4. + Problems
MOPAS was entangled with the challenges of developing a system that
would allow its current multi-pronged database management systems
(DBMS) to be integrated into one system. Specifically, MOPAS’ goal was
to create a centralized information system where citizens could utilize its
E-Signature Authentication System for all of its agencies with a single
occurrence. Three core areas presented the greatest challenges.
 The current system configuration lacked performance capability within each of
MOPAS’ departments. With each possessing a separate traditional on-disk
Database Management System (DBMS), weaving the respective department’s
DBMS together was unrealistic.
 The total cost of operating and maintaining the existing system, exacerbated by
its fundamental inadequacies, resulted in an uncontrollable increase in spend.
 Government systems, by design, have complex security features which escalate
high latency. This unavoidable reality, undermined by a malfunctioning, existing
DBMS, contributed to an ever-present risk of calamitous system failure.

ALTIBASE’s HDB in-memory DBMS built-in High Availability (HA) -
Replication features, enabled MOPAS to quickly integrate data
from all departments into one centralized information system1.
This allowed 24x7 services for all citizens.

1) MOPAS has installed ALTIBASE HDB as a hybrid database on
an IBM P590 system with 4 x 1.5 GHz 8-core; 16 GB of memory
and 3TB of disk. Active-Active Replication

6. + Results
 MOPAS integrated all administration departments into one
central system enabling user’s real-time access and single
execution point to the E-Signature Authentication System.
 MOPAS continues to grow with such features as its E-Council
Services, which is also administered in real-time.
 MOPAS’ legacy system allowed for fragmented processing of
800,000 transactions. With ALTIBASE HDB, it now processes 1.2
million transactions in real-time.
 By utilizing ALTIBASE HDB, MOPAS reduced their system
maintenance and development costs, whiled yielding a high ROI.
