INSPIRE, ENERGIZE, IMPACT, LOVE
By any measure, 2013-2014 was a good
year for the Community Foundation for
the Alleghenies. As you can read in these
pages,revenue was strong,our investments
performed well, and our grantmaking
was particularly active. We continued the
growth of our staff, welcoming Nancy
Marley as our new donor services officer,
who came aboard full-time to supplement
Carol Stern’s good work. Carol has gone to
half-time status, but still reports to both our
Johnstown and Somerset offices.
In the pages of this report you will see
some articles about donors and some
of the projects we are working on. To all
our donors, we can’t say enough about
what your philanthropy has accomplished.
You have made all the difference. To the
nonprofits we partner with, we hope we
have helped our donors strengthen your
good efforts. It’s been said that when
people talk about what they value about
their community, they mention friends
and family, their place of worship, and the
nonprofits they support—that suggests
how much your efforts are valued.
Community foundations are almost by
definition forward-looking, and we like to
think that applies to us, too. It’s amazing to
think this upcoming year the Community
Foundation already will be celebrating
our 25th anniversary. We’ve thought about
what that means and we arrived at the four
words in the title above—“Inspire, Energize,
Impact, Love.” This upcoming year we will
work on putting these words into action.
We plan:
To increase recognition of the
Community Foundation for the Alleghenies
by branding it as a respected and positive
force for change;
To grow assets, our unrestricted funds
(which will now be called the Fund for the
Future), connections with wealth advisors,
and Legacy Society membership;
To stimulate philanthropic gifts from
across Bedford, Cambria, Somerset,
and Indiana counties through enhanced
communications;
To highlight the good that is being done
throughout our region and in the process
improve our community’s self-perception;
To encourage others to inspire,energize,
impact, and love our shared community.
Thank you again for a wonderful year.

In all, the Community Foundation has more than 130 volunteer members who provide guidance,
input and represent the Foundation in the community through their volunteerism. Simply saying
thanks doesn’t really seem like enough, but we want you to know how much your support is
appreciated.
Thank you again to Somerset Trust Company for providing space for our downtown
Johnstown and uptown Somerset offices, and to Mark Thomas for our space in Bedford. We
also appreciate those who have volunteered with some type of operational support, including
Linda Colgan, Bruce Haselrig, Denise Spory, Larry Stern and Caroline St. Clair. We also would

The mission of the Community Foundation for the Alleghenies is to serve the best interests of our
donors in perpetuating their philanthropic interest in financially supporting our community, using
the Foundation’s integrity, accountability, and community knowledge.

needs and the effective use

QUESTIONS
n What is a community foundation?
A nonprofit organization that receives charitable
gifts from people, grows those gifts, and awards
grants and scholarships to people in a specific
geographic area.
n How did the Foundation get started?
The Foundation was started in 1990 by a group
of civic leaders who thought our region needed a
vehicle for people to provide for the community in
ways that were important to them.
n How are funds invested?
Funds are invested through Cornerstone Advisors
Asset Management, Inc. Donors have the option of
recommending advisory services. Most, but not all,
funds are permanently endowed.
n What is an endowment?
An investment in the future. Your endowment is
never spent, and a portion of your return is used
annually to make grants to the causes of your
choice.
n How do students apply for scholarships?
In most cases, the first step is to inquire with their
high school counselors or principals as to available
scholarships. Many of our scholarship applications
are now available on our website.
n How do nonprofit organizations receive
grants?
They can apply for grants from our Distribution
Committee Funds twice a year (deadlines are the
last Fridays in January and August). The application
is available at cfalleghenies.org.

INSPIRE
The Community Foundation for the
Alleghenies was thrilled to work with AT&T this
year to award grants to two local organizations.
The grants came from AT&T Aspire, one of the
largest corporate commitments focused on
helping to achieve higher rates of college and
career-ready high school graduates throughout
the nation.
Locally, that meant a $10,000 contribution
to support the Goodwill Industries of the
Conemaugh Valley’s (GICV’s) “GoodFutures
Mentoring Experience” program. This program
provides career-exploration experiences and
mentoring relationships designed to help under-
served students graduate from high school and
prepare for future careers. GICV’s GoodFutures
Mentoring Experience works with youth ages 13–
18 who are at risk for leaving high school or lack
direction for careers.
The contribution was announced at one of
the program’s participating sites, Tranquility
Gardens in Johnstown. Tranquility Gardens is a
project of the Community Intervention Initiative,
a volunteer driven mentoring program that works
with Goodwill and other organizations to connect
youth with caring adults.
Additionally, and in further support of its
mission, AT&T Aspire also contributed $10,000
to support The Learning
Lamp’s summer camp
programming, which
focuses on science-
learning and connects
at-risk youth with the
outdoors through field
trips and curriculum. Held
at their outreach sites in
Moxham, Prospect, and
Oakhurst,these programs
help to combat the
“summer slide” in which
students fall behind
in math and science
during the summer.
They engage kids who
are likely to dropout of
school and are unlikely
to pursue STEM
(science, technology,
engineering, math)
careers.
“High school success and workforce
readiness is a top priority for AT&T,” said Jim
Penna, AT&T’s regional director for external
affairs. “These initiatives are excellent examples
of the private sector teaming up with nonprofit
organizations to help at-risk youth in our
community better understand what it takes to
succeed in high school and beyond.”
AT&T Partnership Grants
Leveraging Scholarship Dollars
Each year, thanks to scholarship funds
established by many of our donors, we award
hundreds of scholarships to graduating high
school seniors and other students.
Through our partnership with the Pennsylvania
Higher Education Assistance Agency (PHEAA) and
its Partnerships for Access to Higher Education
(PATH) matching scholarship program, we also
have the ability to leverage additional PATH
scholarship funding for some of the area’s most
needy students.
Last year, as the only approved PATH partner
throughout Bedford, Cambria and Somerset
counties, we secured more than $76,200 in PATH
scholarships for 73 of our scholarship recipients.
These additional funds helped the students
continue their studies in the fields of nursing,
business, agriculture science, education and more.
To be eligible for a PATH match, students
must first receive a scholarship from an approved
PATH partner, such as the
Community Foundation for
the Alleghenies, and attend
a Pennsylvania college or
university. If they meet
additional criteria established
by PHEAA and their colleges,
they are awarded a matching
PATH scholarship that can range from $500 to
$2,500 within an academic year.

K-9 Unit Receives Groundswell of Support
One of the Foundation’s new funds for 2013-
14 was the “K-9 Community Fund,” established
by the Cambria-Somerset Labor-Management
Committee to support the needs of the City
of Johnstown’s Police K-9 Unit. Under the
leadership of Jack Babich and Timothy Custer,
this fund received tremendous community
support, raising more than $70,000 to purchase
two fully equipped K-9 vehicles.
“Our K-9 Unit operates on a very thin budget.
It was desperately in need of new vehicles,
and had been for years. It costs approximately
$35,000 to purchase and outfit a new vehicle,
and the City simply had not been able to afford
to do so. The K-9 Unit itself does as much
fundraising as it can, and is able to support the
basic expenses to maintain its dogs. But it just
hadn’t been feasible to purchase the necessary
vehicles. This fund was a tremendous asset to
those efforts,” said City of Johnstown Police
Chief Craig Foust. “When Jack Babich came to
us with the idea of starting this fund, we were
very appreciative. We’d been fundraising for
some time, but we really needed some outside
support. Although the vehicle itself is a direct
asset for the City, it’s something that will be
used throughout Cambria County. We’ve also
agreed to extend our reach as much as possible
into Somerset County, too, when needed and
available. This initiative should support the K-9
Unit for about 12 years.”
Some of the many partners in the effort
included contributions from Laurel Auto
Group, Team Force, EADS, Cambria Industrial
Development, and many other donations from
businesses and individuals.
“The Foundation exists to make it as easy as
possible for donors to support the causes that
they care about. In this case, the initial donors
identified a real need, assembled partners to
help make their goals efficient and effective,
and engaged the rest of the community in the
effort. It was a true grassroots effort,” said Mike
Kane, Foundation President.
The Community Foundation joined in the recent
grand opening celebrations for the Greater Prospect
Store. This store is a food co-op located along William
Penn Avenue in Johnstown, formed by a collaboration
of Stevens Memorial Holy Church, Bethel A.M.E.,
Pleasant Hill Baptist Church, the Foundation, and many
volunteers and donors.
The store grew out of an effort that began in 2010
to identify and act on the needs of the neighborhood
of Prospect. A working group, board members, and
store committees were formed from representatives
of the neighborhood churches as well as other
interested people.
The group incorporated under the name “Greater
Prospect, Inc.,” and named the store “GPS” to match
their vision of leading Prospect in a new direction by
making Prospect a greater place to live for its residents
and attracting others from outside the neighborhood
who want to be part of their community-building
efforts.
The GPS Co-op provides a safe place to shop for
convenient items like bread and milk and purchase
fresh and freshly prepared food. Additionally, an
energy-efficient laundromat facility on-site is powered
through solar thermal panels. Accessible garden beds
have been planted next to the store and fresh food is
being provided from Sandyvale Memorial Gardens and
other community gardens throughout the city (many of which have been supported by the Foundation
through other grants). Future plans include classes on
gardening, canning and cooking.
With support from the Penelec Sustainable
Energy Fund at the Foundation, the GPS Co-op is in
the process of becoming LEED (Leadership in Energy
and Environmental Design) certified. This will make it
one of the few buildings in the area to meet the high
standards set by the United States Green Building
Council.

Community Garden
at Rockwood
With a very modest grant from the Benjamin Bosler
Fund, the Life Skills students at Rockwood Area School
District embarked on a new program this year. Working
closely with other school groups and mentors, they
planted a community garden outside the main door to the
high school. Three raised beds were constructed by their
classmates in the Tech Ed department. They planted a
variety of vegetables, including onions, broccoli, zucchini,
peppers and pumpkins.
The area’s Master Gardeners assisted in starting the
gardens and the entire school pitched in for the project,
including the school board, administrators and staff. The
Life Skills students maintained the gardens through the
summer and the fresh produce was used to help teach
culinary and nutrition skills.
Child Advocacy Center
This summer, a safe haven for children was created at
Somerset Hospital. Until now, when child victims of physical
or sexual abuse or neglect needed to be evaluated or
interviewed, they had to be transported to an out-of-county
child advocacy center in order to protect their privacy and
follow official procedures. This year, several funds at the
Community Foundation made grants that enabled a Child
Advocacy Center to be developed in Somerset County,
giving the kids and adolescents the care, respect and
expertise that they need close to home. The effort was a
collaborative partnership that included the Foundation and
Somerset Hospital, along with Somerset Children  Youth
Services, District Attorney Lisa Lazzari-Strasiser, Victims
Services, and the state police.

The Bedford County Commissioners proudly
declared June 24, 2014, Kayla Jones Day in Bedford
County, with the following proclamation:
“WHEREAS Kayla Jones is the 11 year old
daughter of Rick and Julie Jones of Bedford,
Pennsylvania; and
WHEREAS, in October 2009 Kayla was
hospitalized at UPMC Bedford Memorial Hospital
with severe pneumonia; and WHEREAS, Kayla,
being inspired by the kindness of a shift nurse
during her stay in the hospital who brought her
stickers, coloring books, crayons, and a stuffed animal;
resolved to Pay It Forward by sharing the same kind of
compassion to others who are hospitalized; and
WHEREAS, Kayla’s compassionate vision has
developed far beyond a personal resolution to Pay
It Forward into a fund program of the Community
Foundation for the Alleghenies called “All 4 Smiles
Fund,” established through the Bedford County
Endowments to help purchase donation supplies; and
WHEREAS, in the years since her hospitalization,
Kayla has not just personally given back, but has, what
one might say, “contagiously” spread her passion
through public speaking both before various civic
organizations
and in her school to show others the reality of her
dream come true and how they too can help; and
WHEREAS,
numerous donation deliveries
to UPMC Bedford Memorial Hospital have been
made and continue to be made to the extent that the
program’s budget to facilitate the need has grown to
approximately $6,000.00 for the year 2014.
NOW THEREFORE, WE THE COMMISSIONERS
OF BEDFORD COUNTY, do hereby proclaim the 24th
day of June, 2014, as Kayla Jones Day in Bedford
County, Pennsylvania and urge the citizens of Bedford
County to recognize the full value of true compassion
and encourage the citizens of Bedford County to
help Kayla continue to Pay It Forward by donating to
the “All 4 Smiles Fund” through the Bedford County
Endowments.”

Kayla Jones Day
Successful Diamonds  Ice Gala
The Diamonds  Ice Gala is an annual black-tie optional
fundraiser, hosted by Omni Bedford Springs Resort and Spa, to
benefit the three not-for-profit organizations. This year, for its
5th anniversary, the event sold out. Members of the Diamonds
 Ice Gala Committee distributed $15,000 each to Bedford
County Humane Society,Your Safe Haven, Inc., and the Bedford
County Endowments/Bedford County Arts Fund.
Make your plans now to attend the 2015 Gala, which will be
held January 31.
The Walter C. Allen, Jr. Fund
We are grateful to announce this past year the Walter C. Allen, Jr., fund was established
through a bequest of nearly $2 million from Mr. Allen to support the Memorial Hospital of
Bedford County. Mr. Allen was born on July 20, 1916, in Bedford. He was a graduate of
Bedford High School and then Lehigh University, class of 1938, with a Bachelor of Science
degree in Electrical Engineering. He was a member of America’s Greatest Generation,
enlisting in the Army Signal Corps in 1942 and honorably discharged as a First Lieutenant
in May of 1946. He first worked for the Pennsylvania Turnpike Commission as a
construction inspector. He then retired in 1977 from the United Telephone Company as
a Chief Engineer. He was a member of the Bedford Presbyterian Church, the Bedford

n ADMINISTRATIVE (page 11)
This is for donors who wish to invest in the work of the
Community Foundation and further its charitable purposes
by helping to defray its expenses. The long-term goal of the
Community Foundation is to be supported entirely by its
administrative endowment fund.
n AGENCY (page 9)
Specific nonprofit organizations establish a fund for which
the income earned promotes its ongoing mission, builds a
nest egg, and attracts future endowment gifts.
n DONOR ADVISED (page 9)
These funds provide donors with a 100 percent tax deduc-
tion for the original and any subsequent gifts. Each year,
the donor suggests deserving charities to benefit from the
fund’s income or principal.
n DESIGNATED (page 9)
These funds allow donors to support the work of up to
three specific charitable organizations and are responsive to
changing circumstances.
n FIELD-OF-INTEREST (page 10)
This allows the donor to support issues of concern, such as
the environment, the arts, health, children or education.
n PARTNERSHIP (page 10)
These funds allow donors to make a gift to the Community
Foundation that then “passes through” to their favored chari-
ty. This may be appropriate when anonymity is important or
when many gifts are planned for a single asset.
n SCHOLARSHIP (page 11)
These funds allow a donor to define the scholarship’s
advisory committee, guidelines for candidate selection and
award use. Scholarships can benefit a particular educational
institution or field of study.
n DISTRIBUTION COMMITTEE FUNDS (page 11)
Donors who entrust their legacy to the volunteer distribu-
tion committee of the Foundation can set limits for grants
(restricted) or allow the committee full discretion (unre-
stricted) for grantmaking.
n SUPPORTING ORGANIZATIONS (page 9)
A supporting organization is a public charity created by
the Internal Revenue Service that is able to make grants to
or perform the operations of a public charity, similar to a
private foundation. However, unlike a private foundation,
donations to a supporting organization garner the same
higher deduction rate as donations to public charities, such
as a community foundation.

A New PLAN for Financial Advisors
A new program at the Community Foundation for the Alleghenies
is helping financial planners, wealth advisors, attorneys, accountants,
insurance representatives and similar professionals better understand
how local philanthropy strengthens communities across Bedford,
Cambria and Somerset counties.
As members of our Philanthropic Leaders Advisory Network
(PLAN), these professionals will have many opportunities to meet with
our team learn more about our mission. In addition, they will have
access to a wide range of resources, including:	
m Continuing education credits in areas such as CLE, CFP and CTFA
m A new Wealth Advisors Handbook that highlights how the CFA and
financial advisors can work together to create the best charitable
plan for their client
m A listing on a new PLAN website, with an active link to their site
m Updates and highlights through the CFA e-newsletter
m Meeting like–minded professionals to exchange ideas and
information
“As part of our mission, we connect people to community
causes that are important to them,” said Mike Kane, president of
the Community Foundation. “The Philanthropic Leaders Advisory
Network is part of our ongoing efforts to make that connection. It’s
another way to help individuals, families and their advisors learn how
easy it can be to make a difference.”

Keeping Tax Dollars in the Area
During the past year, we were again proud to partner with the Pennsylvania Department of
Community and Economic Development (DCED) to administer Educational Improvement Tax
Credit (EITC) funds for several area businesses and schools.
Businesses apply through DCED and, if approved, they can receive a tax credit equal to
75% of their contribution, up to a maximum of $750,000 per taxable year. The tax credit may
be increased to 90% of the contribution if the business agrees to provide the same amount for
two consecutive tax years. These tax dollars can be allocated to local school districts to support
a wide range of academic and enrichment programs.
Last year, the following EITC donors contributed more than $21,500 in EITC
funding to support innovative programming in local schools:
AmeriServ Financial – Contributed $6,000 to Greater Johnstown School
District for Dual Enrollment programs
BDH/Konhaus Agency - Contributed $500 to Berlin Brothersvalley School
District for STEM programming, and $500 to Meyersdale Area School District for
Dual Enrollment and technology programs
First Commonwealth – Contributed $1,250 to Richland School District and
$590 to Northern Cambria School District for Technology Student Association (TSA)
activities, and $2,000 to Westmont Hilltop School District for RoboLab programming
Nutrition, Inc. – Contributed $1,625 to Meyersdale Area School District for
Dual Enrollment and technology programs
ST Bank – Contributed $7,000 to Indiana Area School District for Artist-in-
Residence programming
United Concordia – Contributed $1,250 to Richland and $590 to Northern
Cambria forTSA activities, and $2,000 toWestmont Hilltop for RoboLab programming

LOVE
In 1977, as the damaging flood waters
were receding from the streets of Johnstown,
Harvey Supowitz, owner of Harvey’s Supply,
stood in his warehouse on Washington Street,
grateful to the many workers who were helping
him clean up the mud and muck.
At the time, the Salvation Army was
providing meals to workers, keeping them
energized for the daunting task ahead. When
Supowitz offered to pay for his workers’ meals,
the Salvation Army representative graciously
declined. But he made a casual suggestion
instead.
“Consider helping us later,” he told
Supowitz.
Supowitz never forgot the kindness of the
Salvation Army and its volunteers. A few years
later, as he began to think about ways to give
back to the community, he remembered that
chance remark and set in motion a program
that will give back to the region for generations
to come.
Working with the Community Foundation
for the Alleghenies, in 1997, the Supowitz
family established the Salvation Army
Supowitz Fund to support Salvation Army
programming. The fund also provides college
scholarships to students whose actions and
character reflect the mission of the Salvation
Army.
“The Salvation Army does so many things
for so many people,” Supowitz said. “It has
been an honor to work with them and support
their mission. And to think it all started with a
simple conversation about helping them ‘later
on.’ To this day, I’m grateful for that chance
encounter.”

INSPIRE, ENERGIZE, IMPACT, LOVE By any measure, 2013-2014 was a good year for the Community Foundation for the Alleghenies. As you can read in these pages,revenue was strong,our investments performed well, and our grantmaking was particularly active. We continued the growth of our staff, welcoming Nancy Marley as our new donor services officer, who came aboard full-time to supplement Carol Stern’s good work. Carol has gone to half-time status, but still reports to both our Johnstown and Somerset offices. In the pages of this report you will see some articles about donors and some of the projects we are working on. To all our donors, we can’t say enough about what your philanthropy has accomplished. You have made all the difference. To the nonprofits we partner with, we hope we have helped our donors strengthen your good efforts. It’s been said that when people talk about what they value about their community, they mention friends and family, their place of worship, and the nonprofits they support—that suggests how much your efforts are valued. Community foundations are almost by definition forward-looking, and we like to think that applies to us, too. It’s amazing to think this upcoming year the Community Foundation already will be celebrating our 25th anniversary. We’ve thought about what that means and we arrived at the four words in the title above—“Inspire, Energize, Impact, Love.” This upcoming year we will work on putting these words into action. We plan: To increase recognition of the Community Foundation for the Alleghenies by branding it as a respected and positive force for change; To grow assets, our unrestricted funds (which will now be called the Fund for the Future), connections with wealth advisors, and Legacy Society membership; To stimulate philanthropic gifts from across Bedford, Cambria, Somerset, and Indiana counties through enhanced communications; To highlight the good that is being done throughout our region and in the process improve our community’s self-perception; To encourage others to inspire,energize, impact, and love our shared community. In all, the Community Foundation has more than 130 volunteer members who provide guidance, input and represent the Foundation in the community through their volunteerism. Simply saying thanks doesn’t really seem like enough, but we want you to know how much your support is appreciated. Thank you again to Somerset Trust Company for providing space for our downtown Johnstown and uptown Somerset offices, and to Mark Thomas for our space in Bedford. MISSION STATEMENT The mission of the Community Foundation for the Alleghenies is to serve the best interests of our donors in perpetuating their philanthropic interest in financially supporting our community, using the Foundation’s integrity, accountability, and community knowledge. Special thanks to The Heinz Endowments for a grant that enabled us to once again host our Youth Philanthropy Internship. During the eight- week summer program, 10 local interns learned about philanthropy, community needs and the effective use of media. They also awarded two $25,000 grants for programs targeted at specific needs they hoped to impact in our community. FREQUENTLY ASKED QUESTIONS n What is a community foundation? A nonprofit organization that receives charitable gifts from people, grows those gifts, and awards grants and scholarships to people in a specific geographic area. n How did the Foundation get started? The Foundation was started in 1990 by a group of civic leaders who thought our region needed a vehicle for people to provide for the community in ways that were important to them. n How are funds invested? Funds are invested through Cornerstone Advisors Asset Management, Inc. Donors have the option of recommending advisory services. Most, but not all, funds are permanently endowed. n What is an endowment? An investment in the future. Your endowment is never spent, and a portion of your return is used annually to make grants to the causes of your choice. n How do students apply for scholarships? In most cases, the first step is to inquire with their high school counselors or principals as to available scholarships. Many of our scholarship applications are now available on our website. n How do nonprofit organizations receive grants? They can apply for grants from our Distribution Committee Funds twice a year (deadlines are the last Fridays in January and August). The application is available at cfalleghenies.org.
  • 4. COMMUNITY FOUNDATION Annual Report 20144 INSPIRE The Community Foundation for the Alleghenies was thrilled to work with AT&T this year to award grants to two local organizations. The grants came from AT&T Aspire, one of the largest corporate commitments focused on helping to achieve higher rates of college and career-ready high school graduates throughout the nation. Locally, that meant a $10,000 contribution to support the Goodwill Industries of the Conemaugh Valley’s (GICV’s) “GoodFutures Mentoring Experience” program. This program provides career-exploration experiences and mentoring relationships designed to help under- served students graduate from high school and prepare for future careers. GICV’s GoodFutures Mentoring Experience works with youth ages 13– 18 who are at risk for leaving high school or lack direction for careers. The contribution was announced at one of the program’s participating sites, Tranquility Gardens in Johnstown. Tranquility Gardens is a project of the Community Intervention Initiative, a volunteer driven mentoring program that works with Goodwill and other organizations to connect youth with caring adults. Additionally, and in further support of its mission, AT&T Aspire also contributed $10,000 to support The Learning Lamp’s summer camp programming, which focuses on science- learning and connects at-risk youth with the outdoors through field trips and curriculum. Held at their outreach sites in Moxham, Prospect, and Oakhurst,these programs help to combat the “summer slide” in which students fall behind in math and science during the summer. They engage kids who are likely to dropout of school and are unlikely to pursue STEM (science, technology, engineering, math) careers. “High school success and workforce readiness is a top priority for AT&T,” said Jim Penna, AT&T’s regional director for external affairs. “These initiatives are excellent examples of the private sector teaming up with nonprofit organizations to help at-risk youth in our community better understand what it takes to succeed in high school and beyond.” AT&T Partnership Grants Leveraging Scholarship Dollars Each year, thanks to scholarship funds established by many of our donors, we award hundreds of scholarships to graduating high school seniors and other students. Through our partnership with the Pennsylvania Higher Education Assistance Agency (PHEAA) and its Partnerships for Access to Higher Education (PATH) matching scholarship program, we also have the ability to leverage additional PATH scholarship funding for some of the area’s most needy students. Last year, as the only approved PATH partner throughout Bedford, Cambria and Somerset counties, we secured more than $76,200 in PATH scholarships for 73 of our scholarship recipients. These additional funds helped the students continue their studies in the fields of nursing, business, agriculture science, education and more. To be eligible for a PATH match, students must first receive a scholarship from an approved PATH partner, such as the Community Foundation for the Alleghenies, and attend a Pennsylvania college or university. If they meet additional criteria established by PHEAA and their colleges, they are awarded a matching PATH scholarship that can range from $500 to $2,500 within an academic year. COMMUNITY FOUNDATION Annual Report 2014 5 K-9 Unit Receives Groundswell of Support One of the Foundation’s new funds for 2013- 14 was the “K-9 Community Fund,” established by the Cambria-Somerset Labor-Management Committee to support the needs of the City of Johnstown’s Police K-9 Unit. Under the leadership of Jack Babich and Timothy Custer, this fund received tremendous community support, raising more than $70,000 to purchase two fully equipped K-9 vehicles. “Our K-9 Unit operates on a very thin budget. It was desperately in need of new vehicles, and had been for years. It costs approximately $35,000 to purchase and outfit a new vehicle, and the City simply had not been able to afford to do so. The K-9 Unit itself does as much fundraising as it can, and is able to support the basic expenses to maintain its dogs. But it just hadn’t been feasible to purchase the necessary vehicles. This fund was a tremendous asset to those efforts,” said City of Johnstown Police Chief Craig Foust. “When Jack Babich came to us with the idea of starting this fund, we were very appreciative. We’d been fundraising for some time, but we really needed some outside support. Although the vehicle itself is a direct asset for the City, it’s something that will be used throughout Cambria County. We’ve also agreed to extend our reach as much as possible into Somerset County, too, when needed and available. This initiative should support the K-9 Unit for about 12 years.” Some of the many partners in the effort included contributions from Laurel Auto Group, Team Force, EADS, Cambria Industrial Development, and many other donations from businesses and individuals. “The Foundation exists to make it as easy as possible for donors to support the causes that they care about. In this case, the initial donors identified a real need, assembled partners to help make their goals efficient and effective, and engaged the rest of the community in the effort. It was a true grassroots effort,” said Mike Kane, Foundation President. The Community Foundation joined in the recent grand opening celebrations for the Greater Prospect Store. This store is a food co-op located along William Penn Avenue in Johnstown, formed by a collaboration of Stevens Memorial Holy Church, Bethel A.M.E., Pleasant Hill Baptist Church, the Foundation, and many volunteers and donors. The store grew out of an effort that began in 2010 to identify and act on the needs of the neighborhood of Prospect. A working group, board members, and store committees were formed from representatives of the neighborhood churches as well as other interested people. The group incorporated under the name “Greater Prospect, Inc.,” and named the store “GPS” to match their vision of leading Prospect in a new direction by making Prospect a greater place to live for its residents and attracting others from outside the neighborhood who want to be part of their community-building efforts. The GPS Co-op provides a safe place to shop for convenient items like bread and milk and purchase fresh and freshly prepared food. Additionally, an energy-efficient laundromat facility on-site is powered through solar thermal panels. Accessible garden beds have been planted next to the store and fresh food is being provided from Sandyvale Memorial Gardens and other community gardens throughout the city (many of which have been supported by the Foundation through other grants). Future plans include classes on gardening, canning and cooking. With support from the Penelec Sustainable Energy Fund at the Foundation, the GPS Co-op is in the process of becoming LEED (Leadership in Energy and Environmental Design) certified. This will make it one of the few buildings in the area to meet the high standards set by the United States Green Building Council. Yocca Scholarship Fund * New funds SOMERSET COUNTY FUNDS Community Garden at Rockwood With a very modest grant from the Benjamin Bosler Fund, the Life Skills students at Rockwood Area School District embarked on a new program this year. Working closely with other school groups and mentors, they planted a community garden outside the main door to the high school. Three raised beds were constructed by their classmates in the Tech Ed department. They planted a variety of vegetables, including onions, broccoli, zucchini, peppers and pumpkins. The area’s Master Gardeners assisted in starting the gardens and the entire school pitched in for the project, including the school board, administrators and staff. The Life Skills students maintained the gardens through the summer and the fresh produce was used to help teach culinary and nutrition skills. Child Advocacy Center This summer, a safe haven for children was created at Somerset Hospital. Until now, when child victims of physical or sexual abuse or neglect needed to be evaluated or interviewed, they had to be transported to an out-of-county child advocacy center in order to protect their privacy and follow official procedures. This year, several funds at the Community Foundation made grants that enabled a Child Advocacy Center to be developed in Somerset County, giving the kids and adolescents the care, respect and expertise that they need close to home. The effort was a collaborative partnership that included the Foundation and Somerset Hospital, along with Somerset Children Youth Services, District Attorney Lisa Lazzari-Strasiser, Victims Services, and the state police.

Stultz Scholarship Fund Thousand Book Endowment (Everett Free Library) Fund UPMC Bedford Memorial Hospital Employee Emergency Fund Dr. Bert and Lucile Wiley Scholarship Endowment Virginia Jean Wright Endowment for Tenley Park Fund WWII Monument Fund Your Safe Haven Fund *New funds BEDFORD COUNTY FUNDS The Bedford County Commissioners proudly declared June 24, 2014, Kayla Jones Day in Bedford County, with the following proclamation: “WHEREAS Kayla Jones is the 11 year old daughter of Rick and Julie Jones of Bedford, Pennsylvania; and WHEREAS, in October 2009 Kayla was hospitalized at UPMC Bedford Memorial Hospital with severe pneumonia; and WHEREAS, Kayla, being inspired by the kindness of a shift nurse during her stay in the hospital who brought her stickers, coloring books, crayons, and a stuffed animal; resolved to Pay It Forward by sharing the same kind of compassion to others who are hospitalized; and WHEREAS, Kayla’s compassionate vision has developed far beyond a personal resolution to Pay It Forward into a fund program of the Community Foundation for the Alleghenies called “All 4 Smiles Fund,” established through the Bedford County Endowments to help purchase donation supplies; and WHEREAS, in the years since her hospitalization, Kayla has not just personally given back, but has, what one might say, “contagiously” spread her passion through public speaking both before various civic organizations and in her school to show others the reality of her dream come true and how they too can help; and WHEREAS, numerous donation deliveries to UPMC Bedford Memorial Hospital have been made and continue to be made to the extent that the program’s budget to facilitate the need has grown to approximately $6,000.00 for the year 2014. NOW THEREFORE, WE THE COMMISSIONERS OF BEDFORD COUNTY, do hereby proclaim the 24th day of June, 2014, as Kayla Jones Day in Bedford County, Pennsylvania and urge the citizens of Bedford County to recognize the full value of true compassion and encourage the citizens of Bedford County to help Kayla continue to Pay It Forward by donating to the “All 4 Smiles Fund” through the Bedford County Endowments.” Congratulations, Kayla! Kayla Jones Day Successful Diamonds Ice Gala The Diamonds Ice Gala is an annual black-tie optional fundraiser, hosted by Omni Bedford Springs Resort and Spa, to benefit the three not-for-profit organizations. This year, for its 5th anniversary, the event sold out. Members of the Diamonds Ice Gala Committee distributed $15,000 each to Bedford County Humane Society,Your Safe Haven, Inc., and the Bedford County Endowments/Bedford County Arts Fund. Make your plans now to attend the 2015 Gala, which will be held January 31. The Walter C. Allen, Jr. Fund We are grateful to announce this past year the Walter C. Allen, Jr., fund was established through a bequest of nearly $2 million from Mr. Allen to support the Memorial Hospital of Bedford County. Mr. Allen was born on July 20, 1916, in Bedford. He was a graduate of Bedford High School and then Lehigh University, class of 1938, with a Bachelor of Science degree in Electrical Engineering. He was a member of America’s Greatest Generation, enlisting in the Army Signal Corps in 1942 and honorably discharged as a First Lieutenant in May of 1946. He first worked for the Pennsylvania Turnpike Commission as a construction inspector. He then retired in 1977 from the United Telephone Company as a Chief Engineer. He was a member of the Bedford Presbyterian Church, the Bedford Elks Lodge #1707, American Legion Post #113, Life Member of the Independent Telephone Pioneer Association, and the Telephone Pioneers of America. Mr. Allen’s legacy to Bedford County is a wonderful, lasting testament to his care for his home.

The long-term goal of the Community Foundation is to be supported entirely by its administrative endowment fund. n AGENCY (page 9) Specific nonprofit organizations establish a fund for which the income earned promotes its ongoing mission, builds a nest egg, and attracts future endowment gifts. n DONOR ADVISED (page 9) These funds provide donors with a 100 percent tax deduc- tion for the original and any subsequent gifts. Each year, the donor suggests deserving charities to benefit from the fund’s income or principal. n DESIGNATED (page 9) These funds allow donors to support the work of up to three specific charitable organizations and are responsive to changing circumstances. n FIELD-OF-INTEREST (page 10) This allows the donor to support issues of concern, such as the environment, the arts, health, children or education. n PARTNERSHIP (page 10) These funds allow donors to make a gift to the Community Foundation that then “passes through” to their favored chari- ty. This may be appropriate when anonymity is important or when many gifts are planned for a single asset. n SCHOLARSHIP (page 11) These funds allow a donor to define the scholarship’s advisory committee, guidelines for candidate selection and award use. Scholarships can benefit a particular educational institution or field of study. n DISTRIBUTION COMMITTEE FUNDS (page 11) Donors who entrust their legacy to the volunteer distribu- tion committee of the Foundation can set limits for grants (restricted) or allow the committee full discretion (unre- stricted) for grantmaking. n SUPPORTING ORGANIZATIONS (page 9) A supporting organization is a public charity created by the Internal Revenue Service that is able to make grants to or perform the operations of a public charity, similar to a private foundation. However, unlike a private foundation, donations to a supporting organization garner the same higher deduction rate as donations to public charities, such as a community foundation. COMMUNITY FOUNDATION Annual Report 201414 DonorStories A New PLAN for Financial Advisors A new program at the Community Foundation for the Alleghenies is helping financial planners, wealth advisors, attorneys, accountants, insurance representatives and similar professionals better understand how local philanthropy strengthens communities across Bedford, Cambria and Somerset counties. As members of our Philanthropic Leaders Advisory Network (PLAN), these professionals will have many opportunities to meet with our team learn more about our mission. In addition, they will have access to a wide range of resources, including: m Continuing education credits in areas such as CLE, CFP and CTFA m A new Wealth Advisors Handbook that highlights how the CFA and financial advisors can work together to create the best charitable plan for their client m A listing on a new PLAN website, with an active link to their site m Updates and highlights through the CFA e-newsletter m Meeting like–minded professionals to exchange ideas and information “As part of our mission, we connect people to community causes that are important to them,” said Mike Kane, president of the Community Foundation. “The Philanthropic Leaders Advisory Network is part of our ongoing efforts to make that connection. Keeping Tax Dollars in the Area During the past year, we were again proud to partner with the Pennsylvania Department of Community and Economic Development (DCED) to administer Educational Improvement Tax Credit (EITC) funds for several area businesses and schools. Businesses apply through DCED and, if approved, they can receive a tax credit equal to 75% of their contribution, up to a maximum of $750,000 per taxable year. The tax credit may be increased to 90% of the contribution if the business agrees to provide the same amount for two consecutive tax years. These tax dollars can be allocated to local school districts to support a wide range of academic and enrichment programs. Last year, the following EITC donors contributed more than $21,500 in EITC funding to support innovative programming in local schools: AmeriServ Financial – Contributed $6,000 to Greater Johnstown School District for Dual Enrollment programs BDH/Konhaus Agency - Contributed $500 to Berlin Brothersvalley School District for STEM programming, and $500 to Meyersdale Area School District for Dual Enrollment and technology programs First Commonwealth – Contributed $1,250 to Richland School District and $590 to Northern Cambria School District for Technology Student Association (TSA) activities, and $2,000 to Westmont Hilltop School District for RoboLab programming Nutrition, Inc. – Contributed $1,625 to Meyersdale Area School District for Dual Enrollment and technology programs ST Bank – Contributed $7,000 to Indiana Area School District for Artist-in- Residence programming United Concordia – Contributed $1,250 to Richland and $590 to Northern Cambria forTSA activities, and $2,000 toWestmont Hilltop for RoboLab programming To learn more about the EITC program, please visit newpa.org. LOVE In 1977, as the damaging flood waters were receding from the streets of Johnstown, Harvey Supowitz, owner of Harvey’s Supply, stood in his warehouse on Washington Street, grateful to the many workers who were helping him clean up the mud and muck. At the time, the Salvation Army was providing meals to workers, keeping them energized for the daunting task ahead. When Supowitz offered to pay for his workers’ meals, the Salvation Army representative graciously declined. But he made a casual suggestion instead. “Consider helping us later,” he told Supowitz. Supowitz never forgot the kindness of the Salvation Army and its volunteers. A few years later, as he began to think about ways to give back to the community, he remembered that chance remark and set in motion a program that will give back to the region for generations to come. Working with the Community Foundation for the Alleghenies, in 1997, the Supowitz family established the Salvation Army Supowitz Fund to support Salvation Army programming. The fund also provides college scholarships to students whose actions and character reflect the mission of the Salvation Army. “The Salvation Army does so many things for so many people,” Supowitz said. “It has been an honor to work with them and support their mission.
