The goal of the landscape architectural
team is to design a botanical garden
where all visitors will experience creative
public landscape areas to learn about the
native flora found within Saudi Arabia,
hybridized species, the naturalized
imports, with cool places to relax and
discuss what they have learned with their

10. SCOPE OF WORK
The requirement for this project is for a Demolition & Rebuild of Food Testing
Laboratories and Offices within an existing Site, to include such areas as to suite the
requirements of various government departments, government establishments,
administrations and some Ministries together with Parking Faciliities, landscaping
and infrastructural services and facilities.
The deliverables are envisioned to comprise drawings for each stage with
infrastructure, facilities and bid documents to attract bidders for the construction
and supervision of the works.
APPROACH AND METHODOLOGY
General
This Method Statement explains the project strategy and means by which Dar Al
Riyadh intends to achieve the goals and objectives of the project. Dar Al Riyadh will
be deploying an integrated team of qualified and experienced personnel, all fully
committed to the goals of the project, empowered and invested with tools, facilities
and other resources to ensure the provision of high quality design services.
The project will be executed to the mark of fully satisfying all of the Client’s
requirements, and completing the project within a proposed time and to a high
standard of quality. Dar Al Riyadh believes that working closely with the Client will
secure the maximum benefits for the project.

DAR will liaise and finalizing the space program, Site study: A detailed site visit will
be conducted to assess the existing site conditions per package and a site visit report
will be generated which will be the base document for necessary analysis and future
reference for the site. Required Topographical and geo technical investigation will be
conducted with the help of specialist sub consultants.
The existing traffic patterns will be studied also. As part of the topographical survey
for all the external works and interfaces with the new structures. The consortium
believes that a fair amount of as built drawings/ information exist with The scope of
the Design criteria and site works, is delineated by the physical limits and adjacent
site conditions of the individual packages.
Building the Team: Identifying Important Groups and Individuals

Creating a Clearly Defined Core Organization
The key to a successful project is putting a clear, well conceived organizational and
decision-making structure in place before starting the planning and design process.
Prior to the commencement of the project, we would define the project
organization with Jeddah Municipality.

12. An organizational model that has been effective for many of our projects is one that
employs a top-down, bottom-up approach involving a two tier level structure: an
executive and research leadership tier and a user group tier.
This two tier system can be the most effective and expedient in working with a
multi-constituent environment. Our goal is to simplify the decision making and the
communication process. We will work with the Client and Authority to identify the
best management and communication approach within the project.
The Larger Constellation of Vested Interests and Contributors
The new Buildings housed in eight levels above grade will be determine with the
authorities, with each floor activities exposed to natural light through a clear glass
curtain wall and clerestory.
The South Facing Frontage will be composition of forms that have varying levels of
transparency and texture. The buildings will act as a light box to the city. The
dialogue between light and heavy forms dictates the expression of these functions
on the building’s exterior
Programming
Concurrent with the Design effort, our Design team will complete the space program
of the project. Programming for the different
specialties will be developed from three
viewpoints:

A clear and powerful idea must provide a solution to all of these objectives.
Reaching this goal will require many investigations and the development of options.
These options in turn must be evaluated in relation to the developed project criteria
such as the mission, project goals, program goals, efficiency, flexibility, phasing/
expansion possibilities, et cetera.
The essence of this approach is to maintain forward momentum by being efficient,
inclusive, and schedule conscious. Dar Al Riyadh will work with the team members,
steering committee, and its support extensions to review these options and develop
the appropriate solution. Dar Al Riyadh will work closely with the client to support
consensus for the project from the core planning groups to external groups and the
other vital and interested parties that contribute to a successful project.

Consortium Management As per The Client stipulation, Consortium will provide a
team of engineers and inspectors in the field of construction supervision at the
project site starting from the site handing over date, for duration of the project
designated period.
Consortium supervision team will be led by an experienced
Project Manager and Coordinator supported by engineers in each discipline’s site
engineers and Inspectors. To ensure the efficient management of commercial and
contractual matters the team includes a Quantity Surveyor.

Project Execution and Management plan
DAR’s management is fully committed to
the project success and recognizes the
need to initiate and maintain continuous
support to the project team. To this end,
DAR’s management will ensure a stable
work force and maximized continuity of
key personnel positions throughout the
planning and design phase.
DAR will ensure a professional world-class service by assigning only qualified and
experienced personnel appropriately for each project position. DAR’s management
is also committed to strict implementation of quality plans and procedures, project
documentation controls and timely control of all project activities.
To this effect, project quality will be routinely self-audited throughout the
engineering and architecture staff sequentially, this quality procedure measures
shall be verified directly by DAR’s senior management in coordination practice
process.
APPROACH & UNDERSTANDING
16. Introduction
After an initial assessment on the Project requirements, as detailed in the Request
for Proposal (RFP), Dar Al Riyadh E&A, will assess the Issues which we perceive as
being critical, and as described in the prevailing paragraphs, where our project
approach has been addressed, and which we have already included as part of our
overall Project Programme strategy that deals with Critical issues amongst other
challenges, shown in Section 5 (Project Work Plan).
Although some stages of our project plan may be somewhat challenging, many of
the stages stipulated, will inevitably be necessary if we are to match the growth of
development of the Project.
Due to the nature of the project, there will be considerable other challenges for the
Client, key stakeholders and other agencies such as the Statutory Authorities in
meeting information and approval deadlines, if the planned progress is to be
maintained, which will be clearly noted when we produce a final approved project
plan.
Critical ISSUE No 1
Project Start-up / Project Management Set Up
Dar Al Riyadh E&A recognize that each
project is unique in terms of the Client’s
requirements, site location, local factors,
construction techniques, appropriate
technology, timing and cost. Therefore
Dar Al Riyadh’s understanding of the
Critical points that need to be considered
for this project will also take into account,
all the factors that bear on the scheme
which include - firstly, the appropriate
composition and management of the
team, and then in the planning and
execution of the project.
Dar Al Riyadh E&A will assemble a competent and appropriate team for the Project,
which will draw resources from each specialist activity as appropriate. Throughout
the term of the project, the project team will be located in Jeddah in close proximity
to the Client and Project Site.
CRITICAL ISSUES
17. This will contribute to a better
understanding of local costs, conditions
and construction methods and the
application of a single minded and
coordinated approach to the Project by all
the Project Team members. It also
enables close liaison with the Client and
other bodies involved, such as
government authorities, utilities and
construction contractors.
We will apply a no surprises culture in our approach. As stated previously, the
Project Team will be assembled in our existing Jeddah office. However Dar Al Riyadh
E&A has over 3000 staff employed in the Middle East and will therefore be able to
draw on the other local resources available.
Our Project Manager will be responsible for the day-to-day running of the Project.
There will also be Team Leaders responsible to the Project Manager for individual
disciplines and project areas. Please refer to Section 1 for Dar Cv's. for all key project
positions, responsibilities and authorities will be clearly defined in the Project
Quality Plan prior to commencing work.
This Plan will also set out the Client’s requirements, project objectives, programme
constraints and milestones, design constraints and criteria and a specific project
work plan. It therefore functions as a project “guide book” for the team members
and assures the Client that the project activities will be carried out systematically,
effectively and efficiently.

Risk Management Plan
Dar Al Riyadh E & A embraces a structured approach to risk management that
provides a strategy to plan, assess and mitigate risks to all bodies. Dar Al Riyadh E&A
makes explicit responsibilities for the risk planning, assessment, analysis and
handling for the stakeholders. This would take the form of:

2. Evaluate risks as to likelihood and consequences
3. Assess the options for accommodating the risks
4. Prioritise the risk management efforts
Quality Plan
Dar Al Riyadh E & A embraces a structured
approach to Quality that meets client
requirements in an effective and efficient
manner. The system of quality management
used by Dar Al Riyadh has evolved through
continuous
improvement of the established practices of
the Dar Al Riyadh E&A and the requirements of
the ISO 9001 Standard.
CRITICAL ISSUES
18. All of the company’s offices
implement the Company System,
which is defined on an internet based
data base, with all of the principal
offices now certified under the
International Standard. Documented
procedures cover activities critical to
the standard of service provided by
the Company.
Management and staff operate the System, which includes mechanisms for
continuously seeking improvement. The ongoing effectiveness of the System and its
application are the subject of periodic formal management reviews and independent
audits.
The Quality Plan will be prepared under procedures laid down under the Company
System. Work carried out under the Project will be controlled in accordance with
defined procedures and will be subject to both internal and external independent
audit at intervals pre-defined in the Project Quality Plan
Constructability / Project Methodology / Statement Work Plan
Within two weeks of commencing the Brief, Dar Al Riyadh will produce a detailed
Work Plan. The Work Plan will include details of the Project Management
Framework and the Project Quality Plan.
The Work Plan will also include an updated programme showing specific key dates
for progress reports, design reports and cut-off dates for incoming information. Here
we describe the key issues and the outline Constructability / Project Methodology
that we consider appropriate for the scheme.
As the project develops, the outline will be
continually refined in order to deliver the
project successfully. The programme and
resource schedule will provide a description
and timeframe for the project delivery. The
outcomes from these processes will
culminate in the Final Design Report, Tender
Strategy and construction.
Critical ISSUE No 3
Review of Data Provided
One of the first tasks will be to review the masterplan of the scheme. These plan
layouts shall be provided by the Client. Information to be provided include:
Digital copies of the plans prepared for the Jeddah
Master Plan for the site
Any other data relating to development of the masterplan, including
hydrodynamic modeling, development phasing etc.
The initial stages of the project will involve a review of these in accordance with
approved practices of the Ministry of Municipalities and Rural Areas. (MoMRA)
and Jeddah Amana.
CRITICAL ISSUES
19. Internationally accepted highway standards will be used for evaluating and checking
the individual elements of the road alignment both horizontally and vertically.
Particular attention will be paid to the safety of all road users and the tie-ins at each
end. The design speed along the road will be reviewed and discussed with the Client.
Many of the design aspects of roads are related to the design speed. The speed
posted along the highway is normally taken as one step lower than the design speed.
The layout will be tested for turning circles to ensure that the layouts are suitable for
the movement of large vehicles and buses.
From an initial review of the concept design provided with the project tender it is
envisaged that the following items will require particular attention:
A review of the junction arrangements (and options as suggest by Master
planners, or developed in response to Amana comments in terms of net user
benefits and key network performance indicators.
A review of the proposed method of operation at the junctions to ensure
layouts cater to a minimum performance of LOS C at implementation and
LOS D for the year 2014.
Suitable sight lines are achieved for signals and junction layouts where
installed.
Properly aligned tie-ins to main carriageway and side link roads.
Safe access onto and exit from the main roads into side streets and adjacent
properties.
The main purpose of this stage will be to determine the road horizontal
alignment and layout for the scheme. During this stage extensive liaison will
take place with representatives of the Client.
The use of selected computer programmes may be used for the checking of
the proposed road alignments.
Where such programmes are adopted, the Client will be informed of the system to
be used and their approval will be sought. In checking the design of the road
alignment and cross sections, local design standards will be reviewed and discussed
with the Client. All applicable highway safety features will also be reviewed. The
layouts will be discussed with the client and the most suitable arrangement will be
carried forward to later design stages.
CRITICAL ISSUES
20. The evaluation should determine the
performance of the concept designs
in terms of Level Of Service (LOS),
degree of saturation, delay and
queuing and shall be presented to the
Roads Planning and Design
Directorate in the form of a report
with analysis. An initial cost estimate
will be prepared for the options
developed in order for these to be
presented to the Client for their
consideration and for determining
budgetary purposes.
This will also be important period when obtaining data from the utility authorities.
By agreeing a programme of information required the relevant authorities, we will
be able to prioritise work for any diversions required.
Critical ISSUE No 4
Planning Permissions
In order to meet the programme requirements, we recognize the need to have
Planning Permissions prepared as early as possible in order they can be submitted to
all appropriate authorities. Plans of the proposed layout as agreed with the client
will be issued with the Planning Permissions at an early date to interested parties
including :
Jeddah AMANA.
Ministry of Municipalities and Rural Affairs MOMRA.
MoWE – Ministry of Water and Electrical .
National Water Company
NWC.
Concerned Municipality.
Physical Planning Directorate.
Saudi Electricity Company.
Communications and
Information Technology
Commission.
Survey Directorate.
Technical Affairs Directorate.
Street Lighting Department.
Our past experience in Jeddah has indicated that Planning/ construction Permissions
can take many months to be completed and returned with useful attachments. We
therefore propose that the Utilities Team be mobilized early in the project in order
they can follow up on these Planning Permissions.
Comments received with returned Planning/Construction Permissions require
review to determine the effect on the design and the construction methods. Utility
information (both existing and proposed) are normally returned with the Planning
Permissions. This information is then reviewed with the Client and transferred to the
layout Drawings to determine possible diversions, clashes etc.
CRITICAL ISSUES
21. Further meetings may take place with the Utility Authorities to confirm the details
and to discuss the possibility of diversions, as some have to be programmed up to 2
years in advance.
Dar Al Riyadh E&A will also investigate the land availability for the scheme.
Discussions will take place with the Survey Directorate and the other interested
parties, e.g. Physical Planning Directorate and Technical Affairs to review corridor
allocation and land ownership issues.
Critical ISSUE No 5
Site Investigations
The site investigations will be undertaken
as soon as possible to determine the
existing situation on site. Two survey types
are normally required - a Topographical
Survey and a Geotechnical Investigation.
Topographic Survey It is anticipated that a
detailed topographic survey will be carried
out to identify the obstructions in the ROW
of the proposed routes of the project i.e.
any underground utilities, personal
property, graveyard, mosque etc.
To identify typical natural and artificial features. To identify topographic features
includes types, composition of surfacing, and other relevant data. Identify the levels
of existing surrounding features including slope of lands, levels of existing roads and
any existing wadi.
Ground Investigations
The geotechnical approach for the assessment of the ground conditions and
therefore would include; planning of the required investigations; commissioning and
supervision of the investigations and incorporation of the geotechnical advice into
the design through the preparation of an interpretative report for the various
structures and associated civil works.
The required ground investigation would
be site specific, and designed to provide
the relevant information which would be
used to prepare geological and
geotechnical cross sections, and address
potential ground-related issues that may
arise during the proposed development.
The objective of the investigation will be
to provide relevant design parameters
and information on the underlying
ground conditions which will enable the economical and valued engineering design
solutions of the various foundation systems which will help mitigate the design risks.
This would also enable the optimisation of the design solutions required for the
retaining walls, pavement foundations, protection of slopes, as well as,
recommendations, with regards to de-watering and seismic assessment.

22. Critical ISSUE No 6
Health & Safety for Laboratory conditions
Our past experience with People who work in microbiology laboratories and related
project disciplines are prone to risk from exposure to biological agents. Some will
work with biological agents themselves, e.g. by culturing them. Others will work with
material, which is likely to contain micro-organisms although the micro-organisms
are not actually being grown, e.g. blood typing in a haematology laboratory.
The choice of control measures in laboratories is largely based on the hazard group
of the biological agent that is being used (or that may be present). Biological agents
are classified into one of four hazard groups from 1 (the lowest) to 4 (highest, e.g.
Ebola) based on their ability to infect healthy adults.
With a hierarchical system basic screening might be carried out at one level and
confirmation and more sophisticated testing carried out by referring questionable
samples up the chain. Organisation around specialist laboratories recognizes that for
some areas sophisticated equipment is required, as well as maintaining an adequate
flow of sample numbers.
In-house laboratories are where the customer for the work is part of the same
organisation as the laboratory itself – Governmental or industry
Contract laboratories are where the customer is external and the laboratory
sells its services in the market place. Contract laboratories are usually
privately owned but some Governmental laboratories and some industry
laboratories also undertake contract work.
University laboratories are where the motivation is teaching through
research, but this is primarily where innovation is provided in terms of
improved methods of analysis.
Prevention is critical in food safety. Testing
of raw materials at an early stage can ensure
elimination of contaminated materials.
Therefore, In order to meet the programme
requirements, we at DAR will be
implementing Internationally accepted HSE
standards, which will be used for evaluating,
and checking the individual elements of the
Health & Safety aspect of the project, and
thus, all comments and queries will
predominantly, be reviewed and discussed
with the Client.

Project Summary
Dar Al Riyadh won the national bid competition and went on to successfully design
this prestigious complex for Saudi Food and Drug Authority (SFDA) from concept to
construction, all in-house…
The building occupies the most prominent of sites near the main highway entering
Dammam and our highly original rotated concept was developed to explore iconic
and sculptural forms appropriate to this prime location.
Comprised of 12,000 m2 of administrative offices on three floors, the project has full
public and conferencing facilities to a very high standard. We used innovative
shading devices, developed in parametric 3D BIM, to minimise solar heat-gain, while
maxmising daylight in the flexible work environment.

Project: GREEN CLIMATE FUND HEADQUARTERS
Client: Green Climate, Bonn, Germany
Status: Concept Design Stage
The Proposed Concept designed Building is for the ‘green climate fund
headquarters’ in Bonn, Germany. The structure is an ‘ecological model project’ that
demonstrates the motto: ‘green is the new black’ in the government’s bid to host
the secretariat for the green climate fund (GCF). The future structure will be situated
along the rhine river within walking distance of several system departments,
including the federal ministry for the environment, nature conservation and nuclear
safety and economic cooperation and development.
The three level structure will comply with the latest efficiency and building ecology
standards meeting the highest demands in terms of sustainability (LEED gold
certificate) and net zero energy. The facade takes on a curvilinear form that hosts
nature light wells, roof top gardens and large sunken terrace for the restaurant. The
interior planning includes an access and logistics area with security controls, a visitor
reception zone, state-of-the-art office technology, an auditorium, a conference
room, a canteen/cafeteria and an underground car park.

29. RESEARCH BUILDING PROJECT
Project: M.I.T LAB Expansion
Client: M.I.T Massachusetts, Boston
Status: Completed
The new Media Lab building sits on the east side of the MIT campus, across the
Charles River from the Boston's Back Bay. The new 15,142 m2 (163,000 ft2) research
and teaching facility – six floors above ground and one under – houses laboratory
spaces, a lecture hall, conference rooms, an event space, and exhibition spaces.
The new structure expands upon and is connected to the Wiesner Building. Its glass
walls and silver-hued sun shades have become synonymous with the six-story
building’s signature look, high performance and diffused daylighting.
The vertical sunscreens have been made from 100% recyclable aluminum
transparent screen, shades the glass facade, permitting views of the outside campus,
while meeting Cambridge’s regulation limiting the fenestration to 50% of building
surface (a measure designed to reduce energy consumption). These contribute to
reducing unwanted solar heat gain, minimizing HVAC demands and costs, and
controlling glare for occupant comfort and productivity without sacrificing views of
the Charles River and the Boston skyline. The 1.2 by 8 meter (4 by 26.2 feet)
aluminum pipe louver panels adorn the exterior of the double-height research labs.

31. RESEARCH BUILDING PROJECT
Project: BIOSCIENCES RESEARCH BUILDING
Client: Australian National University, Canberra
Status: Under Construction
The site for the building is at the centre of the Australian National University, a
research focused campus located within Australia’s capital city Canberra. The
purpose of the building is to bring together two previous disparate research schools
into a single integrated and collaborative environment.
The plan figure of the building has been developed within the context of an overall
precinct masterplan, with a number of other buildings currently under construction.
The diagonal geometry of the plan articulates a key pedestrian route through the
centre of the campus, and also creates a courtyard space within the building form
that inflects outwards towards the campus. At the end of the courtyard is another
expressed staircase, interconnecting each of the bio-containment laboratory levels.
The researcher spaces are contained within a building envelope constructed out of a
modular precast concrete system, based on the idea of a cellular structure. This
system creates a ‘field’ of windows both externally and internally, with the interior
having two windows per level – one at desk height for views, and one at a higher
level for bringing natural light deeply into the work area.
WORK SAMPLES
36. There is a unique constraint in designing a creative landscape in an arid desert
environment- water availability. The objective is to provide a lush, green, shaded,
cool and exciting environment for the visitors, while working within the constraints
of a limited water supply.
Proper plant selection is paramount to
achieve this luxuriant, floriferous and
green landscape to maximize the
efficiency of the supportive irrigation
system.
All excavated rock should be sorted,
stored and utilized for decorative
amenities (art), climbing at playgrounds,
enhancing the desert landscape theme,
erosion control, and to create visually
stimulating walls. Care should be given
to the excavation/harvesting of rocks
intended for use in the landscape to
limit damage and increase their
aesthetic value.
Changes of levels, within the soft
landscape or paved hardscape areas, are major site features that will be
consciously and creatively used to support the overall design.
Relationships to views (enhance the good and screen the bad), pedestrian
movement through the site, surface drainage and soil retention will be
carefully assessed and resolved.
Roads and parking areas will provide seamless transitions to pedestrian areas
through the use of special paving and planting materials to differentiate the
pedestrian areas from vehicular areas.
Additional considerations of the landscape design include; design guidelines
for decorative lighting, seating (benches, tables, chairs, seat walls etc.), stairs,
railings, bollards, trash/ash
receptacles, contiguous bicycle
pathways along with signage and
graphics.
Not to be overlooked is the near
seamless integration of the various
surface utilities. These include manholes,
distribution panels, transformers,
intake/exhaust fans, fire hydrants and
the like.
PEDESTRIAN CIRCULATION APPROACH
An effective pedestrian circulation network is essential in maintaining and
enhancing the overall health, safety, accessibility, and quality of life for the site and
neighboring community. To achieve this objective the pedestrian circulation
network design will be guided by the following principles:

37. Provide for Non-Motorized Access: Access for pedestrians is a priority.
The various buildings and garden areas of the site will be connected with
sidewalks linked with a hierarchy of safe and accessible pedestrian
crossings.
Traffic calming and Reduction of Vehicular Dominance: Pedestrian safety
is essential. Through innovative parking lot design and traffic calming
measures, vehicular speeds will be reduced while increasing pedestrian
safety. The street design will reflect a decidedly human scale and not
become overly wide or focused only on vehicular movements or utilities.
Design for climatic conditions: Climate significantly influences the
behavior of people, the way they use their environment and the extent to
which they use it. The incorporation of devices and techniques will
improve the level of personal comfort for all users within the public
realm.
STREETSCAPE AND SIDEWALKS
The streets will be designed to provide a
section that is conducive to safe and
comfortable pedestrian movements by
reducing vehicle priority, providing parkways
with sidewalks on both sides of the street
(where applicable), along with street trees
and/or structures for shading.
ARCHITECTURAL INTEGRATION
Plant material will be arranged in ways that enhance each building's ability
identify it while also creating and defining canopies, walls, floors, and other
architectural elements.
Variations in plant selection, color, texture, height and smell will provide
interesting physical and emotional elements.
Plants will also be also used to define views, create private areas, and
articulate interesting sequences within the landscape design.
ENGINEERING
Plants will be used for engineering functions;
to reinforce the pedestrian and auto traffic
flows, prevent soil erosion, screen offensive
headlight glare, filter air pollutants and help
attenuate sound.

GENERAL LANDSCAPING
The landscape is designed to create a low maintenance and sustainable community.
Plant materials will be selected to provide buffering, screening, and to mitigate the
harmful effects of sun, wind and noise. The following practices will be
incorporated:
Study micro-climate conditions, sun
exposure, and prevailing winds (relative
to wind breaks and odor control)
Determine location of all existing
underground utilities and protect in place
wherever possible
Preserve and protect existing trees and

Soil Preparation
Soil preparation shall include the addition of various fertilizers and soil
amendments to establish a fertile planting soil, adjust pH as may be required,
enhance soil texture and increase moisture retention capabilities. A soil test should
be performed by the landscape contractor to determine the exact amendments
necessary.

39. Sustainable Practices
Control erosion through the incorporation of design, installation and long
term maintenance practices that prevent soil loss caused by storm water
run-off or wind erosion of exposed soil. Prevent sediment from leaving the
site or entering storm water catch basins.

This section outlines general project-wide basis
guidelines for architectural design. This method
statement sets out the architectural design
strategy that the DAR design team will employ
to achieve the objectives of the project in all
stages of design. The following are main
architectural systems and elements considered
for this project:

3. Exterior finishes with regard to climatic, functional and aesthetic
considerations

Design Approach
The following will be the design approach for the above mentioned systems:
Site Visit
At the commencement of the work the team will make one or more visits to the
project site. The purpose of the site visits will be to familiarize the design team with
all the existing features of the project including site topography, surrounding roads,
and the relationship of the site to surrounding buildings and activities.
Coordination with Authorities
Before starting design work the team will coordinate with
all government authorities having jurisdiction on the
project. The primary purpose of this coordination with the
authorities will be to obtain their requirements. Proper
coordination at the initial stage of design will reduce the
risk of unnecessary repetition in the design process and
improve the efficiency of the delivery of the design.
Approval of Documents from the Authorities
Throughout the project, documents will be submitted to the Authorities, at stages
determined by them and after knowing their submittal requirements in detail.
Acting in close coordination with the Client the team will prepare and submit
documents for approval to the relevant authorities having jurisdiction.

43. Coordination and Consultation with the Client
At the outset of the design and all along the design process, the team will engage in
detailed discussions with the Client or the Client Representative, in order to obtain
their specific requirements, confirm fulfillment of the requirements of and obtain
any additional data from the Client that may be useful to the successful completion
of the project.
This will help in incorporating all the
requirements of the Client during
various design stages of the project
and eventually achieving the goals of
the project for completing it on time.
Regular meetings will be held with
the Client or Client Representative,
to keep them informed of the
progress and also to seek any
required help by the DAR team.
Preparing the Compréhensive ARCHITECTURE Reports
After going through the above mentioned steps, a comprehensive report for all the
systems will be prepared. The report will incorporate all the data, information, and
requirements obtained from the site visits, government authorities, and the Client.
The report will describe all the systems in detail and will provide detailed description
of the basis of design for each system in order to provide the Client with ample
information of the proposed design strategy. This will help the Client to better
understand various design features of the project and to expedite the approval of
the initial design stage.
After clarifying all the design elements of the project and securing Client’s approval
for the architecture report, the commencement of various design stages will be
carried out. All the drawings, reports, and other documents will be prepared in
accordance with the contract for various stages of the project taking into
consideration unique features and characteristics of the site.
Description for the Design Approach
A description for the design approach for the above mentioned systems and
elements is presented in the following paragraphs.
SPATIAL ORGANIZATION
A correct spatial organization forms the
basis for a successful design solution. A
thorough understanding of the Client’s
needs and desires, coupled with a
detailed analysis of functional
considerations forms the basis of the
spatial organization. Consequently
between the team, the Client will be
requested to engage in early and
frequent communications.
ARCHITECTURAL METHODOLOGY
44. In the initial stage of the design work
weekly or bi-weekly meetings between the
team and the Client facilitate the efficient
flow of information and feedback in both
directions. The architecture team prepares
analyses such as Space Programs, Block and
Stack diagrams and massing studies to
quantify requirements and explore
organizational options. Thoughtful review
by the Client and end-users guides the team
towards an optimal solution.
At all times the work is carried out in accordance with the Design Criteria Report
(DCR) for which prior approval by the Client has been secured. The main element of
the DCR for architecture is the choice of which local and international design
standards apply to the project.
SATISFACTION OF FUNCTIONAL CONSIDERATIONS
Functional considerations need to be satisfied, space by space and also space to
space. The DCR, Space Program and Block and Stack diagrams establish the basic
requirements that must be met. The Concept Plan gives initial three dimensional
form to these requirements.
In accordance with the project requirements, the team will then prepare
preliminary proposals from which the Client will be able to review. This is further
refined over the course of the work, with necessary studies documenting the
satisfaction of the functional considerations. These include, among others,
horizontal and vertical circulation studies, natural and artificial lighting studies.
EXTERIOR FINISHES
Saudi Arabia’s climates require special consideration with respect to the selection of
exterior finishes. Heat, solar intensity, wind and sand all pose challenges. These
challenges must be met without compromising the functional and aesthetic integrity
of the design.
Through careful specification of finishes
and through the use of the latest
technology in material development the

durable, low maintenance and
aesthetically pleasing final result. Tools

45. INTERIOR FIXTURES AND FINISHES
The special nature of an air terminal, as well as
the unique requirements of such a prominent
Client require the specification of the highest
quality work obtainable. The team meets this
high standard by keeping abreast of the latest
trends and innovations in interior finishes and
fixtures.
At suitable times throughout the course of the
project, design studies such as furniture layouts,
interior perspectives and physical samples of
materials explore available options and
document final design choices.
BUILDING EXTERIOR AND INTERIOR LIGHTING
A high profile project requires a strong design presence. The Botanical Garden
Ancillary buildings must present the highest standards in design and functionality. In
addition to fixtures and finishes mentioned above, lighting plays a critical role in
presenting an image of quality and refinement.
The team coordinates closely with the most prestigious and advanced manufactures
of lighting and control systems. Working with them the team explores options using
the latest technology for lighting design. Taking into account functionality, aesthetics
and energy efficiency the team strives to obtain a result that creates a highly
memorable and favorable experience.
BUILDING COMPOSITION
Perhaps the single most memorable aspect of the architecture of a structure for the
Botanical Garden Ancillary Buildings is its exterior composition. Both the scale and
the geometric possibilities offer the opportunity to create iconic structure, one that
could be instantly recognizable as a unique monument to both its country and its
patron.
To achieve a powerful form that also satisfies functional requirements the team
designs from the start, keeping in mind these requirements while also building a
vision of a form that is powerful and memorable.
Studies may start with simple hand
sketches, drawn loosely and expressively, to
explore forms, metaphors and meanings. As
functional layouts evolve and overall
massing becomes more defined the team
moves towards more definite tools, such as
detailed three-dimensional digital imagery
created in programs such as 3D Max,
Photoshop and V-ray. Simple video “walk-
throughs” may also be made to examine
how forms vary through movement.

46. Inter-discipline coordination
Architecture is the key technical discipline in which all the other technical disciplines
meet and interact. Through a tightly knit design process the architecture team
meets regularly with other technical teams, to work as a single unit towards the
common goals of the project.

DAR architecture team attends regular design team meetings to maintain proper
coordination between all design disciplines. Plans and elevations from the previous
stage are developed further.

All digital drafting work is done in AutoCAD 2014. Photo-realistic renderings
are made using programs such as 3D Max, Photoshop and Vray.
Before the work is released to the Client for
review it goes through DAR’s own internal
quality checks, which are conducted by the
designers, the design manager, across
disciplines and by the Quality Assurance
Department. Only after it is cleared by all is it
released.
STAGE 3
Final Design Stage
In this stage the architecture team prepares the complete architectural package for
all facilities in the scope of work. All drawings and related documents are brought to
a level of completion suitable for tendering purposes. The Design Criteria Report and
other reports are updated to match the final drawings.
ARCHITECTURAL METHODOLOGY
48. As the detailed requirements of the various
disciplines become more accurately defined the
architectural impacts are assessed and
adjustments made. This is coordinated through
the same type of inter-disciplinary design team
meetings as described in the previous stage.
All drawings listed in the previous stage are
developed further and any additional drawings
such as details, symbols and abbreviations
sheets are added, based on the requirements of
the facility being designed.
All reports relating to the design are updated to reflect the final design and quality
assurance is conducted as described in the previous stage. All documents are
checked for conformance with the project scope of work and other contract
requirements and are then released to the Client for tendering.
STAGE 4
Final Project Review and Tender Stage
In this stage, the architectural work is essentially complete and only needs to be
revised or developed further if new information emerges relating to other
disciplines. Throughout this phase DAR will ensure, through DAR Quality Procedures,
overall coordination and the performance of design team.
STAGE 5
Final Project Printing for Tendering
In this stage, after preparation and review of tender documents for all the above
mentioned architectural elements of the project, Dar will prepare copies of the
documents to be submitted to the Client as described in the project scope of work
and other contract documents.

Upon approval of the previous design, the detail design will commence

protection systems).
This report outlines the Methods by
which the Mechanical engineering
design teams could achieve the
project requirements and it explains the project strategy and means by which Dar Al
Riyadh intends to achieve the goals and objectives of the project.
Dar Al Riyadh will be deploying an integrated team of qualified and experienced
personnel, all fully committed to the goals of the project, empowered and invested
with tools, facilities and other resources to ensure the provision of high quality and
highly sustainable design services.
The project will be executed to the mark of fully satisfying of all of the Client’s
requirements and completing the project within time and to a high standard of
quality.

The basic objectives of the general design basis guidelines/methodology are as
follows:
Develop safe, reliable, maintainable, energy efficient mechanical building
services design which shall pave the way for an economically viable project
development/installation as per project/client and local authorities’
requirements.
Promote a consistent and uniform

commissioning and operation of all

Provide means of interdisciplinary

codes and standards, description of the proposed Mechanical systems. It will
also elaborate upon the mechanical systems estimated demand loads like
estimated air conditioning load (based on area), water storage requirements
among others.
Mechanical concept schematic drawings and options shall also be prepared
for the project.
Consult with specialist consultants.
Attend Value Engineering Workshop.
Provide (Mechanical building services) feedback to QS for the project
preliminary cost estimation.

MECHANICAL METHODOLOGY
61. General
This section outlines general project-wide basis guidelines for the Civil Infra-
structure system. This method statement sets out the Civil Infra-structure design
strategy that the DAR design team will employ to achieve the objectives of the
project in all stages of design.
The following are main infrastructure systems considered
for this project:
1. Domestic and Firefighting system
2. Sanitary Sewage system
3. Storm Drainage system
4. Irrigation system
5. Roads and Parking
Design Approach
The following will be the design approach for the above mentioned systems:
Site Visit
Before the commencement of the design activities, detailed site visit will be made to
the project site. The purpose of the site visits will be to familiarize with all the
existing features of the project including site topography, surrounding roads, survey
bench marks and any existing structures/utilities.
Coordination with Authorities
One of the important activities before embarking on design activities will be an
intensive coordination with all government authorities having jurisdiction on the
project. The primary purpose of the
coordination with the authorities will be to
obtain their requirements. The coordination
at the initial stage of design will help in
avoiding the repetition of the design and
consequently receiving their approval.
Approval of Documents from the
Authorities
Documents will be prepared and submitted for approval to all authorities having
jurisdiction after comprehensive coordination with them and after knowing their
submittal requirements in detail. The documents will be submitted to the
Authorities at various stages as determined by them as well as in close coordination
with the client.
Coordination and Consultation with the Client
At the outset of the design and all along the design process, detailed discussions will
be performed with the Client in order to obtain any data in their possession and
their specific requirements in addition to all requirements as stipulated in the
project RFP.
CIVIL & INFRA. METHODOLOGY
62. This will help in incorporating all the requirements of the Client during various
design stages of the project and eventually achieving the goals of the project for
completing it on time. Regular meetings will be held with the Client to keep them
informed with the progress of the project and also to seek any required help by the
DAR.
Preparing the Compréhensive Infrastructure Reports
After going through the above mentioned
steps, a comprehensive report for all the
systems will be prepared. The report will
incorporate all the data, information, and
requirements obtained from the site visits,
government authorities, and the Client.
The report will describe all the systems in
detail and will provide detailed description
of the basis of design for each system in
order to provide the Client with ample
information of the proposed design strategy. This will help the Client to better
understand various design features of the project and to expedite the approval of
the initial design stage.
After clarifying all the design elements of the project and securing Client’s approval
for the infrastructure report, the commencement of various design stages will be
carried out. All the drawings, reports, and other documents will be prepared in
accordance with the RFP/ contract for various stages of the project taking into
consideration unique features and characteristics of each site.
Description for the Design Approach
A description for the design approach for the above mentioned systems is presented
in the following paragraphs.
Domestic Water System
If municipal water supply mains of adequate sizes exists in the close vicinity of the
project site, a branch connection of adequate size, as per the project water demand,
will be made on the existing main after obtaining the approval from the water
authorities.
Since the water cannot be
supplied to the project facilities
directly from the existing water
mains due to unavailability of
water at times and fluctuations in
pressure, provision of on-site
water storage tank will be
considered in design. The water
storage will be considered for domestic and firefighting purposes. If the municipal
water is not available, then other water sources like ground water wells will be
considered for obtaining water for domestic uses. In order to supply water for
various purposes, water pump house will be provided.
CIVIL & INFRA. METHODOLOGY
63. Economical and durable materials like uPVC, Glass Fiber pipes and any other pipe
material as recommended by authorities will be considered for water supply
systems.
The design of the water supply systems will be carried out in accordance with the
Design Criteria Report (DCR) for which prior
approval by the Client would have been secured.
The main elements of the DCR for the domestic
and fire water supply system will be: standards to
be used in design, flow rates, maximum allowable
velocity of flow, pipe material selection, and
minimum pipe cover.
The layout of the water networks will be extensively coordinated with all the other
utility systems at the threshold of the design in order to eliminate any possible
conflict among various utilities horizontally and vertically.
Drawings for the water supply system will include plans and water standard details.
Plans will provide the routing of the water lines and pipe sizes. Standard details will
include details of various types of valve boxes, valve chamber covers, utility crossing,
and pipe bedding details.
Sanitary Sewer system
Depending upon the topography and final site elevations, the sanitary sewer system
will be designed as a combination of gravity sewer and forced main incorporating
sewage lifting stations. Economical and durable materials like uPVC, Glass Fiber, and
any other pipe material as recommended by authorities will be considered for
sanitary sewer system.
The design of the sanitary sewer system will be carried out in accordance with the
approved Design Criteria Report (DCR). The main elements of the DCR for the
sanitary sewer system will be: standards to be used, average and peak flow rates,
maximum and minimum allowable velocities of flow, minimum pressure to be
maintained in the system, pipe material selection, minimum pipe cover, minimum
pipe diameters to be used, and spacing of manholes, etc.
The layout of the sewer
network will be coordinated
with all the other utility
systems at the

in order to eliminate any
possible conflict among
various utilities horizontally
and vertically.
Drawings for the sewer system will include Plans, profiles, and sanitary standard
details. Plans will provide the routing of the sewer lines, pipe sizes of the sewer lines
and locations of manholes in terms of coordinates. Profiles of sewer lines will
provide the top and invert elevations of the manholes, materials; sizes; and slopes of
the sewer lines. Standard details will include details of various types of manholes,
inspection chambers, manhole covers, pipe bedding, and utility crossing.
CIVIL & INFRA. METHODOLOGY
64. Storm Drainage system
Depending upon the site topography, storm water system will be designed as a
combination of underground piped network and overland flow. Wherever possible,
the surface water runoff will be drained on to designated storage areas by overland
flow. The areas which cannot be drained by overland flow will be provided with
underground pipe networks to be discharged to designated areas like retention
ponds after thorough study of the final site condition and elevations.
All measures will be taken into consideration to ensure the protection of sites from
floods. Economical and durable materials like uPVC, Glass Fiber pipes and any other
pipe material as recommended by authorities will be considered for storm drainage
system.
The design of the storm sewer
system will be carried out in
accordance with the approved
Design Criteria Report (DCR). The
main elements of the DCR for the
storm water system will be:
standards to be used, design return period, runoff estimation, hydraulic design,
minimum and maximum velocity in the gravity pipes, and pipe material selection,
spacing of manholes, retention ponds etc.
The layout of the storm water networks will be coordinated with other utility
systems at the start of the design in order to eliminate any possible conflict among
the utilities horizontally and vertically.
Drawings for the storm water system will include Plans, profiles and storm water
standard details. Plans will provide the routing of the storm water lines, pipe sizes of
the storm water lines, and locations of manholes, catch basins, grated channels in
terms of coordinates. Profiles for each outfall will provide the top and invert
elevations of the manholes, materials type, sizes and slopes of storm water lines.
Standard details will include details of manholes, catch basins, grated channels,
manhole covers, pipe bedding and retention basins.
Irrigation system
The irrigation system for the
project will be designed as fully
automatic irrigation system.
Economical and durable
materials like uPVC, HDPE pipes
and any other pipe material as
recommended by authorities
will be considered for irrigation
system.
The main elements of the DCR for irrigation system will include standards, irrigation
water supply requirements, system pressure, system velocity, gate & check valves,
drip tubes, emitters, bubblers, sprinklers, irrigation controllers, pipe sizing, pipe
material selection, and minimum pipe cover.

65. Drawings for the irrigation system will include plans and irrigation standard details.
Plans will provide the routing of the irrigation lines and pipe sizes. In addition, plans
will show the locations of irrigations controller, solenoid valves, and irrigation wires
etc. Standard details will include details of various types of valve boxes, valve
chamber covers, utility crossing, pipe bedding details, irrigation watering schedule,
and wiring diagrams etc.
Roads and Parking
Design of roads will be comprised of
geometric design and structural
design. Geometric design of the
roads will include complete setting
out of road centre lines, curves, and
stationing. Roads and walkways
widths will be maintained as per the
approved Master Plan.
Structural design of the roads will include the calculation of pavement structure
which is comprised of wearing course, asphalt concrete base course, and aggregate
sub-base course. The calculation of the pavement structure will be based primarily
on the anticipated traffic and soil characteristics.
The design of the roads will be carried out in accordance with the approved Design
Criteria Report (DCR). The main elements of the DCR for the roads will include
standards to be used, roads classification, allowable vehicles speed, and type of
vehicles to be used and volume of the traffic.
Drawings for the roads system will include Plans, profiles, and roads details. Plans
will show the setting out of roads including road centerline, curves data, stationing,
changes, elevations & coordinates on each stations, road signs & markings and
profiles will show the finished pavement levels, existing ground levels and finished
levels at every station of the road. Road details will include x-sections of various
roads & parking, pavement structure of various roads, curb & gutter and signage &
marking.

STAGE 2
Design Development Stage
In this stage, the architectural inputs
in terms of space program of the
project are required. The
requirement of civil infrastructure
services will be coordinated. After
the kickoff meeting, will collect
relevant data; study the existing site
conditions and infrastructure survey.
During feasibility study approach will deliver a narrative report which explains the
systems to be used, a detailed list of deliverables, and a work breakdown structure.
A project technical report will be prepared, incorporating the needs of the client.
The project technical report will later be elaborated into design criteria report.
The design criteria report shall be prepared. It will consist of the applicable codes
and standards, description of the proposed Civil Infrastructure systems.
After obtaining approvals on the first Stage from the Client on the concept Design
and the findings of the Design Validation Report we begin identifying the affected
elements of the prototype tender package in hand.
DAR civil infrastructure team will attend the design team meetings to coordinate
with other disciplines like architectural planning for design progress. Conceptual
drawings for all the above mentioned systems will be prepared in this stage.
DAR will submit design basis reports, draft quantities and cost estimate, conceptual
network plans and calculations. Recommendations from client will be considered
and will be brought to the notice of the client if there is substantial impact in the
design prior to proceeding to the next stage of work.
CIVIL & INFRA. METHODOLOGY
67. STAGE 3
Detailed Design Stage
In this stage we will prepare the
complete Design Basis Report for civil
infrastructure systems as listed
above. Methodology Statement will
be submitted to the client for review
and approval, and a report of
construction cost estimation will also
be prepared.
We will start coordinating with the correspondent authorities for wet utilities
including National Water Company (NWC), Ministry of Water and Electricity (MOWE)
to determine the project requirements. The spatial requirement will be derived in
close coordination with architecture and other department like Architect,
Mechanical, Electrical, Telecom and Structural Department.
Civil infrastructure team will attend the design team meetings to coordinate with
other disciplines like architectural planning for design progress. Conceptual drawings
for all the above mentioned systems will be prepared in this stage.
The design criteria report shall be updated based on previous phase comments
received from client. DAR will submit design basis detailed reports, conceptual
network plans and calculations, draft quantities and cost estimate. The design
criteria report shall be updated based on previous phase comments received from
client.

requirements and shall be conveyed / coordinated with other teams like Architect,
Mechanical, Electrical, Telecom Department, and Structural Department among

incorporation of comments. Throughout this phase DAR will ensure, through DAR
Quality Procedures, overall coordination and the performance of design team. The

STAGE 5
Bidding and Evaluation Stage
In this stage, After preparation and review of tender documents for all the above
mentioned wet utilities infrastructure systems including plans, profiles, standard
details, water pumping & sewage lifting stations, hydraulic calculations, estimate of
quantities, and construction specifications, Dar will prepare the required number of
copies of the documents to be submitted to the Client. Dar will also help in the
bidding process in term of tender evaluation and preparation of tender evaluation
Reports.

69. Assumptions and Exclusions
The scope of the work is limited to the accompanied Civil deliverable and scope
depicted in this report.
It is assumed that water will be obtained from existing network / Municipal
water network near the project site. Therefore there is no consideration for
WTP.
It is assumed that Sewage will be discharged
to existing network/ Municipal network.
Therefore there is no consideration for STP.
It is assumed that water for irrigation will be
obtained from existing Municipal network.

& as built drawing is excluded.
Any Specialist Study such as Value Engineering etc. are not considered in DAR
scope. Client shall provide these studies and reports at his cost.
