Quick Overview of the Berkshire West Integration Programme
The Berkshire West 10 Integration Programme s was created to deliver innovative approaches to deliver good quality
health and social care services, focusing on prevention and early intervention, better integration, improved leadership
programmes to deliver efficiencies, effectiveness and better quality of services that people need. The Integration
Programme encompasses 10 key partners within health and social care organisations across Berkshire West, which
includes 4 Clinical Commissioning Groups, 3 Local Authorities, 2 Acute Trusts and SC Ambulance Service.
Quick Overview of the Market Management Programme
This project was created as an enabler project for the Berkshire West 10 Integration Programme in order to manage
and shape the social care market across Berkshire West. The ambition of this project is to have a shared vision,
collaborative working and consistent approach to market management. This will support efficiencies and market
management through collaboration and joint commissioning. Secure and ensure there is a supply of good quality
services that deliver good value for money and increased social vale for the local economy.
Stuart Rowbotham –Director of Adult Social Care, Health and Well-
being
Stuart is Director of Adult Social Services for Wokingham Borough Council
since 2008 and to-date. He is also the Director, Health and Wellbeing
integrating adult social care, housing and public health proactively.. Stuart
is a Registered Nurse with over 30 years work experience in health and
social care. He took up legal training and obtained a law degree and a
Diploma in Legal Practice(Public Law).
Over a varied career, Stuart has worked frontline and management in both
social services and health, primarily in services for older people and
people with learning disability. He also held commissioning positions both
as a health and social care joint commissioner and commissioning director
for Local Authorities. Stuart has worked in various London Authorities as
well as Nottinghamshire and Northumberland.

Gabrielle Alford – Director of Joint Commissioning
Gabrielle joined Berkshire West CCG's as Director of Joint Commissioning
in April 2013. Gabrielle trained at University College Hospital London and
is a registered general and mental health nurse. She has 30 years’
experience working in the public sector across the NHS and local
authorities. She studied for a Post Graduate Diploma and Masters in
Health Promotion. She also worked in senior nursing and management
positions in and across London.
She also served as Locality Director, Director of Services in Camden and
Islington Mental Health and Social Care Trust.
In 2004 she relocated to Surrey and moved in to the PCT as Associate
Director Roles in commissioning/strategic planning and partnerships.

Brigid Day

Brigid Day - Head of Commissioning and Improvement –Reading
Borough Council
Brigid is responsible for commissioning of social care for adults and
children; has oversight of corporate procurement; workforce development
and the performance and systems team. Brigid is a qualified social worker
and an experienced manager having covered all areas of social care
during her 30 year career. Brigid has avid interests in safeguarding and
quality assurance in commissioned services.
In her previous position as Head of Transformation, Brigid was
responsible for leading the implementation of personalisation
TLAP/Putting People First; development of a lifelong disability service for
adults and children and led other major change projects (process
redesign; new IT system; eligibility criteria; telecare).

Louise Palmer Commissioning Manager –Reading Borough Council
Louise has over 11 years of experience in commissioning social care and
health services for adults and children, managing teams, procurements,
strategy and service reviews in local authorities and the NHS. Prior to
this, she managed significant private and publicly funded projects in the
voluntary sector. She has a particular interest in finding innovative ways of
filling service gaps and in effective partnership working across providers
and other commissioning bodies, gaining a Masters in the subject. Her
work experience has included working in the London Borough of Ealing
and currently in Reading Borough Council.

BW10 Integration Programme
Naseema Khan – Programme Director of Berkshire West 10
Joined the BW10 Partnership in September 2014 and has been
instrumental at a strategic level in putting together the work programmes
of the BW10 Integration portfolio. Naseema is a freelance consultant with
over 15 years of experience in successfully delivering diverse, challenging
and complex programmes in small, medium and complex multi-
dimensional and multi organisation settings.
Her portfolio consists of delivering programmes covering strategic
transformation, cost improvement, business growth, business change,
turnaround & recovery. Clients have included, DH, GMC, NHS NW, Nene
CCG, BW CCG’s. Naseema has also worked as a Health Gateway
Reviewer providing independent programme assurance.
