Shri Narendra Modi approved the proposal of
Department of Telecom (DoT) to proliferate
Broadband through Public Wi-Fi networks
under the framework of the Prime Minister’s
Wi-Fi Access Network Interface (PM-WANI)
on
9th December 2020.

01 Public Data Office (PDO)
It will establish, maintain, and operate only
WANI compliant Wi-Fi Access Points and
deliver broadband services to subscribers.
03 App Provider
It will develop an App to register users and
discover WANI compliant Wi-Fi hotspots

DoT issued the guidelines for 'Registration process of
M2M Service Providers (M2MSP) & WPAN/WLAN
Connectivity Providers for M2M Services’ on 08-02-2022.
Based on :
oTRAI’s recommendation on "Spectrum, Roaming and
QoS related requirements in Machine-to-Machine
(M2M) Communications" and
oViews of M2M industry stakeholders.

23. M2M Communication - A communication b/w two or more
entities (object/devices/things) based on the existing &
evolving communication technologies that do not
necessarily need any direct human intervention.
M2M Services - Services offered through a connected
network of objects/devices, with unique identifiers, in which
Machine to Machine (M2M) communication is possible with
predefined back end platform(s) either directly or through
some gateway.
Examples of M2M services include fleet management,
supply chain
management, agriculture automation, smart utilities
including power, water, gas etc. 23
24. 13-digit numbering scheme for SIM based M2M devices
DoT has finalized 13-digit numbering scheme for SIM based M2M devices and allocated
13 digit M2M numbering series to telecom licensees.
Structure of 13-digit numbering scheme is:
Five codes of 3 digit each (559, 575, 576, 579 and 597) allotted as M2M identifier.
The 13 digit M2M numbering plan is implemented from 1st October 2018. From this date
onwards, all new M2M mobile connections are being allocated 13 digit numbers only.
Migration of existing 10 digit M2M numbers to 13 digits shall be completed by 31st
March 2019.

26. Types of M2M Registrations
M2M Service Provider (M2MSP) - an Indian company, or
an LLP or a partnership firm which provides M2M
services to third parties using telecom resources.
WPAN/WLAN Connectivity Provider - an Indian company
or an LLP or a partnership firm which uses WPAN/WLAN
technologies for providing M2M connectivity for
commercial purposes, operating in unlicensed spectrum.
