014.
"We took the concept of
a stun gun similar to the

The principle is to mo-
mentarily shock the person
into immobility with a low-

professor Noopur Anand
who mentored Nishant
Priya and Shahzad Ahmad,
students of the Bachelor's
program in technology to
create two prototypes of the
"anti-molestation" jacket.
The jacket bears no spe-
cial appearance but has
"special features". "There
were so many cases of mo-
lestation and rapes and that
became the motivation for
our graduation project.
Guided by Noopur, the
basic idea was hers and was
taken from a similar con-
cept done by NIFT students
in 2004.
The idea was to make a
piece of clothing that will
give the girl or the woman
time to make a quick get-
away if assaulted. It also
should be wearable as well
as washable," says Nishant
Priya.
The duo took help from
an engineer to fashion the
self defence jackets - one
in acrylic and another in
trendy denim - with metal
embroidery that can con-
duct 100 volts of shock to
molesters when triggered by
a button on the waistband of
the wearer.
The charge in the jacket
is delivered to the surface
through the metallic contact
points which are camou-
flaged in the embellishments
of the jacket.
"We had to keep in mind
that the jacket should be
functional and affordable.
The electric current should
be mild, else it would turn
into a weapon and that
would entail getting a li-
cense and thereby raising
the cost of the garment,"
says Nishant Priya who
adds the garment can "ren-
der the assaulter immobile
for at least 10 to 15 min-
utes."
Both the "anti-molesta-
tion jacket" and the SHE
"anti-rape underwear" have
been designed with insula-
tion, that protects the
wearer from the shocks
through perspiration.
"Along with our gadget,
we aim to provide the user
with a manual with instruc-
tions on washing the gar-
ment," says Nishant.
Also, Manisha says that
for the SHE device they are
"trying to bring down the
cost of production and also
working on the fabric. We
need some time to cope up
with the loop holes," says the
teenager.
The SRM students are
also working to ensure the
product is water-resistant
and can be interfaced with
mobile via Bluetooth.
Meanwhile, Noopur
Anand, the guiding force
behind the NIFT student's
innovation, has several
ideas that she would like to
see the light of the day.
"I want to explore a
porcupine jacket one
whose bristles will stand
up and ward off a mo-
lester. I also have plans on
my mind to explore the
concept of smell and
sound. Something which
can emit a shrill noise or
one that can give off a
pungent odour that can
deter assault. The puzzle,
though is to protect the
wearer," says Noopur.
The professor, who has
expertise in working with
such "Smart Garment"
technology says they are
on the look out for col-
laborators who can "work
beyond the lab."
"I am aware that
organisations like the Mas-
sachusetts Institute of
Technology (MIT) have
worked with some electri-
cal fabric but it is not eas-
ily available commercially
in India and the cost is
also prohibitive. We want
to do something which
comes for less than Rs
1500," says Noopur.
There are also reports
of a school student from
Delhi who has designed a
device that can be worn
on the wrist like a watch
and immobilise an
assaulter giving the pro-
spective victim enough
time to flee and call for
help. When activated, the
anti-molestation device
records a significant rise
in nerve speed and pulse
rate of the victim, asks for
an activation command
and once it comes in con-
tact with the attacker's
skin, it delivers a shock of
0.1 ampere. It is also ca-
pable of taking images of
the attacker using an
inbuilt camera.

Indian batting legend Sachin Tendulkar’s wax statue was un-
veiled amidst cheering fans at his favourite overseas cricket venue
on Saturday – the Sydney Cricket Ground.The wax statue, which
will now be part of Madame Tussauds museum here at Darling
Harbour, shows Tendulkar raising his bat and helmet in elation on
completing a century. It is similar to the one in the London branch
of the famous museum. In Sydney,Tendulkar will be placed besides
Sir Don Bradman and Shane Warne. However, the wax statue has
the 2012 ICCWorldT20 t-shirt, a tournament whichTendulkar was

In a bid to assure seats to many more passengers who book their train
tickets through Tatkal services, the railways have proposed to run special
long-distance trains. Even passengers on waiting lists will benefit, once the
union railway ministry accepts the proposal. Passengers often line up as early
as 8 am at Tatkal counters to reserve a spot.“We will be presenting the pro-
posal of running special trains forTatkal passengers to the union railway min-
ister,” said Subodh Jain, general manager of Central Railway and member
(engineering) of the Railway Board. Hopeful commuters line up as early as 8
in the morning to get tickets through Tatkal bookings, but often return empty-
handed, as these get booked within minutes. To give them a fair chance, the
railways have now barred travel agents who would hog a chunk of the berths
from booking tickets online during the first two hours of business.As per the
current proposal, the railways intend to run back-to-back trains to ease the
pressure. They also plan to add extra coaches to existing rakes to accommo-
date more bookings. The number of people opting for Tatkal bookings in-
creases during holidays and summer vacations, and even the waiting list climbs
up to 300-400 people, including those who have registered through Tatkal.
Sources in the railways said the additional trains would have between 15-18
coaches, unlike regular outstation trains that have about 20 coaches.

they discovered that the
hospital has given the
body to one Kadam fam-

Mahajan, who hails
from Nashik, was admit-
ted to the hospital for a
valve replacement sur-
gery.After he died yester-
day, the family kept the
body in the morgue. Later,
when the relatives went to
claim the body to perform
the last rites, they realised
that the body was miss-
ing.

“When we confronted
the hospital administra-
tion, they tried to play
down the goof-up. When
we contacted the
Kadams, they too were
shocked to know that the
hospital gave them the
wrong body,” said Sachin
Mahajan’s brother. “The
hospital administration
then sent Kadam’s body
to his house, while my
brother’s body, which
was in another hospital,
was brought back,”
Sachin said. “The hospi-
tal had earlier instructed
us to take Kadam’s body
and exchange it with
Mahajan’s body some
where on the way,” said
one of the relatives.“The
hospital administration
was initially reluctant to
help the family and shared
information about the
Kadam family only after
they raised an alarm,”
Sachin said. Likewise, the
Kadam family too was
shocked with the goof-
up. “My uncle Dilip
Kadam died at Ruby Hos-
pital on Saturday. We de-
cided to bring the body
on Sunday, as his son’s
practical exams were on.
As the body was
wrapped in cloth, we
didn’t see the face. It was
only when we removed
the cloth to bathe the
body that we realised that
he was not my uncle,”
said Kadam’s nephew.
Meanwhile the
Mahajans demanded an
apology from hospital
administration for the
goof-up. “The hospital
has given us a letter
apologising for the inci-
dent,” Sachin said. How-
ever, when the Mahajans
demanded to meet the
hospital officials, the ad-
ministration called up the
police. “The hospital au-
thorities have spoken to
the relatives and also is-
sued an apology letter.
Besides, they have called
relatives on the Monday
to pay some compensa-
tion for the goof-up that
happened on their part,”
said VK Jachak, assistant
police inspector of
Mangaldas Road police
chowky. The Mahajan
family has decided to do-
nate the compensation
amount to an
organisation or some-
one needy. Speaking to
MiD DAY, medical direc-
tor of the hospital Sujata
Malik said, “We have is-
sued an apology letter to
the concerned family,
and the bodies have
now been handed over
to their respective fam-
ily members.” When
contacted and asked
about how the goof-up
happened, the chief se-
curity officer of the hos-
pital Lt Col (retd)
Satishkumar Bhatia
threatened this reporter,
saying that he would sue
the publication if we

With monsoons coming up soon, Brihanmumbai
Municipal Corporation (BMC) has begun giving out contracts
worth Rs 112 crore for desilting nullahs in the city. However,
many citizens have been complaining that the small nullahs
are left out of the cleaning process. Keeping this in mind,
this year, the civic body has invested Rs 2 crore in buying
two new machines that will help desilt the small nullahs in
the city for the first time. This is the first experience of the
Storm Water Drain (SWD) department with these machines,
which were earlier used for sewerage operations by the
Sewerage Operation (SO) department.
BMC gives out contracts every year to have a proper
drainage system in place, so flooding due to clogged drains
can be prevented during monsoons. Earlier, the small nullahs
would be ignored and would add to the woes of residents
during monsoons. The civic body was also blamed of ignoring
the issue and not keeping a check on the contractors working
on cleaning the nullahs.
Sachin Parkar, a resident of Ghatkopar, said, “Silt has
always been a problem, and the BMC doesn’t do it at the
ground level, only giving out tenders. I doubt if these machines
will be used to clean small nullahs. If the big ones nullahs
are lying unclean, the contractors surely won’t bother to clean
the small ones.” The administration however claimed that
the department will be operating these machines directly
and there will be no third party involved in the process. “We
are experimenting with this kind of machines for the first
time,” said Laxman Vhatkar, Chief Engineer (SWD). “The
work has already started in some parts of the city. These
machines are helpful for the small nullahs where work cannot
be done manually.”
SENIOR COP'S JEEP STOLEN,
RECOVERED IN SEVEN HOURS
In what can be counted
as one of the fastest
stolen-and-recovered
incidents, a Mahindra
Bolero belonging to senior
police inspector,
Mantralaya security, was
stolen around 3 am on
Friday night from his police
residential quarters in
Mahim, only to be found
abandoned by cops at 10
am on Saturday.

Dilip Kendre had parked his
official vehicle, a Mahindra
Bolero, outside building No
8, New Police colony, near
Raheja Hospital, Mahim, on
Friday night. “On Saturday
morning Kendre found the
jeep missing. He
approached the Mahim
police and lodged a theft
case around 7 am,” said a
police officer from Mahim
police station. The police
started a search and a
message about the
missing vehicle was also
flashed on wireless police
devices. Luckily, the cops
didn’t have to go very far.
The jeep was found
abandoned around 2 km
away from his residence at
Raja Badhe Chowk around
10 am. “Prima facie it
appears that the
unidentified accused took
the jeep for a ride and
parked it at a corner when
the vehicle ran dry,” said
the police officer. The
Mahim police handed over
the jeep to Kendre and a
search is on for the
culprits. “We are checking
if there are any CCTVs in
the area for some footage
of the accused,” he added.

Councillor put in fake social service
certificate to get nominated
The Central police in Ulhasnagar have booked Sanmukh
Manwani alias Annu for submitting fake certificates to the
Ulhasnagar Municipal Council to obtain the post of a
councillor. The police have also booked the chairman and
members of the Sai Baba Educational Trust (SBET), who
allegedly issued the fake certificate to Manwani. Late on
Saturday night, the police registered an FIR against Annu
Manwani, SBET chairman Sheetaldas Harchandani, SBET
members Murali Makhija, Manohar Makhija and Suresh
Harchandani under sections 420, 465, 467, 471, 171 (g),
409 and 34 of the IPC for forgery and cheating. According to
the police, Manwani, a well-known businessman, submitted
a certificate to the Ulhasnagar Municipal Council stating that
he was the secretary of SBET and had done a lot of work for
deaf and dumb children. On April 9, 2012, members at a
special general body meeting nominated him as councillor,
on the basis of this certificate.
