This session will discuss the Southeast Florida Regional Climate Change Compact agreed to by Palm Beach, Broward, Miami-Dade and Monroe counties in SE Florida, and their partnering with the South Florida Water Management District. The 5.6 million residents of the four counties exceed the population of 30 states and represent 30 percent of Florida’s population, and are situated in one of the nation’s areas most vulnerable to climate change. The session will detail the Regional Climate Change Compact’s objectives, its accomplishments to date and the ongoing development of a regional climate action plan.

- Good afternoon… Climate Change and Post Disaster Redevelopment have been to separate efforts that would have to converge and integrate in the near future.
- Post-Disaster Redevelopment has been a concurrent state effort providing guidelines to local solutions after catastrophic events These projects have been funded by a FEMA Hazard Mitigation Grant administered by the Florida Division of Emergency Management. Could be applicable in AAA Need to be coordinated with the Regional Climate Change Action Plan
- Palm Bch Co adopted a new Countywide PDRD in 2006 in reaction to the 2004-5 series of hurricanes that hit the County one after another. In 2007 the state completed pilot PDRPs for several local governments INCLUDING: Panama City, Hillsborough, Nassau, Polk, Manatee and Sarasota Counties. The result was the release of a the guidebook: Post-Disaster…..
- Let’s talk a little bit about PBC’s PDRP Highlight ACTIVATION, example of Emergency Operation Centers (EOC) activation before and during hazard events
- As my predecessor speakers indicated Compact partners are n the process of unveiling a Regional Climate Change Action Plan Have developed the concept of Adaptation Action Areas which was enacted in 2011 GM Legislation early this year. All these concepts need to be coordinated and integrated into the PDRPs
- A comprehensive PDR Plan also needs to address all potentially catastrophic effects resulting from climate change. Sea Level Rise could take 40 to 90 years to become visible, therefore its long-term implications Heightened cyclonic activity, droughts and rainy events are already here and might be the initial test of PDRP’s and for the Regional Action Plan. Lets look at some recent events:
- These are the type of events that will test PDRP’s and Climate Change Action Plans way before the impacts of SLR become an evident hazard to our region.
