2. Sibugay Subanen Youth was established
by a group of Subanen tribe subanen
students in Zamboanga peninsula in 2014
and was officially recognized by the NCIP
with support from GSA. It is the first
organization established for Subanen
youth and the first Subanen organization
established in Philippines.
3. The original purpose of the development of
SSY was to mobilize indigenous youth as a
strong group in which the members could
help support each other by acting as a
social network in the city , municipality and
barangay, as well as to build their capacity
towards working as Subanen community
development workers in the future.
4. As the number of Subanen students in
Zamboanga Peninsula increase, the
members of SSY also increase which also
expands out to the provinces. SSY has more
than 100 members, approximately 30 of
which are involved in all SSY activities and
the remainders are based and work in the
provincial areas.
5. National and local consultants have been
recruited to help this new organization
develop its own strategies with full
participation from its members and partner
organization, such as the NGO Forum, NCIP,
GSA, PYPO, PBS, NAPC etc.
6. has provided assistance to support the core
training of the organization as well as some
field activities such as, providing awareness
raising on legislatives related to indigenous
community people livelihood to the
community people in their village through
the community dialogue, conduct surveys
to gather statistics of the Subanen youths,
7. especially the youths at schools,
documentation of the custom and traditions
of the Subanen people. NAPC has also
provided support to build the capacity of
the operation unit of the association
including organization of the full assembly,
build up the management system.
8. SSY’s strategy plan has a strong focus on
helping to improve indigenous youth’s
access to education and abilities to gain
further professional experience, whilst
still upholding the importance of their
custom and traditions.
9. Vision:
Subanen people are strong, able to
protect their natural resources, traditions,
cultures, and rights. Developing the
capacity of subanen youths, who are the
key human resources and future of the
subanen people, will help contribute
towards sustaining their livelihoods.
10. Mission:
To Consolidate all Subanen youths of both
sexes studying in Zamboanga Peninsula
and other provinces towards building a
strong network. This will help strengthen
their solidarity and allow them to build
strong capacities, empowering them as
the future generation of the Subanen
communities they represent.

To Help Subanen communities in ensuring
the protection and security of their land
and natural resources; improving their
access to healthcare, the maintenance of
their livelihoods, particularly their
identities such as custom, tradition,
beliefs and languages.
12. Objectives:
1) Develop a strong network of Subanen
Youths throughout Zamboanga Peninsula
and the Provincial areas, to help enable
them to support each other, build their
capacities and work collectively in their
communities.
13. 2) Help to support indigenous youths both
women and men with acquiring
higher education as well as gaining useful,
practical experience with partner
organizations.
3) Improve indigenous children’s access
to education, boys and girls alike, and
develop the standard of teaching facilities
in the communities in the provinces.
14. 4) Offer support to the subanen
communities dealing with challenges over
land ownership and the management of
natural resources used to sustain their
livelihoods.
5) Advocate for the recognition subanen
people’s rights and the significance of their
culture, through increasing public awareness
and campaigning for further legislative
support.
