What will the future hold for
EU-BR collaboration in TICs?
The SWAMP Vision
2. • 1st BR/EU Joint Call: 2010/2011 (https://goo.gl/fpThxm)
– Microelectronics/Microsystems, Networked Monitoring and Control, Future Internet -
experimental facilities, Future Internet - security, e-Infrastructures
• 2nd BR/EU Joint Call: 2012/2013 (https://goo.gl/XMTCfi)
– Cloud computing for Science, Sustainable technologies for a Smarter Society, Smart Services and
applications for a Smarter Society, Hybrid broadcast-broadband TV applications and services
• 3rd BR/EU Joint Call: 2014/2015 (https://goo.gl/ss4pmL)
– Cloud Computing (including security), High Performance Computing (HPC), Experimental
Platforms
• 4th BR/EU Joint Call: 2016/2017 (https://goo.gl/B6DVxK)
– Cloud Computing, IoT Pilots, 5G Networks
• 5th BR/EU Joint Call: 2019??
Context
3. Challenges
• Synchronization of project start time given the different
legal frameworks in Brazil and Europe cause problems
• EU/BR cooperation with other countries requires a more
flexible framework (documents, system, agreements) to
consider non-EU/BR countries
– System for the grant agreement does not fit the existence of non-EU
countries in the consortium
– DoA does not include BR partners (valid also for RNP)
• WP leaders and deliverables must be responsibility of EU partners
• That requires a different plan that is not the real plan
7/27/2018 SWAMP 3
4. Collaboration
• Collaboration must be “for real”, i.e., partners must start
new collaborations with each other, particularly from
different continents
▪ Collaboration between EU and BR partners must be enforced in various
levels
▪ Collaboration should be a very important measure of success
• Distance impose difficulties for collaboration
▪ Measures must be taken to enforce such collaboration
▪ Longer term (>1 month) visits from EU and BR must be enforced
▪ Might be a required budget item
7/27/2018 SWAMP 4
5. Collaboration
• Projects have deadlines and there is not enough resources
for doing much different research activities
• Collaboration with other projects (EU/BR or EU) might be in
the level or organizing joint events (workshops, etc.)
▪ Projects should be encouraged to promote joint activities/events
▪ Sharing results, expertise and lessons learned
▪ Promoting the reuse of solutions from other projects
• Calls on CSA (Coordination and Support Action) projects
▪ Ex: EUBrasilCloudForum

6. • How do we enforce collaboration on the fly?
• Suggestion: create an open research ecosystem
– Open source
– Open data
– Open access
– Open innovation
– Open prototypes
– Open experiences
– Open experiments
• How do we enforce such an open research ecosystem?
– EU-BR Large Scale Pilot Program with calls for subprojects

7. • How do we enforce collaboration on the fly?

Openness
8. • Results
▪ 4 calls, 193 proposals, 20 projects funded with
25 M € each side involving ~200 institutions
• Excellent results in international collaboration at least for
Brazilian universities
• BR-EU calls influenced a first BR-US call
• Similar BR-EU calls should be extended to other areas
(beyond ICT)
• Brazil and EU must continue with joint calls
• Barriers for new participants should be lowered
Lessons
9. • ICT for big broad societal challenges from both continents
– Climate changes, Sustainability, Circular economy, Urbanization
• Some Verticals/Applications
– Water, Energy, Food, Air
• Technologies
– IoT, Big Data Analytics, 5G, Artificial Intelligence, Quantum
Computing, and Blockchain
• EU-BR Large Scale Pilots?
