The Impact Report of Public Private Partnership by Youth Bandung (Jan 2020) is prepared by Future City Summit and Good City Foundation as part of the development program series "Public Private Partnership by Youth", hosted together with Bandung City Government, Tourism Board and Heritage Development Board, in January 2020.
The report also documentations the development and design process of digital heritage renewal and development plan as part of the urban development plan of the city. It captures the rough design plan of the Urban Data Lab as a consortium of technology companies, development organisations and the dedication of the Bandung City Government.

uture City Summit (“FCS”) (Hong Kong
Company Registration Number: 2545289) is a
non-profit non governmental organisation
based in Hong Kong founded in 2016 with the Global
Partnership Seed Fund of The University of Hong
Kong. FCS visions an acceleration of thinking of
charismatic future cities through public and private
partnership. The organisation has been operating
with project series “Public Private Partnership by
Youth '' with stakeholders including Social Youth
Business Global, Harvard Graduate School of Design,
Asian Development Bank and corporates such as
KPMG. FCS annually hosts General Assembly to
accommodate 200 stakeholders and guests from 24
countries from Asia, Africa and Europe, through which
Emerging Future Cities Network is established for
industry specific and geo-sociopolitics specific
development.

andung is the capital city of West Java
province in Indonesia. Located just
around 100 km from Jakarta, Bandung
shows its robustness in economic and city
development. Bandung is the fourth most
populous city in Indonesia after Jakarta,
Surabaya, and Bekasi, with over 2.5 million
people living inside the city. Located more than
700 metres above sea level, Bandung has a
cooler year-round temperature compared to
other Indonesian cities. This makes Bandung a
popular destination amongst domestic and
international tourists. This attractiveness to the
tourists also put Bandung as one of the main
hub of creative economy cities in Indonesia.[1]
The city of Bandung is famous for its heritage
from the Dutch Colonial era. There are more
than 1700 heritage buildings scattered around
the city, both privately and publicly owned.[2]
The heritage renewals project of Bandung has
been kicking since a decade ago, with the target
of increasing the number of tourists coming to
Bandung. Under the current government of
Bandung (Mayor Oded), the heritage renewal
project is one of his main focuses.

he Public Private Partnership by Youth (“PPP
by Youth'') initiates a series of programs taking
place in designated emerging future cities
through the collaboration of local government and
Future City Summit. The initiative missions to address
local needs through emerging young leaders from
sectors and followed with funded implementation
and capacity building programs by advisors of Future
City Summit organization. Future City Summit is
designed with a flow of knowledge to action
transformation and a commitment process. Through
a series of thought discussion and learning with
keynote sessions (fireside chats), panel sessions, and
then sharing of best practices FCS cultivates a cross-
sectoral multistakeholder development and
partnership model for emerging Asia.

ur Bandung PPP by Youth 2020 kicked off with a
keynote session by one of our advisors, Richard Hsu.
Richard is the co-founder, co-producer, co-curator, and
creative director of Pan-Asia Network. Pan-Asia Network is a
platform for people, especially from Asian countries, to
collaborate with each other and create impact for the common
goods. Pan-Asia Network aims to integrate technology,
business, society, culture, education, and heritage so that it can
achieve its goals in improving people’s wellness. Richard is
also a TEDx ambassador to China of TEDx Shanghai.

In his keynote speeches, Richard talked about
how people with small scale ideas, whom he
met from all around the world, have been able to
create big impacts. These success stories are
examples that bottom-up approach of
development, putting people at the heart of it, is
the way forward for our generation.
He also underlined the importance of our
generation creating big impacts for our
community first. Without the wind of change
from the youth and the local community, the
development would be slower and stagnated.
He sees the wind of change can be created by
telling local unique stories, so that it can invite
and attract talents from all around the world
meeting local talents within every society.

O
ur second keynote session was also
done by one of our advisors, Vladimir
Bataev. Bataev is an expert in smart and
circular urban solutions, focusing on applying
technology to urban environments. His main
domain is the integration of transport, energy,
and urban infrastructure with the help of ICT.
Vladimir has been working on several projects
around the world, namely in Malaysia,
Kazakhstan, Belarus, Finland, Italy, and
Netherlands amongst others.
Bataev’s keynote speech stated the importance
of ICT integration with the development of the
city. With megacities facing similar problems
around the world, namely air and water pollution,
waste management, traffic congestion, and
floodings, ICT may help them in minimizing the
negative impact of those problems facing the
megacity.
He also underlines the importance of ICT in
levelling up the city. This can be done by
improving public transportation, as well as
traffic efficiency. This will create a whole better
experience of the city for the people.

andung, as an Emerging Asia, has many
heritage renewal projects. Sri and Rina,
officials from Bandung City Government,
stated that the heritage buildings were built
mainly in the Dutch Colonialism era. The
heritage renewal projects are now being done to
increase the tourist numbers by improving the
appearance of the city. In Bandung, alone, Sri
stated that there are now policies implemented
to incentivize the private heritage building
owners, so that they can renew their buildings
by themselves. The policy states that there is a
70 percent tax break to help the heritage
building owners with their maintenance and
renewal cost.

In renovating the heritage buildings, Calvin also
give his insight. For him, the most important
value of the buildings is the historical value. This
is the first value to be preserved when talking
about renewing a heritage building. Secondly,
another important value of the heritage
buildings is visual value. How can this be
preserved so that it doesn’t change the
appearance significantly.
After those two values are preserved and the
buildings are renewed, the next question is the
maintenance. Would there be any negative
impact to the heritage buildings if it is used as a
tourism destination? This question would be
uniquely answered depending on the quality of
the building itself. The government should have
the ability to check whether the building is able
to be used as a tourism destination.

I
n integrating the local community to foster
the creative economy, Sanny Megawati,
official from Bandung government, stated
that Bandung has a comprehensive approach
called “Pentahelix Approach”, with academia,
media, government, community, and business
integrates with each other. Megawati believes
that this approach would take the Bandung
economy forward, with the people at its heart of
development.
Sanny Megawati also stated that the Bandung
government is now working with UNESCO
Creative Cities Network (UCCN), after becoming
a member of it since 2015, in developing
Bandung’s creativity. Each year, the Bandung
government focuses on a few specific sub-
sectors of the creative economy, so that the
government can focus on developing each sub-
sector annually.

In fostering the creative economy of Bandung,
Richard puts so many insights into the
Bandung government. First and the most
important thing is the Bandung government
has to be able to position itself amongst
Indonesia cities. This will give a clearer picture
of Bandung, as a secondary city, in
complementing the major cities like Jakarta or
Surabaya, as well as standing up for its own as
an independent city.
He also gives insight about how Bandung can
understand the regionalism of Indonesia.
Bandung, with its unique factors, should
understand the regionalism of Indonesia.
Bandung can position itself as a hub for creative
economy in West Java, Java, or Indonesia. The
most important thing is how it should firstly
understand the regional identity in Indonesia,
then position itself accordingly.

D
ata plays a big role in shaping our
society today. With data, the
development of a city can be
accelerated through the implementation of ICT.
This concept is famously known as Smart City.
As a concept, Smart City is not new anymore.
But the limited implementation of it across
Indonesia cities, with Bandung as no exception,
means there are rooms for improvement there.
With data, as Bataev emphasized, that can give
a clearer picture about which policies should be
implemented to tackle Bandung’s problems.
This can give more efficiency in the policies
taken by the government.
Precious Silva also gave insight about how
digitalization of a society can help improving
their quality of life. She brings the example of
PearlPay that digitizes the rural banks of the
Philippines. Before, the people in rural areas
could only rely on conventional bank accounts.
Now, with PearlPay, more and more people have
mobile access to its own bank account via its
smartphones. This is an example of
digitalization that can be executed in Bandung,
especially in its Greater Bandung areas.

Design Jam
T
he Urban Data Lab Design Jam was a
two-day long hackathon, aiming to
innovate the Urban Data Lab concept
that will be executed in Bandung, with
cooperation of Bandung City Government. The
ultimate goal of the Urban Data Lab Design Jam
is to create a co-working that is not only for
startups, but also inclusive to the local and
youth community of Bandung. This concept of
Urban Data Lab also needs to integrate
Bandung’s local culture and heritage.
The judge for the hackathon was Richard Hsu
and a representative from Bandung City
Government. There are five teams that work for
the design jam. At the end, Richard, as the head
of the judges, decided that all the concepts will
be integrated to the executed plan of Urban Data
Lab.

ur PPP by Youth in Bandung ended with
a closing ceremony by the vice mayor of
Bandung City. This is celebrated with a
commitment statement given by Good City
Foundation to the Bandung Government. This
commitment includes the plan of developing
Urban Data Lab in Bandung. This Lab would be
run both by Good City Foundation and Bandung
City Government after all the process has
finished.
The Urban Data Lab will tackle main challenges
faced by the Bandung Government, especially
but not limited to, the development of tourism,
creative economy, and heritage renewal projects.
Urban Data Lab will focus on the usage of data
in enhancing Bandung’s development as a city.
Good City Foundation will also work with several
stakeholders and partners in developing Urban
Data Lab.

U
rban Data Lab is a defined as a
development project established
between Good City Foundation(“Future
City Summit”) and Bandung Tourism Board, City
Government, as a sustainability implementation
upon Development Program “Public Private
Partnership by Youth Bandung 2020” in January
2020, with the initial Commitment Letter
presented by Good City Foundation(“Future City
Summit”) to the Bandung Tourism Board.
The Urban Data Lab is a development project as
first a consortium of technology and digital
companies and related ventures and
organisations in alliance as a bundle of urban
solutions to address the urban digital
infrastructure transformation in the emerging
city of Bandung. The alliance(namely “Garuda
Digital Alliance”) and other relevant and invited
partners shall together build the sustainability
model, financially and socially, on the
digitalisation of the relevant domains in the city
as a part of smart city development, echoing
also relevant development agenda of Bandung
City such as “Braga and Beyond” and others.
With the implementation and formation of
relevant alliance and consortium, Museum Kota
Bandung is the first sponsored and partnership
heritage building provided by the City
Government for alliance and consortium
implementation, urban solutions showcase and
as a urban digitalisation demonstration and
model experiment lab, hereby “lab” refers to
policy consolidation, business modeling,
stakeholder and impact evaluation and
advancement.
As a whole the working consortium and the
heritage building(old and the new building)
provision serves as a digital transformation
model, the Urban Data Lab visions to develop as
a heart and brain of the city for basing central
big urban data and hence the related internet of
things and urban analysis.

Museum Kota Bandung has been a national
level heritage building with preservation of
National Heritage Board and City Government of
Bandung City.
With the idle of other 1,600+ heritage buildings,
the City Government of Bandung faces
development challenges of how they can be
better utilised for economic development in
society.

Bandung City has been relying on tourism, art
and design industries, the now face a digital
